The meeting was called to order by outgoing and presiding Chair, Virginia Haufler, at 12:35pm.

Maximum attendance at any one point in time: 23.

I. A motion to accept the minutes of the business meeting at the 44th Convention (Portland, OR,

Feb. 26 – Mar. 1, 2003) was made by Constance Cole and seconded by Bob Denemark.

The motion passed unanimously.

B. Chair Haufler commented on the ISA Governing Council’s discussion of four issues.

  1. The ongoing strike by janitorial workers at the Marriott which is site for some ISA

events requires consideration. The ISA respects the right of members to address the

picket line as they choose without penalty for those who decide not to participate in activities for which they were scheduled.

  1. There will be a new journal associated with ISA on foreign policy.
  2. ISA Program Chairs Steven Lamy and Rob English request that Sections emphasize

a. the rule for participating only twice on a year’s program and request consideration,

b. that acceptance of a poster assignment means actually presenting the materials, and

c. that problems with uploading of papers should be reported.

4. Annual conference attendance continues to increase and the ISA annual budget is close

to $1 million, which requires consideration of association organization and finances.

  1. Special circumstances with this year’s program merit comments.

1. Bob Denemark explained that the IPE Program Chair elected last year was taken ill, but

is, happily, now recovering, so that Chair Haufler and Bob helped put the Section’s

panels together. Bob reported that IPE received 90 requests for full or partial panels

and 150 requests for individual papers. IPE ended up placing 21 fully planned panels

and 25 constructed panels on the program, and, in addition, co-sponsored 43 panels.

An unidentified member of the section remarked that having five papers per panel made

presentations almost impossible. Bob responded that the scheduling of five papers is in-

tended to compensate for the anticipated withdrawal of at least one participant per panel.

As of March 12, preceding this year’s conference, about 300 people had withdrawn.

Rene Marlin-Bennett offered her thanks to Barry Gills, Haufler and Denemark in

recognition of the work involved in putting the program together, as she well knows.

Lynne Rienner asked how many belong to the IPE section, and the response was about

  1. Chair Haufler thanked Lynne for co-sponsoring the Senior Scholar reception and

working with Senior Scholar Committee Chair Phil Cerny.

  1. Chair Haufler announced that the recipient of the senior scholar award, former

Brazilian President Fernando H. Cardoso, is unable to travel and is not here, either

for the reception or for the dinner later tonight. Both will proceed, regardless.

Cardoso made the effort to contact Chair Haufler personally and apologize to her

in a phone call, but his physician advised that he not travel and he did not.

II. Lynne Reinner reported that the volume 13 of the IPE Yearbook edited by Denemark, and

Mary Ann Tetreault, entitled Gods, Guns and Globalization, is forthcoming in June 2004.

The editorial team of Chris May and Nicola Phillips is working on schedule, and

volume 14, edited by Peter Dombroski on Global Guns and Butter is due for summer ’05.

Future volumes under consideration are Global Corporate Power for May ’06, and one for

’07 on global governance and development. There are tentative negotiations for an ‘08

volume on global technology. Chris May emphasized the desire to produce a volume per

year on what he called “the pharmaceutical model.” Lynne also offered to consider book

manuscripts from IPE Section members.

III. Committee Reports.

A. Senior Scholar Committee, chaired by Phil Cerny (who entered right on cue), had worked

to bring Cardoso. Cerny thanked Haufler for her assistance.

B. Junior Scholar Committee, chaired by Clair Cutler, received only one submission for the

award. Clair said that the one submission was truly worthy of the award; Mark Manger’s

paper for this conference is titled, “Competitive liberalization: foreign direct investment

and the proliferation of free trade ‘plus’ agreements.” Haufler seconded Cutler’s motion,

and the members voted unanimously to confer the award, and Mark was present to accept

it. Mark mentioned that he learned about the award from his advisor at the University of

British Columbia. Clair stressed that we need to do something to attract submissions.

Duncan suggested that all panel chairs forward papers presented at a meeting and that the

award be presented postfacto.

C. Discussion of the process of making this award. Chair Haufler suggested that the award

might be changed to a dissertation or an untenured-recipient award, or we could run a

competition over the summer with time enough to make the award at the next spring’s

conference. Peter Dombrowski supported Duncan’s idea of rewarding the prize after the

conference. Lynne Rienner asked how IPE would disseminate information about the

award and Haufler replied that we could put an announcement in the IPE Newsletter for

faculty to encourage graduate student submissions. Lynne Rienner also offered to put an

announcement in the book catalogs that she sends out three times a year. Thanks, Lynne!

Renee Marlin-Bennett proposed a motion that chairs of panels send on the best papers and

one officer of the section would forward a poster presentation. These would be accessed

online and the committee would make the award after the conference in May or June. The

recipient would receive a certificate in the post and be granted a year’s membership and

be congratulated in person at the next year’s conference. The name of the winner would

be part of the announcement in Lynne Rienner’s catalogs, and all this would be effective

as of the ’05 annual meeting. Phil Cerny seconded the motion which passed unanimously.

D. Bob Denemark reported that the World Historical Systems Subcommittee of IPE hosted

three panels at this year’s meeting with a wide variety of academic expertise represented.

E. Chair Haufler reported that the Section’s finances are in good order. IPE minimized the

loss from Cardoso’s cancellation and we continue to appreciate Lynne Reinner’s help with

the reception. The Section has reserves of about $2,000 for next year.

IV. The call for New Business met with no response. Election of new officers.

A. Given the unusual circumstances of this year, the Section needed to elect a Chair for

the coming year. Clair Cutler volunteered to be the Section Chair and Haufler

nominated with a second from Denemark. The election was unanimous.

B. Teivo Teivainen volunteered to be the ’05 IPE Program Chair and was seconded by

Bob Denemark. Again, the election was unanimous.

C. Renee Marlin-Bennett volunteered to be the ’05 Senior Scholar Committee Chair and

was seconded by Clair Cutler. The election was unanimous.

D. Peter Dombrowski volunteered to be either the chair of or to find someone to chair the

Junior Scholar Committee; Marlin-Bennett seconded and the election was unanimous.

E. Judy Duncker volunteered to be the Newsletter Editor / Secretary and was seconded by

Phil Cerny and was elected unanimously with Constance Cole offering to provide these

meeting notes.

F. The two at-large IPE Council members for the term 2004-2006 were also elected

unanimously, H. Richard Friman and Jennifer H. Dwyer.

The outgoing Chair Virginia Haufler adjourned the meeting at 1:32pm.
