2017/435 Declarations of Interest:

Cllr Kite declared an interest as Executive Member and Leader of Dartford Borough Council, as a member of Kent County Council, Director of the Leigh Academy Trust and Director of Dartford Football Club.

Cllr Brown declared an interest as a member of the Development Control Board and Cabinet Member at Dartford Borough Council.

Cllr Patel declared an interest as Director of Hodgson Pharmacy, Smartmove Homes Ltd, Lifeline Health Ltd and owner of properties in Longfield.

Cllr R Perfitt declared an interest as a member of Development Control at Dartford Borough Council.

Cllr G Sandher declared an interest as Director of Kent Equality Cohesion Council and Cohesion Plus Kent.

Cllr Tamber declared an interest as Sub-Postmaster of Longfield Post Office, and owner of properties in Longfield.

2017/437 Minutes of the Meeting:

The minutes of the meeting held on 16 May 2017, were approved as an accurate record.

2017/438 Matters Arising:

There were no matters arising.

2017/439 Chairman’s Report:

Cllr Kite reported on the subject of Starling Close and the Transfer of Land notified by Southfleet Parish Council. A meeting has been arranged between L&NBPC and Southfleet PC for Wednesday 21st June 2017 at 7:30pm and Cllr Kite advised that he would like to make a verbal objection to the Notice of Transfer of Land subject to the discussions.

2017/440 Correspondence:

Item 19 Love Energy Savings

It was agreed that this should be forwarded to Ken Bonner at Streetlights for information.

Item 8 Good Councillors Guide to Neighbourhood Planning

Confirmed that the price for this is £2.99.

It was noted that not all e-mails are received into the office. Clerk to check with ICO re Data Protection Officer and also a new e-mail address to be set up.

2017/441 Finance and General Purposes Committee

(a) Recommendation to receive the Annual Governance Statement and Annual Return for the year ended 31 March 2017

2017/442 Development Control Committee

(a) Review of planning applications received in June 2017

Cllr Snell reported on the meeting of the Development Control committee held on 20 June 2017.

2017/443 Lighting, Street Scenes and Allotments Committee

(a) Cllr Patel referred to the report from Streetlights and the outlined Station Road Project detailed in Minute 2017/426(a) and it was agreed to approve this project.

Clarification to be sought from Ken Bonner with regard to Column 43.

(b) Cllr Patel referred to the letter from resident Mrs G Derek relating to parking on pavements in Longfield. The public concern was noted and a suggestion was made that the police should be contacted, in writing, with regard to these frequent obstructions.

Cllr Patel suggested that road markings were put in place before the bridge entry into Longfield. Quotation to be requested from ‘Andy’ in ‘Traffic’ at DBC.

(c) There was further discussion with regard to a sign for Longfield and it was agreed that the Clerk would contact Kent Village Signs in Ash to ascertain costs etc. An application could be made to the Capacity Building Fund. Cllr Snell suggested that Longfield Hill should also have a sign.

(d) Brickfield Farm – an application has been made with regard to yellow lines.

(e) Kent Road/Essex Road parking – there will be an exhibition w/c 17th July 2017 with details of the proposed scheme.

2017/444 Grants & Community Committee

Nothing to report.

2017/445 Longfield Festival

(a) Stewards to commence at 9:00am with a 6:00pm finish. All stall holders to be e- mailed to confirm attendance. Bhangra dancers to open Festival following the Mayors opening speech.

2017/446 Friends of Long Valley – Community Hall

(a) It was agreed that a full update is required with regard to the general condition of the hall and governance issues need addressing.
