2250 DISCUSSION WITH THE POLICE

PC Neville informed the meeting that crime statistics are only available on line via the Police.UK website – anybody can register to receive the information. Although, the data does include Dishley and Hathern.

The meeting was advised about a spate of burglaries over the past few weeks on the Fairway Road estate and Iveshead Road areas of Shepshed. PC Neville encouraged members of the public to report anything suspicious direct to the Police instead of through social media.

Little Haw Lane Playing Fields Very little has been reported during the last few months, however, staffing levels permitting, the areas will continue to be monitored.

Anti-social Behaviour – Hallcroft Other than one incident during the daytime in the Hallcroft, no other issues have been reported. The Co-op has been encountering a few issues in the evening. PC Neville reported that an incremental approach is made when dealing with ASB. Everything is recorded on the Sentinel which is shared with CBC/Police/JAG.

With reference to writing to Dwight Barker enquiring if special observations could be introduced to troubled areas and whether offenders could be issued with some from of exclusion in specific areas of ASB - PC Neville advised that exclusion on a permanent basis is not permitted. Under section 35 a dispersal notice for 48 hours is permitted.

It was noted that 95% of PC Neville’s time is spent in Shepshed. He works a 9-week shift pattern with varied times.

CCTV linked to the one under CBC would be of great assistance to the Beat Team in Shepshed. This would enable any problem areas to be zoomed in on by radio link. It would also act as a deterrent.

Reference was made to 2002 when Shepshed had a Police staff of 22, this did also, include Kegworth and Castle Donington. Kegworth and Castle Donington are both in NWLDC and Shepshed in CBC. This changed when a decision was made that Policing should fall under the same boundary.

PC Neville was thanked for his attendance and left the meeting.

2246 Glenmore Centre Matters It was reported that the additional car parking is now complete.

Christmas Day Lunch Project is well underway.

2252b) Remembrance Sunday The Chairman of Council thanked all the volunteers and Councillors for their attendance at the Remembrance Service.

The Clerk was also thanked for her organisation. It was reported that the Clerk will be attending a Remembrance Parade debrief at CBC on 14th December 2017.

2256MINUTES OF THE PRE-PRECEPT MEETING HELD ON 29TH NOVEMBER 2017

The minutes of the meeting were approved and signed as a true record.

2257SETTING OF THE PRECEPT 2018/19

Members had been circulated with a copy of the amended proposed Precept figures totalling £297,709.00.

It was RESOLVED to utilise £7,000 from balances, therefore, reducing the overall Precept figure to £290,709.00, a slight increase of £125 on the previous year.

It was RESOLVED to accept the Precept for 2018/19 totalling £290,709.00

2258ACCOUNTS FOR PAYMENT

It was RESOLVED to accept the accounts for payment totalling £4056.54 as circulated to members, prior to the meeting.

2259PLANNING MATTERS

a) CBC – Charnwood Street Naming and Numbering – Persimmon Homes at Hathern Road It was RESOLVED to submit the following names to CBC for the three remaining streets on the above development:- Chaffinch, Dove and Goldcrest. This is in addition to the names Lapwing Close, starling Close, Swift Avenue, Wagtail Close and Woodpecker Way.

b) Planning Applications Received The following planning applications had been received and it was RESOLVED to forward comment to CBC’s Planning Department as detailed.

P/17/2203/2 Erection of one dwelling with associated parking following the demolition of existing structures AT 155 Charnwood Road – Express concern at the problems already being experienced with car parking on Springfield Road as this has many terraced houses, without any of street parking. It is believed that access to the proposed car parking for this development would be restricted as a result of existing car parking. Request that a site meeting takes place with LCC Highways to ascertain their views.

P/17/2382/2 Erection of two-storey side extension to replace existing detached garageAT 9 Homeway Close – No comment.

2260CHAIRMAN’S REPORT

a) Shepshed Town Team – Town Council Representatives It was noted that the following Shepshed Town Councillors wish to remain on Shepshed Town Team Cllrs. R Ewing/J Lennie/M Roberts/J Tassell.

b) LRALC – Training Courses Notification had been received that LRALC is offering “in house” training courses The Framework for Councillors’ Conduct and Interest at a cost of £90 plus travel.

It was RESOLVED that the Clerk arranges a training course for all Councillors at 7:30 pm on a Wednesday evening.

c) SSCBReference was made to the possibility of the SSCB expanding its services, similar to other villages in the surrounding area. Cllr C Radford agreed to raise the matter with the co-ordinator.
