The Minutes of the previous Meeting held on 21 March 2011 were approved as a true record and duly signed.
3 / DECLARATION OF INTEREST:

4 / MATTERS ARISING:
4.1The Clerk stated that, after liaising with Cllr Jones, the Dog Fouling Bin had been ordered in green.
4.2The Clerk was awaiting a response from the dog warden at Mendip regarding signs in connection with the bin.
4.3All other items covered on the Agenda.
5 / POLICE MATTERS:
PCSO Housley and PC Darren Pearson hope to attend the APM which follows.
6 / PLANNING MATTERS:

No report received.
9 / FINANCIAL MATTERS:
9.1The Annual Subscription for SALC amounting to £174.10 was agreed by all councillors present to be paid. Cheque No.000822
9.2The Annual Subscription for the Community Council for Somerset amounting to £35 was agreed by all Councillors present to be paid. Cheque No.000823
9.3The Clerk presented BT/Broadband costs for the period April-July 2011amounting to £116.28 and all Councillors present agreed for this to be paid. Cheque No.000821
9.4The Clerk reported that the Year End 2011 Audit Return was being prepared and that Keith Cockcroft would be overseeing the internal Audit as in past years. The Notice of Inspection had been placed on the Notice Board.
9.5The Bank statements for the end of March 2011 were signed and reconciled.
10 / HIGHWAYS:
10.1A meeting between Cllr Daniels, Cllr Quinn and David Blanchflower from Highways, to discuss the placement and design of grit bins had taken place.Cllr Daniel handed Councillors a report listing the sites agreed. A suggestion to fix-down the bins when placed was thought to be a good idea, also a notice declaring not to be used for private paths or drives.
Although residents in Pitcote Lane had asked for a grit bin in the past, it was
decided to defer this decision and revisit at a later date. A request for a grit bin
from residentsin Nettlebridge, at the border with Ashwick Parish Council, had
since been met by Ashwick Council. It was proposed to budgetfor 8-off and defer
any other purchases for future discussion.
Cllr Daniels will look at various suppliers and the Clerk would supply a suitable
catalogue.
10.2Cllr Jones reported that 2 signs denoting “not suitable for HGV’s” measuring 30”x35” were on order, at no cost. A decision on how to fix them will be made when received and the Chairman declared that he would be able to obtain a post, which the lengthsman could then fix in place.
10.3Dist Cllr Gus Halfhide suggested highlighting the issue with rubbish bins being left on the narrow pavement with Waste Partnership, as a health and safety issue. Cllrs stated that 8 houses were involved, stretching from the telephone kiosk to the war memorial The Clerk to contact MDC and e-mail Dist Cllrs Halfhide and Priscot with details. / Clerk

11 / STREET CLEANING/LENGTHSMAN SCHEME:
11.1Cllr Quinn supplied Councillors with his report, giving an account of jobs performed by the Lengthsman.
11.2Cllr Daniels suggested that Chris clean 2 road signs. Which he pointed out would save MDC £150 to clean, therefore Mendip was saving money with the Parish Lengthsman scheme.
11.3The Clerk reported that Mr Errington had been contacted regarding the litter-pick equipment and that she would collect tomorrow and leave with Cllr Padfield in time for the scheduled Tuesday evening litter collection. Cllr Padfield would supply bags, which when full would be left at Church Farm for collection by Mendip District Council. / Cllr

12 / FOOTPATHS:
12.1Cllr Gittings reported that the problem discussed at the last meeting with the footpath was caused by the Hunt, but was now drying out with the good weather.
12.2Regarding the state of the footpath at Mogg Hill SM19/15, Cllr Gittings reported that SCC Highways was responsible for its upkeep. It was thought that SCC should be approached to fund work needed to be done. / Clerk
13 / PARISH FORUM REPORT:
Cllr Gittings stated that the meeting was not very informative, but a booklet regarding waste management had been distributed, which she would forward to Councillors. / Cllr

14 / WEB-SITE:
Cllr Daniels reported that recently added items on the Web-site included information on Cam Valley Wildlife Group and St Vigors Church. Small changes had been made to
various other items.
15 / LOCALISM BILL:
Councillors Gittings and Daniels had attended a meeting which had not been very informative nor of interest to Stratton.

Correspondence was read and dealt with accordingly:

17 / MATTERS OF REPORT & ITEMS FOR NEXT MEETING:
17.1Cllr Norris observed that Downside had repointed a section of its wall, but that the workmanship was very poor. Cllr Norris suggested that Downside was notified of the Parish Council’s disapproval to avoid a repeat on future repairs. Councillors however thought that this was Downside’s property and was outside the jurisdiction of the Parish Council.
