MINUTES OF THE FREMINGTON PARISH COUNCIL MEETING

HELD ON MONDAY 8th JUNE 2009 AT FREMINGTON PARISH HALL

0906/01Prayers

The Chairman led the Council in prayers.

0906/02Apologies for Absence

Apologies were received from Cllr Brailey,

0906/03Declarations of interest

Members are reminded that all interests must be declared prior to the item being discussed.

0906/04Chairman’s Announcements

  • The Chairman advised that the planning application regarding the park and ride application 47649 would be deferred to 22nd June to allow a planning officer from North Devon Council to come and speak at the meeting
  • The Chairman advised that a meeting was held regarding the Severn Sands. This was facilitated by the Counter Pollution and Salvage Officer for the South West. The meeting was attended by many agencies and various options will now be investigated
  • There was a discussion on locking the gate to the car park at Beechfield. It was agreed in principle to lock the gate at 10pm but the Clerk would obtain additional quotes before finalising the matter
  • Cllr G Turner asked that a one off payment could be made to the Muddlebridge Association to improve the allotments as they were not currently fit for purpose

Cllr Jury declared an interest and left the meeting

It was recommended that professional advice is sought and the matter referred to Parks and Playing Fields Committee for further discussion

Cllr Jury returned to the meeting

  • Gardeners Delight is having difficulty in obtaining permission

for a sign to promote their business. Cllr Cann asked that the owner contacts him and he will try to take the matter forward

  • There was a request from the Allotment Association at

Muddlebridge with regard to permission to have water connected. This was referred to Parks and Playing Fields Committee

  • The Council was advised of the sudden death of Mr Shaddick and it was agreed to send a condolence card

It was resolved to agree the Agenda as published.

0904/06Police Report

The Police sent their apologies but they were unable to attend the meeting.

0906/07To receive questions and/or deputations or petitions from parishioners. All deputations or petitions to be referred without discussion to the Clerk for action, or to the next Council Meeting for discussion as appropriate. Any question requiring an answer at the Meeting to be submitted at least five working days before the Meeting

It was resolved with no votes to the contrary to confirm and sign the

minutes of the following meetings as a correct record:

-Annual Meeting of the Council held on Tuesday 14 May 2009 at 7.00pm

-Supplementary & Planning Meeting held on Tuesday 26 May 2009 at 7.30pm

0906/09To consider and adopt the minutes of committees and sub-committees previously circulated

It was resolved with no votes to the contrary to confirm and adopt the

minutes of the following meetings as a correct record:

-Parks & Playing Fields Committee Meeting held on 21 May 2009 at 9.45am

- Fremington Quay Landlord Committee Meeting held on Thursday 21 May 2009 at 11.45am

- Finance & Personnel Committee Meeting held on Tuesday 26 May 2009 at 6.45pm

0906/10Matters Arising

Questions were asked regarding Ellerslie Playing Field and the need to cut and strim before the Scouts use the area on Saturday 13 June 2009. There were further complaints regarding grass cutting; this is partly due to the number of cuts, which Devon County Council will pay for during the year. It was suggested that the Council write to the County Council asking that funding be increased so that the work can be completed to a higher standard.

The Clerk was asked if an enforcement notice had been received by the Parish Council regarding Tews Lane. It was confirmed that there had been correspondence but no notice.

A question regarding committee decisions was raised and it was agreed that communication between committee members should be redefined and that decisions should not be changed.

The issue of lack of support from some Councillors at community events was raised.

0906/11To receive reports on matters of policy or major decisions affecting North Devon and this parish in particular from the County Councillor and District Councillors

  • County Councillor Cann spoke briefly to say that he was honoured to be elected as the County Councillor for the area and thanked those who had supported him. The owner of the site of the proposed Instow School has been contacted but no response has been received
  • Cllr Gill reported Fremington Army Camp is expected to close with 9 redundancies and the local plan provided for about 200 homes; he felt it was more likely to be in the region of 350. The Manor will be protected.

Standing Orders were suspended and a member of the public asked that Councillors could speak a little louder

  • Cllr Jones congratulated Cllr Cann on his election. He enquired about the block paving on the main road at Fremington and Cllr Cann advised that it will be repaired
  • Cllr Mrs McCormack-Hole asked that as many as possible attend and help at the Tews Lane Open Day on June 13th

0906/12Highways issues – update

There were no incidents to report.

0906/13Flooding issues - update

Standing Orders were suspended and a member of the public thanked the Council for the work done on clearing the stream. Standing Orders were re-instated

0906/14To consider Street Collection Permit in aid of North Devon Mini Register on behalf of Children’s Hospice SW.

It was resolved that there were no objections to this collection taking place.

0906/15To consider the provision of a website

Costings were given for set up and maintenance and further quotes will be sought, this matter to be brought back to a later meeting.

0906/16 To consider the purchase of risk management software

It was resolved to go ahead with the purchase of this software following some members viewing it in operation.

0906/17 To consider the Accident Prevention/Road Defect report from Devon and Cornwall Constabulary and safety aspects of crossing the main road

Following some discussion, it was agreed to arrange a meeting through Cllr Cann with the County Council to discuss road crossings. It was felt that islands in the middle of the road were unsatisfactory.

It was resolved to note the above matters.

0906/19North Devon Council - Planning Applications

North Devon Council, the determining Authority, has asked for comments from this Parish Council on the following planning applications:

It was formally noted that participation of the Councillors who are also members of NDC in both the debate and subsequent vote (in respect of any of the above, were preliminary taking account of the information matters) was on the basis that the views expressed made available at the time to the Parish Council. The District Councillors were reserving their final views on the applications until they were in full possession of all the relevant arguments for and against.
