Minutes of General Meeting held on 17th January 2005 at 18:30 until 20:30

The Meeting commenced at 18:35

2. A warm welcome was extended to all those attending.

3. The Minutes of the last meeting were read and discussion points arising were:

Motorcycles were continuing problems on Brooks Drive and a short video had been made showing a small red and white bike traveling at great speed. Mary Eastwood had been approached by residents of Peter Court regarding means of stopping motorcycle racing on Brooks Drive. Leaflets with advice were to be distributed to residents affected, put on notice boards & an article to be put in the next Broomwoodvoice.

Flicking of mud at AYC and on Broomwood in general had abated and or ceased.

Broken windows at AYC – Damage and breakage’s were still occurring.

Power scooters these were no longer thought to be a major problem though some had been seen in Beech Avenue, Timperley.

Fireworks - nuisance from these had largely abated.

Crime in the area was a continuing cause of fear, it was mentioned that at this meeting there was no one from GMP or BP Crime Focus Group present.

Trafford Neighbourhood Partnership (TNP) a meeting had been called for the morning of Thursday 20th January.

Irwell Valley HA- An artist’s impression of the new Health Centre along with an article for the next Broomwoodvoice had been requested; We had been advised that IVHA had had a meeting with the developers within the last two weeks to iron out the last few details prior to the start of the work, there was no further details available were currently available.

Housing: We send our best wishes and thanks from all the Broomwood Community to Deborah Gorman, who is leaving us to take up a new posting, Deborah’s work is now to be carried forward by Audra Brandy; we look forward to meeting Audra in the near future and in the meanwhile wish her every success in her new work on Broomwood.

Joe S. Mentioned that there was a lack of consultation over the sudden announcement of the proposed change in status for Trafford Housing Trust to become a charity, that status according to a circular from THT would secure tax benefits. Joe S. was concerned that the various communications from Trafford regarding proposed changes were not performed all together at the same time, tenants had originally been asked to vote for a Housing Association.

A vote of thanks was given to Joe Statham who organised the highly successful Over 60’s Christmas Event for 90 people, Joe had been in hospital and unfortunately missed the party; Joe S. thanked all those donating money and for the large amount of effort that all the volunteers, including the Millennium Volunteers who had contributed much of their time to make the event such a great success.

4. The Minutes of the previous meeting were then moved accepted.

5. G-force: Have planned an event at Larkhill Community Centre on Friday 18th Feb 2005 to release the results of the consultation with 80 young people from the Broomwood Estate. It will start at 12:45 followed by a buffet: Young People will largely conduct the event, presenting the results themselves together with films. It is hoped that the Mayor of Trafford will open the event. There is a general invitation to all those interested in carrying forward the agenda. It is hoped that all agencies with a remit to serve the Broomwood community will attend.

6. Altrincham Youth Centre: Manzar, Outlined the current situation at AYC. This included staff levels dropping by 4 part time staff to one full time and three part timers. He said that this was affecting delivery of services to the Y.P’s. The near future did not seem to hold out much promise with the possibility of reductions in budgets, the stalling of the redevelopment of AYC coupled with the lack of information regarding the planned improvements. He also mentioned the recent damage to the fabric of the building and an assault on a member of staff. He did say though that the staff are currently delivering a level of service commensurate to the resources they have available. The meeting was very concerned indeed to learn of these continuing issues and wondered how best to help bring about improvements to enable the community as a whole to access and fully utilize the building. This meeting resolved to meet to discuss the matter of Altrincham Youth Centre at an open public meeting planned for the 28th February 2005 at 18:30 at Altrincham Youth Centre, Mainwood Road Timperley to review matters with the relevant Council Officers being invited.

7. Broomwood Partnership (BP) Focus Subgroups:

CRIME: had not met yet: An emerging problem of wandering youth street gangs (all about 13 to 14 years dressed in uniform White Trainers, Black Hoods and Track Gear) roaming aimlessly about the general area in groups of 5 to 10 people causing quite a lot expense damage and intimidation to local car owners, shopkeepers, etc. it was also mentioned that BCA fully expect that this matter of local crime may be addressed in some depth at Broomwood Partnership on 8th February at 14:00. Trouble at AYC, motorcycles on Brooks Drive etc., all of which present different challenges to the safety and enjoyment of the community.

EDUCATION: had met at least once but the minutes had not been presented to BP.

ENVIRONMENT and TRANSPORT: Mary Eastwood and Paul Huxley covered the scope of the work done and gave a good overview of the items as set down in the Minutes. Disappointment was expressed at the lack of Council and Agency representation at this meeting.

HEALTH: Mary Eastwood and Joan Lloyd detailed the discussions at the recent meeting held at AYC of 11th January 2005.

HOUSING: Marie Toboni presented the minutes of the meeting held at 6 Redbrook Road and up-dated on events: Millom Court work starts this week, £150,000 C is the new budget for minor works a major increase on last year’s allocation of about £44,000 C:

Audra to firm up details of the Flats Survey - To be progressed with BCA.

8. BROOKS DRIVE: Mary Eastwood gave details of the new tree planting planned to take place on the Drive also details relating to the Friends of Brooks Drive working party to be held on Saturday 22nd January 2005 between 10:00 and 12:00 meeting at AYC – All welcome: Mary E. told us that of the initial expenditure for the work of two contractors about £2,000 remained.

9. The format for a meeting of BCA in February was discussed, the major topic would concentrate on AYC and its work to better understand and assess what measures would be effective in making the building more accessible to the community and in practical terms how efforts would be prioritized. Manzar is to arrange for those present to meet the ASBO team and see how its work directly benefits Broomwood residents and people in South Trafford in general.

10. AYC / Five-Aside - CCTV – Floodlights – Security – Insurance - Litter all were discussed along with diversionary work for Young People, the problems of aimless Young People. Spar smashing plate glass, trying to break into the Medical Centre, etc. In the meanwhile BCA to prepare a letter setting out the issues, to be sent to those in authority responsible for delivering services in Trafford - UK.
