MINUTES OF THE FIRST ANNUAL MEETING OF THE NEW COUNCIL FOR NAVAN TOWN COUNCIL HELD IN THE COUNCIL CHAMBER ON 15th JUNE 2009 AT 7PM

Members: Cllrs. J. Holloway, J Reilly, A McCabe, F Deane, S Cassells, P Toibin, P. Fitzsimons, S Jamal & P Brennan

At the outset Mr Shane Donnelly, Returning Officer, Local Elections in respect of Navan Town Council outlined the following RETURN OF PERSONS ELECTED, as being duly elected to be Members to Navan Town Council following the Poll taken on the 5th June 2009:

The above return was noted by each of the Members.

ELECTION OF MAYOR FOR THE COMING YEAR

On the proposal of Cllr P Toibin, seconded by Cllr P Brennan, Cllr J Reilly was nominated as Mayor of Navan for the coming year.

As there were no other nominations for the position of Mayor, in accordance with S.37 (b) of the Local Government Act 2001, Cllr Joe Reilly was deemed elected Mayor of Navan for the coming year.

Cllr. Joe Reilly stated that he was extremely proud to be the first Sinn Fein Mayor of Navan Town and his family for their support. He stated that he looked forward to working with the Members and Officials of the Council in the coming year.

The members expressed their congratulations to the new mayor and wished him all the best for the coming year. The Town Manager, on behalf of the Officials wished the Mayor well and stated he looked forward to working with him in the coming year.

ELECTION OF THE DEPUTY MAYOR FOR THE COMING YEAR

On the proposal of Cllr A McCabe, seconded by Cllr F Deane, Cllr P Brennan was nominated as Deputy Mayor Of Navan for the coming year.

As there were no other nominations Cllr. Philip Brennan was deemed elected Deputy Mayor of Navan for the coming year.

Each of the Members and the Executive congratulated Cllr. P Brennan on being elected as Deputy Mayor of Navan .

Cllr. P. Brennan thanked the Town Manager, Town Clerk and Members for their help and co-operation and looked forward to the working with everyone during the course of the year.

APPOINTMENT OF TWO DELEGATES TO THE ANNUAL CONFERENCE OF THE ASSOCIATION OF MUNICIPAL AUTHORITIES OF IRELAND

On the proposal of Cllr S Jamal, seconded by Cllr J Holloway, Cllr J Holloway was proposed as a delegate to the Annual Conference of the Association of Municipal Authorities of Ireland

On the proposal of Cllr S Cassells, seconded by Cllr P Fitzsimons, Cllr P Fitzsimons was proposed as a delegate to the Annual Conference of the Association of Municipal Authorities of Ireland

On the proposal of Cllr P Toibin, seconded by Cllr F Deane, Cllr P Brennan was proposed as a delegate to the Annual Conference of the Association of Municipal Authorities of Ireland

On the proposal of Cllr P Toibin, seconded by Cllr P Brennan, Cllr A McCabe was proposed as a delegate to the Annual Conference of the Association of Municipal Authorities of Ireland

As their were 4 nominees and only 2 positions, the Mayor then called for a roll call vote in respect of each nominee.

In respect of Cllr J Holloway, the Mayor requested that each Member Vote FOR or AGAINST. He also stated that a Member could if they so wish abstain from the vote.

As there were 5 votes against, 2 votes in favour and 2 abstentions, Cllr P Fitzsimons was not nominated as a Navan Town Council delegate on to the Annual Conference of the Association of Municipal Authorities of Ireland.

The Mayor then called for a roll call vote in respect of Cllr P Brennan which resulted as follows.

APPOINTMENT OF ONE MEMBER TO MEATH COUNTY LIBRARY COMMITTEE

On the proposal of J Holloway, seconded by Cllr A McCabe, it was agreed by the Members to nominate Cllr J Reilly as a Member to the Meath County Library Committee.

APPOINTMENT OF ONE DELEGATE TO IRISH PUBLIC BODIES MUTUAL INSURANCES LTD

On the proposal of Cllr. S Cassells, seconded by Cllr. P Fitzsimons, it was agreed by the Members that Cllr S Cassells be appointed as a delegate to the Irish Public Bodies Mutual Insurances Ltd.

NOMINATION OF ONE MEMBER TO THE MID-EAST REGIONAL TOURISM AUTHORITY

On the proposal of Cllr. A McCabe, seconded by Cllr. F Deane, it was agreed by the Members to nominate Cllr P Toibin to the Mid-East Regional Tourism Authority.

NOMINATION OF ONE MEMBER TO THE BOARD OF MEATH TOURISM LTD

On the proposal of Cllr. P Brennan, seconded by Cllr. A. McCabe, it was agreed by the Members that Cllr P Toibin be nominated as a Member to this Board.

NOMINATION OF TWO MEMBERS TO THE BOARD OF NAVAN ENTERPRISE CENTRE COMPANY LTD

Cllr. J Reilly was proposed by Cllr. P. Toibin, seconded by Cllr. P Brennan

Cllr. P Fitzsimons was proposed by Cllr. S Cassells and seconded by Cllr. S. Jamal

Cllr F Deane was proposed by Cllr P Toibin and seconded by Cllr A McCabe

NOMINATION OF ONE MEMBER TO THE BOARD OF MEATH PARTNERSHIP

On the proposal of Cllr F Deane, seconded by Cllr P Brennan, it was agreed by the Members to nominate Cllr A McCabe to the Board of Meath Partnership.

NOMINATION OF ONE MEMBER TO THE EASTERN RIVER BASIN ADVISORY COUNCIL

On the proposal of Cllr A McCabe, seconded by Cllr P Toibin, it was agreed by the Members to nominate Cllr F Deane to the Eastern River Basin Advisory Council.

NOMINATION OF MEMBER TO WITNESS THE AFFIXING OF THE CORPORATE SEAL OF THE COUNCIL TO DOCUMENTS

The Members unanimously agreed that the Mayor of Navan be authorised to witness the affixing of the Corporate Seal of the Council to documents.

TO REVIEW THE PROCEDURE FOR DEALING WITH TENDERS, SECTION 15 OF THE CITY AND COUNTY MANAGEMENT (AMENDMENT) ACT, 1955

The Members unanimously agreed that the Mayor and the Town Manager shall be present at the opening of tenders in accordance with Section 15 of the City and County Management (Amendment) Act,1955.

TO ADOPT STANDING ORDERS IN RESPECT OF NAVAN TOWN COUNCIL

The Members received and noted the Council Standing Orders which was presented to them by the Town Clerk. In particular the Town Clerk advised the Members of Article 71 of the Standing Orders ( Casual Vacancies ) which was noted.

On the proposal of Cllr J Holloway, seconded by Cllr S Jamal it was agreed by the Members to hold the Monthly Meetings at 7.00pm and that the Standing Orders be amended to reflect this.

On the proposal of Cllr J Holloway, seconded P Toibin it was agreed by the Members to adopt the Standing Orders with amendment and also to carry out a review of same at the next meeting of the Town Council.

TO FIX TIMES AND DATES FOR MONTHLY MEETINGS

The Members unanimously agreed to following Schedule of Monthly Meetings for the coming year.

Concluding each of the Officials and Members paid tribute to the work carried out by former Cllrs T Reilly, C Reilly & J Duffy and wish them well in the future.
