Minutes of the Community Council Meeting held at the Hundred House Hall,

Hundred House on 8th March 2017

Minutes: Minutes of the previous meeting were signed and confirmed as a true record.

Current Issues:

G Pugh reported on the Electoral Review stating that the proposal was to review the pattern of electoral wards for the entire council area, to include the total number of councillors, number and boundary of electoral wards and names of electoral wards. Powys has been placed in Category 4 which means councillors should have a ration of 1:2000 population. The overall council size is aimed at 66 members. It currently has 73 members. A 12 week consultation period will begin on 8th March 2017 with a second draft in early 2018 and final proposal in Autumn 2018. The wards would come into force in May 2022.

Correspondence:

Received from PCC was notice that further work is being carried out on the renewable energy assessment before it is submitted to the Planning Inspectorate. This will consider a range of issues including The RAF low-flying training over western Powys, a 10km buffer around Sennybridge training area, buffers requested by NTURAL Resources Wales (NRW) a visual impact buffer around existing and proposed windfarms and a 7km buffer around two national parks and areas of outstanding natural beauty.

Received were details from the National Plant Monitoring Scheme about collecting data to provide an annual indication of changes in plant abundance and diversity. Received from the Independent Remuneration Panel for Wales’ Annual report were details of Payments to Members of the Community and Town Councils. This is to be kept for reference.

Received from PCC was notice of the Temporary Prohibition of Pedestrians, Equestrians, Cyclists and Motorised vehicles on the BOAT GC1609 running between Giants Grave and Blaen-bedw from 6th-10th March.

Received was a copy of the new Scams Awareness newsletter from Age Cymru. For further details visit www.agecymru.org.uk/powys

Received from PCC was details of the new waste collection days which will be reduce from five to four days between Tuesdays and Fridays as part of plans to save £500,000. Households will continue to receive weekly recycling and food waste collections and a three weekly residual waste collection but there is a need to put containers out by 6.30am on the morning of collection. Details of new collection days will be available in coming weeks.

Finance:

Received from PCC were further details of the cost of their payroll support. Figures given were for £366.92 (including vat) yearly. Further consideration is required and details to be sought from One Voice Wales.

Received from One Voice Wales was a request for renewal of membership at a cost of £75.00. It was agreed by all to renew membership.

Received was an invoice from Edw Valley designs for £180.00 for the domain name and hosting and maintenance fee for the year.

Received were requests for financial assistance from the Teenage Cancer Trust, Bobath and Wales Air Ambulance. Members decided against funding any of the causes.

Planning:

Application P/2017/0078 erection of two dwellings in Glascwm was discussed. This followed a site meeting by members. There were a number of concerns raised including the size and style of the buildings, the need for the dwellings to be in keeping with the historic character of the village and highways issues. The fact that the application is not in keeping with the UDP Policy was also stated by members of the public. Although this application had been turned down by planning in the past, details from the planning department stated that although the application is not in line with the UDP, Powys is obliged to consider the site and if it is acceptable in every other way ie Highways, flooding etc then they are obliged to consider them as possible houses. As many of the sites in the current UDP have been used up and already built upon and Powys actually had only 2.2 years’ worth of supply. Therefore there is a legitimate concern that there is not enough housing land available within the development limits.

Application P2017/0172 development of 2 houses in Franksbridge was discussed by members. This is also not inline with the current UDP. There are concerns about extra vehicles near to the CP School and drainage could be an issue here.

Application P/2017/0184 two holiday chalets between Bevan House and Bryncoch, Hundred House. Members supported this application as long as there ae no issues with the soakaway and that it was suggested that trees could be planted as a screening off the main road.

Notification of application DECC20170001 Erection of new overhead cables at Fforest Fields was received.

Highways Issues:

The road over Perthi Common is in a poor state. There is a pothole that has reappeared by Browns Buses and there is also a pothole by LLangyfrwys.

Any Other Business:

There have been complaints that the garden waste bins have been misused as pople are also putting in their black refuse sacks. A request is to be made to PCC Recycling for a sign stating no bags to be put in the waste bins.
