MINUTES OF THE KINGSTONE &THRUXTON GROUP PARISH COUNCIL MEETING HELD ON 28 SEPTEMBER 2016 AT THE VILLAGE HALL

1.  TO RECEIVE APOLOGIES FOR ABSENCE

2.  TO APPROVE AND SIGN AS CORRECT THE MINUTES OF THE MEETING OF 17 AUGUST 2016

The minutes of the last meeting were agreed and signed by the Chairman as a true record.

3.  TO CO_OPT A PARISH COUNCILLOR TO FILL CURRENT VACANCY

None.

4.  DECLARATION OF INTERESTS AND DISPENSATIONS. TO RECEIVE DECLARATIONS OF INTEREST AND TO CONSIDER ANY WRITTEN APPLICATIONS FOR DISPENSATION

Cllr P Wright declared a DPI in P3 invoice.

5.  PUBLIC QUESTION TIME

A Coldstone Cross resident and member of Country Bumpkins requested that the PC give consideration to funding a visit by a parish freighter as some residents have no means of getting rid of their rubbish. Approx cost would be £395.00. RESOLVED to put on agenda for next meeting.

The PO is being refurbished and will be shut from 29 October to 4/5 November.

6.  LOCAL POLICE REPORT

None. Having parish policed by Golden Valley Team is being looked into. Cllr. Johnson very impressed recently by police from Belmont South investigating a local incident.

8.  VILLAGE HALL COMMITTEE REPORT

Committee happy for a defibrillator to be placed on Hall wall. Grant to be applied for. House opposite has CCTV which will be helpful. Mr Malcolm Walker happy to maintain it.

9.  SPORTS ASSOCIATION REPORT

Some equipment has been broken, report any incidents. No Golden Valley Juniors this year but field is being used by Fairfield school.

10.  LENGTHSMAN/P3 SCHEME

Complaint received about a pathway not being way-marked at Arkstone Mill, new posts may need purchasing.

11.  NEIGHBOURHOOD PLAN UPDATE

Independent report received and acted on. Referendum is on 3 November, need 50% +1 majority, meeting to discuss advertising to be held 4 October at 7.00pm at Three Horseshoes. Flyer to be put in Tracking the News.

12.  FINANCE

Finances reviewed by Finance Working Group, no issues raised. Unanimously agreed that once petty cash float used up sundry items would be claimed at each meeting.

Invoices for payment:

Clerk’s wages.

Kirkwells - £720.00.

Thruxton churchyard maintenance - £150.00.

All payments unanimously agreed.

Receipts:

NDP Grant - £1200.00

Precept - £5000.00.

Other:

External audit successfully completed.

Balances:

The balance for the current account as at 17 September 2016 was £11261.66.

The balance of the deposit account as at 17 September 2016 was £3619.15.

13.  PLANNING

Planning considered for – APPLICATION NO & SITE ADDRESS: 162770 - Land off Stone Street, Nr Madley, Hereford, DESCRIPTION: Small Scale Gas Fired Energy Reserve Facility and Ancillary Infrastructure.

Comment: The PC would like to ask that noise be kept to a minimum.

Pressure to be put on contractors building the new Whitehouse Drive development to do repair work on the road. Rumours that further development is planned.

14.  TO CONSIDER CHANGING DAY AND TIME OF PC MEETINGS

Unanimously agreed that the time and day should remain as a Wednesday at 7.30pm.

15.  TO CONSIDER OBTAINING A DEFIBRILLATOR

RESOLVED to apply for a grant.

16.  UPDATE ON THE BULLRING

Letter from owners discussed. Cllr Johnson clarified that 105 money could not be used for repairs to the pub as initially stated by owners. RESOLVED to reply to owners stating that 106 money could not be used and that there was strong community support to keep the pub open and they would need to find a way to convince community that they are committed to improving the Bull Ring and keeping it open. RESOLVED to try and make the pub a Community Asset.

17.  TO CONSIDER LETTER RE: USING KINGSTONE CHURCH

Agreed that even after planned refurbishments to Church the PC would not use it ob a regular basis.

18.  UPDATE ON CHANGING TO BEING POLICED BY GOLDEN VALLEY TEAM

19.  TO CONSIDER GRANTING PC STATUS OF GENERAL POWER OF COMPETENCE

The Parish Council considered its eligibility for self-accreditation of The General Power of Competence:

1.  Total Parish Councillors as at Election Thursday 7 May 2015 = 8 (2/3rds of 12 = 8, therefore eligible)

2.  CiLCA qualified clerk.

The Parish Council having duly considered the criteria unanimously agreed to accredit Kingstone & Thruxton Group Parish Council with the General Power of Competence.

Kingstone & Thruxton – September 2016

Parish Council Report.

Police Coverage in to Kingstone There was a request made to me by the Parish Council to look into whether the Policing of Kingstone and Thruxton, could be considered of being covered from the Golden Valley team, rather than overseen by Belmont. This has been raised due to the lack of Police presence in the village and input to Parish Council meetings. I have had, and have an ongoing dialog with Superintendent Sue Thomas, regarding this and she has informed me that this consideration is currently taking place. I have however had recent experience, sadly with an issue of a constituent in the village with the Police, and I would highlight that the response team was quick and the Intelligence they had on the situation was incredibly detailed and the situation dealt with incredibly well.

Park and Cycle information I have been asked to provide details on the ability to park cars outside of the city and cycle into the centre. I attach details to the website that show that there are parking spaces available at both Belmont Abbey and Rotherwas, where Cycle Lockers are provided that cars can be parked and cycles left in the lockers overnight. https://www.herefordshire.gov.uk/transport-and-highways/transport-schemes/park-and-cycle

Drainage in Kingstone Conversations are ongoing with the drainage team, and pressure will continue to be applied where issues have been arising.

Section 106 Monies As discussed in last month’s Parish Council meeting I can confirm that I have now met with Design Engineers from Balfour Beatty on site in Kingstone to look at priority number 1 in terms of the spending of the S106 monies that have been designated to infrastructure. The engineers are now going forward to look at plans of increasing and filling in the gaps in footpaths from Green Lane along the main road to the shop. Once they have a design costings it will be brought back to the Parish Council.
