Minutes of the Council Meeting held on 20th August 2014
The Council meeting was chaired by the President of the Sri Lanka College of Venereologists, Dr Himali Perera and was held at the Auditorium 2 of NSACP.

1.0 Confirmation of Minutes
The Minutes of the Council Meeting held on 16th July 2014 was read and confirmed with the following amendments.
Attendance – Dr H A C W Hathurusinghe to be included.
2.1 Funds supporting PLWHIV
Dr K A M Ariyaratne suggested using the abbreviation PLHIV as it is the standard.
3.0 19th Annual Scientific Sessions
Dr L Jayasuriya suggested including the dates of the Sesssions in the heading.
2.0 Matters arising from Minutes
2.1 Funds supporting PLHIV
The Treasurer Dr Hathurusinghe mentioned that there was no expenditure for the month of July. Total of Rs 4457.00 has been utilized from February to date. The remaining balance as at August 2014 was Rs 24,543.00.
2.2 Detailed activity plan of NSP supported by UNAIDS
Dr Himali Perera mentioned that the submission of the deliverables of the above activity was delayed by two weeks due to most of the working group members had to attend the AIDS Conference in Melbourne. However, following were submitted to the TSF on 15.08.2014

● M and E framework
● TSF consultant completion report
Dr K.A.M Ariyaratne mentioned that the international costing consultant has expanded this activity plan by including the cost.
Dr Himali Perera stated that the TSF has not acknowledged the receipt of the deliverables as yet.
She took the opportunity to thank all members of the working group for a job done well.
3.0 19th Annual Scientific Sessions – 16th -18th October 2014
3.1 Guest speakers for the sessions
The agenda for the scientific sessions were finalized and was approved by the council.
The council agreed to Dr L Jayasuriya ‘s suggestions of, not to present mementos for chairpersons at the sessions.
Dr L Jayasuriya suggested to encourage more free papers presentations, and the council agreed to have 8 free paper presentations.
3.2 Chief Guest and Guest of Honour for the Inauguration and Fellowship Dinner
Dr Himali Perera mentioned that Prof Athula Kaluarachchi will be the chief guest at the inauguration ceremony and Dr Charlotte Bell of Royal Adelaide Hospital will be the Guest of Honour. She mentioned that the Chief Guest for the Fellowship Dinner will be Dr Palitha Abeykoon, the president of SLMA.
3.3 Pre congress Sessions 16th October 2014
Dr Himali Perera mentioned that the pre congress interactive sessions will be coordinated by Dr Nalaka Abeygunasekera . Dr Nilmini Hemachandra of FHB will make a presentation on “Overview of antenatal syphilis screening in Sri Lanka”. She also mentioned that Dr Jayanthi Elvitigala (Consultant Microbiologist), Dr Lilani Rajapaksa (Consultant Venereologist) and
Dr U D C Ratnasiri (Consultant Obstetrician& Gynecologist) and Dr Nilmini Hemachandra (Consultant Community Physician/ National Program Manager Maternal Care-FHB) will be invited for the panel. Dr Nalaka Abeygunasekera mentioned that Dr Neushka Herath and Dr Iresh Jayaweera will do the case presentations on maternal syphilis.
3.4 Council Photograph for 2014
Dr Lucian Jayasuriya suggested the council photograph to be taken at the next council meeting day. He further mentioned that whoever is absent for the photograph should not be included in the photograph later and only their names to be mentioned as absent. The council agreed to this. Dr Himali Perera requested, Dr Shanika Jayasena to coordinate this activity.
3.5 Award of Fellowships
Dr L Jayasuriya nominated the names of Dr Chandrika Wickramasuriya, Dr Sarojini Perera and Dr Jayadarie Ranatunga for the award of Fellowship at the inauguration ceremony. The council agreed to this and to formally inform the nominees.
3.6 Dinner meeting with the overseas speakers
Dr J Ranatunga requested the President to organize the event this year too. She stated that it is an opportunity to develop relationship between the post MD trainees and overseas consultants. Dr L Jayasuriya suggested the dinner should be organized by MD trainees.
3.7 Meeting of the overseas faculty
Dr L Jayasuriya mentioned that if such a meeting is to take place it should be a formal discussion.
4.0 Any other matters
4.1 Auditing of the College accounts
Dr H A C W Hathurusinghe stated that the auditing is completed and submitted to the Ministry of Health in order to request funds for the College sessions. He also mentioned that he was able to bring down the auditing fee to Rs 25,000.00.
4.2 Development of course content for MD in Sports Medicine
Dr Himali Perera mentioned that Dr Nalaka Abeygunasekera has submitted this to the PGIM.
4.3 Meeting at the Ministry of Health to develop cadre norms for medical officers
Dr Himali Perera mentioned that she and Dr Hathurusinghe participated for the above meeting
Dr Hathurusinghe briefed the council on following facts about the meting,
1. This was a meeting to develop and identify cadre norms for 2020 for Medical officers.
2. The SLCOV has requested at least 3 MO’s for a peripheral STD clinic
3. Public health group has suggested one MO and one CCP for all STD Clinics
Dr Ariyaratne suggested that we should develop cadre norms according to number of patients seen at the clinics. Dr L Jayasuriya mentioned that the College should oppose to having CCP’s at STD Clinics and suggested that the College should formally write to the DG and have a meeting with him. He also suggested that the College should expedite the previously initiated action on writing to the Ministry on Dr Sathya Herath practicing as a Consultant Venereologist in the private sector.
The Council agreed to appoint Dr Hathurusinghe as the focal point for the cadre norm issue.
5.0 Correspondence
5.1 Request from the menopause society
Dr Himali Perera mentioned that the Menapause society has made a request to make a presentation at the College Sessions. The Council agreed to request them to make a presentation at a monthly CME activity organized by the SLCOV.
