1. Rear personnel refer to persons that do not climb (family or friends) who contact the climbing party every day at a fixed time and keep track of their movements. If the climbing party gets into difficulty and requires assistance, they are responsible for contacting the emergency services as soon as possible. 3. Beds in TarokoNational Park huts are allocated by the system;if there are no beds available when an application is made please carry a tent with you and find a suitable place to camp.
4. This form and network simultaneously apply a limit on the number of persons allowed to enter restricted mountain areas.Please fill in this form truthfully;if information is incomplete and cannot be inputted the application will be rejected.
Points for Attention Concerning Yushan, Taroko and Shei-pai National Park Ecological Protection Area Entry Application Work: Amended by Tai Nei Ying Zi Di 1010801892 order on March 22, 2012
1.These work points for attention have been formulated by Yushan, Taroko and Shei-pai national park headquarters to allow applications for national park Ecological Protection Area entry made in accordance with Article 19 of the National Park Act to be accepted.
2. Applications for entry into Taroko National Park Ecological Protection Areas and other restricted mountain areas should follow the application regulations and application deadlines for each of this HQ’s routes and apply online or by email; a permit will be issued if the application is approved.
(1)The aforementioned application should include an application form (as attached) which includes an itinerary, list of party members; each party should not, in principle, have more than 12 members. The names of party members should not be listed more than once. (For example, one cannot be a member of one team and leader of another on the same day.)
(2)Personnel from an administrative agency needing to enter Ecological Protection Areas on official business should provide documentation as proof from the respective competent authority.
3. The applicant should apply for Ecological Protection Area entry at the respective park headquarters’ single service window.
4. Applicants should carefully read the points for attention for Ecological Protection Area entry:
(1)Carry the entry permit, list of approved party members, copies of ID,GPS and telecommunication equipment for use in emergency, and submit to inspection by national park police when required to do so.
(2)Ecological Protection Areas have venomous snakes, giant hornets and wild animals, in some places the weather is bad and terrain rugged, and there is the threat of rock falls or landslides so the members of the applying party must pay attention to safety at all times.
(3)Polluting the environment is prohibited,please carry your trash down the mountain with you.
(4)Apart from specimen collection by academics approved by the national park HQ, harassing, trapping or hunting wild animals is strictly prohibited.
(5)Leaving already opened trails and areas is forbidden.
(6)Using equipment such as speakers to make a noise in Ecological Protection Areas is prohibited
5. In the event of typhoon, forest fire or other sudden event, the park HQ can announce emergency measures and prohibit Ecological Protection Area entry; in such case during this period permits already issued will be automatically be cancelled.

- Please do NOT enter the mountain and cancel your climbing when a special report of typhoon warning or heavy rainfall warning is issued by the Central Weather Bureau, or as the weather is poor.
- The weather in mountain area is changeable, please do NOT continue climbing and shelter at a nearby cabin or an appropriate spot.
- When the climbing route is collapsed and is not passable, take a backtrack retreat, don’t take risk to pass through and inform Taroko National Park Headquarter actively.
- If the climbing is seriously behind schedule, take a backtrack retreat and not to be late for the planned exit time should be the principle followed.
- When you see water levels rise quickly, please do not insist on passing through and backtrack.
- The team must carry sufficient reserve food.
- If the mountain area has accumulation of snow upon departure, please evaluate the overall condition of team members before decide whether to continue or cancel your climbing.
- Please bring enough individual snow equipment and group equipment. In the situation when trail turns dark, weather goes bad, or snow accumulates deeply, do NOT force to climb and backtrack.

- To ensure climbing safety, carry out assessment of your own fitness and capability and had trained before setting off.
- A team has to carry first aid kit (including trauma dressing and medication).
- Constantly pay attention to the physical and health condition of all party members. Do not force the way up and backtrack if anyone is unwell.
- Members had to follow itinerary in accordance with the time, schedule and route. Never enter into the unopened areas of the park. Call 119 if the team member hurts.
- Take special care while climbing. Sufficient equipment such as helmet, rope, restraining strap, (snow equipment during snow season)…etc, will be prepared for ensuring the climbing safety. Any party member suffers injury will have accordance treatment right away. In the case of serious injury, ask for help from the relative authorities and emergency contact person.
- Anyone injured during the climbing will be handled in accordance with the wound condition. A serious trauma will be well-dressed, and the wounded will be taken care by others until safely reach the ground. Wounded incurred fracture or in worse condition will be first aided, sheltered, accompanied and waiting for further support by emergency rescuer.
- Recommended first aid options for altitude sickness include descending immediately and medications.
- Team leader should take the responsibility of paying attention to the safety of the whole team. Neither overpasses the guider nor leaves any team member behind. Individual activity is prohibited.

- Rear personnel are asked to keep communications equipment 24 hours on working order and to contact the authority immediately in an emergency.
- To provide extra protection it is recommend that insurance is purchased for all party members and the party is led by a guide.
- Regularly contact with rear personnel by phone on a daily basis and report the party’s situation.
- “Safety first” should be the principle followed at all times. Do not try to force your way up, if typhoon, natural disaster or other force majeure occurs, actively keep in contact with the park HQ, police unit or other authorities.
- Insurance is purchased for all party members before setting off.
Climbing safety affidavit
