Doug Hale motioned to approve the Minutes of the January 11, 2012 board meeting as presented.

Judy McCutcheon seconded the motion.

Approval was unanimous.

Carl Humphrey motioned to approve the Treasurer’s Report as presented.

Committee Reports:

Conference Commitee: Fred DiLibero, Chairman. The 2012 Conference will be held in North Little Rock, Arkansas at the Wyndham Hotel. The date will be September 23-25. An informational flyer is being developed and will be distributed to airports and corporate members. The registration packets will go out the first of August. The deadline for blocked hotel rooms is August 31, 2012.

Scholarship Committee: Paul Henley, Chairman. A newly developed Scholarship Application was presented for approval.

George Downie motioned to approve the Scholarship Application form.

Fred DiLibero seconded the motion.

Approval was unanimous.

George Downie spoke with most of the schools at the Aerospace conference and they are aware of our scholarship fund and have expressed a desire to participate.

A check in the amount of $1,000 will be sent to Henderson State University per previous board approval.

Airport Disaster Committee: Mark Mellinger, Chairman. A report on this committee was given to the Arkansas Department of Aeronautics at their last month’s meeting. The Department is pleased with the progress made thus far. At this time all but two radios have been deployed. There will be a test for the radios later in the month. Other revenue options were being explored to help fund additional equipment.

Legislative Committee: Carl Humphrey, Chairman. The Spring sessions went well for the Aeronautics Department. The received the funding requested however the income is down compared to previous years. User fees will be back in 2013. AAOA has already opposed the user fee in a written letter.

Lighted X Committee: George Downie, Chairman. There have been several inquiries but no rentals. Hot Springs Airport is maintaining the units.

Air Carrier Report: No report

Nominating Committee: Lynda Avery, Chairman. No report

Membership Committee: George Downie, Chairman. A letter was presented to the board for approval. This letter will be sent out to encourage more airports to participate in the organization.

Fred DiLibero motioned to approve the Membership Drive letter.

DBE Committee Report: Bill Flowers represents the AAOA on this committee. There has been a move to make small businesses participate. Out of state DBE’s will be accepted now. A list of airports that support this committee was presented.

Arkansas Department of Aeronautics: Jerry Chism was representing John Knight. The income is less than last year but not the point of panic. Airports were urged to submit paperwork for completed projects. The board was asked for recommendations to the grant program to enable the additional 5% funding for AIP. Each board member was encouraged to send President Boudreaux their recommendations and he would forward to Mr. Chism.

Ambassador Program: The board decided to maintain the program as is for the time being. After the grant has been expended it would be revisited.

Newsletter: Carri Campbell , Chairman. All committee chairs were asked to submit their report to Ms. Campbell by April 25 for the quarterly newsletter. McClelland Engineering would sponsor the first one. The newsletter would be posted on the website, emailed to the general membership and to each airport.

The next board meeting would be held July 11, 2012 at Henderson State University in Arkadelphia, Arkansas.

New Business: Mason Clark, Aeronautics Commissioner suggested having an informational type meeting around the State to educate the Cities on aviation in the State of Arkansas.

Joyce Benge announced Barnard Dunkelberg was being acquired by Hunt and Mead. She was not expecting any major changes.
