Minutes of the Avon Planning Board Meeting March 14, 1008

Chairperson Richard Maloney opened the meeting at 7 PM.

Attendance-

Present- Davey, DeBlock, Egan, Ernst, Maxwell, O’Malley, Placitella, Ryan, Maloney.

Absent- Mahon, McGovern.

Also present- Engineer C Rooney, Attorney J. Carton, Planning Bd. Sec. Cliff Brautigan

A motion was made by Ryan, second by DeBlock, that the resolution for Cannon be approved with the following change. The word house on page 3- 12 should be garage.

Vote on the Motion-

Yes- DeBlock, Ernst, O’Malley, Ryan, Maloney.

A motion to carry the application from Frank Lurch for the property at 515 Main Street to the April meeting.

The only application for this meeting is a request from John Naples of 506-B Ocean Ave., Bradley Beach for a sub-division of Block 31, lot 2, located at 227 Sylvania Ave. Mr. Unger was represented by Attorney Jack Unger of Elberon, NJ, and Glenn Lines, Public Engineer of Avon.

Mr. Naples is a contract purchaser of this property.

The applicant indicates he will subdivide the property and construct a new home on each lot. Attorney Unger and Mr. Naples both indicated the two new houses would conform to the quality and style of the houses in the neighborhood, will not exceed 2 ½ stories and 35 feet in height, and the garage will not exceed the 18 foot limit. Mr. Naples feels he will require not require any variances.

The applicant’s Engineer indicated the average front set back for the block is 27 ½ feet and the new house will be set back 28 feet. He will supply the set backs to Engineer Charles Rooney.

During the public session Rose Villa of 219 Sylvania Ave. addressed the fact that the Borough of Avon does not have a Preservation Historical Group that could make decisions as to houses that are historical not being torn down, but being restored. In answer to a question Mr. Naples stated he might have kept the house as it has many features that are unique, but from a cost factor it is just not possible.

Motion by Maxwell, second by Ryan, that the subdivision be approved with the understanding the house will be removed by September 30, 2008, that the applicant will obtain approval from Monmouth County, and at the discretion of the Construction Official the applicant will repair or replace any damaged sidewalk at the completion of the project.
