The Joint Meeting of the Unit Approval Committees was held on 10.12.2010 at 03.00 PM at VSEZ Sub-Office, Hyderabad.

The Development Commissioner, VSEZ and Chair Person, UAC welcomed the Members and apprised them briefly about the proposals placed before the Committees for their consideration. The items listed in the Agenda were discussed and following decisions were taken.

AGENDA Item No. 2: Proposal of M/s. APIIC Limited (Developer), SEZ for Aerospace and Precision Engineering Industries at Adhibatla Village, Ibrahimpatnam Mandal, Ranga Reddy District, Andhra Pradesh for attestation of list of materials required for undertaking Forming and Black topping to main road (TASL to Biogenics) in their SEZ.

UNIT APPROVAL COMMITTEE FOR M/s. FAB CITY SPV (INDIA) PVT. LIMITED, SEZ for Manufacturing and developing of semi conductors and solar modules, Raviryala/Srinagar Villages, Maheswaram Mandal, Ranga Reddy Nagar District, Andhra Pradesh
AGENDA Item No. 3 (a): Proposal of M/s. IL & FS Waste Management & Urban Services Limited for setting up of a new unit for extending Environmental related Services including Effluent Treatment Plant for units in M/s. FAB City SPV (India) Pvt. Ltd. SEZ for Manufacturing and developing of semi conductors and solar modules at Raviryala/Srinagar Villages, Maheswaram Mandal, Ranga Reddy District, Andhra Pradesh.
The Unit Approval Committee discussed and deferred the proposal to the next UAC meeting. The unit was asked to correct the NFE sheet and rework the economics based on working units in the SEZ.
AGENDA Item No. 3 (b): Proposal of M/s. XL Telecom & Energy Limited, a unit in M/s. FAB City SPV (India) Pvt. Ltd. SEZ for Manufacturing and developing of semi conductors and solar modules at Raviryala/Srinagar Villages, Maheswaram Mandal, Ranga Reddy District, Andhra Pradesh for approval of a specified List of Service viz., Storage & Warehousing Services for ratification.
The Unit Approval Committee ratified the list of Service.

The above segregation of services eligible for exemption in terms of notification No. 15/2009-ST dated 20.05.2009 is for administrative convenience. The Jurisdictional Central Excise department will be the final authority in this regard.
AGENDA Item No. 4 (b): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for approval of goods for Marble flooring for Atrium of Business Centre for ratification.
The Unit Approval Committee ratified the proposal.
AGENDA Item No. 4 (c): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for approval of Material requirement for the Incubation Centre (a) Compound Wall, b) Air Conditioners, c) External Painting, d) Sewarage Network & Strom Water Drainage, e) Fire Alarm Systems, f) Kitchen Equipments & Allied items for food Court Area, g) Granite/Vitrified Tiles to be utilized in the first floor area.
(A) The Unit Approval Committee approved the Incubation Centre building in terms of Instruction No. 54 of Ministry of Commerce & Industry.
(B) The Unit Approval Committee approved the List of Materials.
AGENDA Item No. 4 (d): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for approval of procurement of Water Supply Pipelines & Components.
The Unit Approval Committee approved the proposal.
AGENDA Item No. 4 (e): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for approval of Material requirement for Water Treatment Plant.
The Unit Approval Committee approved the List of Materials.
AGENDA Item No. 4 (f): Proposal of M/s. M M Energy Pvt. Limited for setting up a new unit for manufacture of Solar Photovoltaic Modules in M/s. Sri City (P) Limited, Multi-Product SEZ at Chittoor District, Andhra Pradesh.
The Unit Approval Committee discussed and approved the proposal.
AGENDA Item No. 4 (g): Proposal of M/s. Amar Houseware Pvt. Limited for setting up a new unit for manufacture of Foldable Ironing Boards in M/s. Sri City (P) Limited, Multi-Product SEZ at Chittoor District, Andhra Pradesh.
The Unit Approval Committee discussed and approved the proposal subject to resubmission of corrected application and proper presentation in the next meeting.
AGENDA Item No. 4 (h): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for approval of Material requirement for Sewerage Network connection M/s. A.S. Cargo, M/s. TIL Exports Pvt. Limited along R6 & R5 and R8 roads in their SEZ
The Unit Approval Committee approved the List of Materials.
AGENDA Item No. 4 (i): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for approval of Material requirement for Warehouse in their SEZ
(C) The Unit Approval Committee approved the Warehouse building in terms of Instruction No. 54 of Ministry of Commerce & Industry.
(D) The Unit Approval Committee approved the List of Materials.
AGENDA Item No. 4 (j): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for approval of Room Linen and Miscellaneous items for Service Apartments in Non-Processing area of their SEZ. (The approval for Service Apartments was given vide BOA letter No. F.2/163/2006-EPZ dated 29.01.2009)
The Unit Approval Committee approved the List of Materials.
AGENDA Item No. 4 (k): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for approval for leasing out space to the Non-offshore banking unit in the Processing Area of their SEZ.
Deferred.
AGENDA Item No. 4 (l): Proposal of M/s. Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for setting up Service office for units in the incubation centre in the SEZ.
The Unit Approval Committee approved the proposal subject to the condition that O&M benefit will not be available to this office/facility.
AGENDA Item No. 4 (m): Proposal of M/s. Saakar Printing Design & Engineering Pvt. Limited, a unit in Sri City (P) Limited, Developer, Multi-Product SEZ at Chittoor District, Andhra Pradesh for review of UAC decision dated 28.05.2010 relating to removal of restriction under Rule 18 (4) (d) of SEZ Rules, 2006.
The Unit representative made a detailed presentation. The UAC members opined that the case falls under Rule 18 (4)(d) of the SEZ Rules; hence the decision taken by the UAC earlier on 28.05.2010 be adhered to. The representative of the State Pollution Control Board (Special Invitee) sought clarification on whether the unit intends to clear waste generated during the remanufacturing process into DTA.
After detailed deliberation, it was agreed that the unit may submit a comprehensive proposal including waste disposal to the DC, VSEZ for taking up the case with the Department of Commerce for an appropriate decision.
