1.Confirmed the minutes of the 42nd meeting held on 21.5.2010 (circulated vide letter No.Acad./AC-II/AC-42/2010/13008-42 dated 28-5-2010).

2.Noted the follow-up-action taken report on the decisions of the 42nd meeting held on 21-5-2010 (Annexure–I, pages 3-8).

3.Noted the action taken by the Vice-Chancellor in anticipation of the approval of the Academic Council in approving the constitution of the following Standing Committee to deal with the cases of Unfair means in connection with the examination for the academic session 2010-2011 for a period of one year i.e. from 01.08.2010 to 31.07.2011:-

4.Considered the exclusion of the provision of inviting “one external expert not below the rank of Professor” on the Research Degree Committee as per clause – 28 of Ordinance Doctorate of Philosophy printed in the prospectus for the year 2007-08.

Resolved that theabove proposal be approved.

5.Considered and notedthe action taken by the Vice-Chancellor to allow to submit major project report after six months compulsory internship by Sh. Sanjeet Kumar, Enrollment No. 0422102 of Bachelor of Physiotherapy, as a special case, in anticipation of approval of the Academic Council.

It was further resolved that the prospectus must inter alia contain complete information about other courses of the university also.

6.Considered the prospectus for HaryanaSchool of Business for the session 2010-11.

Resolved that the prospectus be approved and recommended to place the same before the Executive Council. Further resolved that the Prospectus must carry out all the statutory and necessary information about the University.

7.Considered and noted the action taken by the Vice-Chancellor to allow to submit major project reports after six months compulsory internship by the following students of Bachelor of Physiotherapy, as a special case, in anticipation of approval of the Academic Council :-

8.Considered the Introduction of three Scholarships for SC/ST students under the “University Research Scholarship Scheme” as under:

1.UNIVERSITY RESEARCH SCHOLARSHIP

Existing (clause 3 (i) / Proposed (clause 3 (i)
(1) Each department will have one scholarship every year. The amount of this scholarship shall be Rs, 5000/- per month. It will be tenable for two years in the first instance. This scholarship may be extended only for a period not exceeding one year i.e. 3rd year by the Vice-Chancellor on the recommendations of the Committee consisting of the Chairperson, senior most teacher of the Department and the Supervisor of the scholar. Each scholar receiving this scholarship shall also receive a contingency grant of Rs. 3000/- per annum. This scholarship will be awarded on the basis of the merit of the qualifying examination. / No Change
In addition to above, three university research scholarships or 20% of the allocated URS whichever is higher will be awarded to SC/ST candidates

Resolved that the above proposal be approved.

9.Noted the action taken by the Vice-Chancellor in approving the proposal of amending the clause 1.1 of the Ordinance “Paper Setting and Evaluation”, as under:-

Existing / Proposed
For the theory courses, each Board of studies will recommend a panel of at least 4 paper-setters (which may include atmost 2 from the University). One, out of these 4 will set the question-paper. While appointing paper setters care shall be taken that not more than 50% papers are set internally. Preferably paper-setters will evaluate the answer-books / No Change
Provided the Vice-Chancellor and the Controller of Examinations will be authorized to include more names of examiners in the panel of theory/practical viva examination as per requirement. This will be over and above the number of examiners recommended by the respective PGBOS

Further resolved that the Undergraduate / Postgraduate Boards of Studies in the departments must recommend maximum number of names ( not less than 10 for each paper) so that the process of evaluation may be faster and if still there remains more requirement, the COE may include extra names in consultation with the Chairperson of the department concerned.

10.Noted theaction taken by the Vice Chancellor in approving the draft prospectus for admission to the courses being run by the University through distance mode for the session 2010-11 in anticipation of the approval of the Academic Council and the Executive Council.

Also resolved that the university must have some effective mechanism for periodic inspection of study centres for which teams from the university / local affiliated colleges may be associated.

11.Considered the recommendations of the Faculty of Non-Conventional Sources of Energy & Environmental Sciences (Annexure- II (Pages 24-25 of the agenda) made in its meeting held on 10.12.2009 regarding:

(i)Scheme and syllabi of M. Tach. (Geo. Informatics), M. Tach. (Env. Sci. & Engg.) and M.Sc. (Env. Sci.) as per new CBS guidelines for the session 2010-11, and

(ii) The syllabus of Compulsory course on Env. Students (UCC-581) for UG classes.

Resolved that the above recommendations of the Faculty of Non-Conventional Sources of Energy & Environmental Sciences be approved. Further resolved that the introduction of common paper of computer courses and open elective courses in all the departments may be reviewed by a committee to be constituted by the Vice-Chancellor under the Chairmanship of Dean, Academic Affairs.

12. Considered the recommendations of the Faculty of Engineering & Technology made in its meeting held on 22.12.2009 (Annexure –III page 27-28 of the agenda) regarding

(i)Revision of syllabus of paper code CSE-303 Computer Graphics of B.Tech. (CSE) Vth & B Tech. (IT) Vth semester session 2010-11 (Annexure –IV Page 29 of the agenda).

(ii)Syllabus and scheme of Examination of B.Tech. (ECE) w.e.f. 2009-10.

(iii)The removal of Open Elective-1 in both B.Tech. (CSE) and (IT) in 7th semester.

(iv)Replacement of 75% attendance in theory as well as in Practical classes by way of awarding marks.

(v)To create department of Basic Sciences and Humanities (Physics, Chemistry, Maths, English, Economics etc.)

Resolved that the above recommendations of the Faculty of Engineering & Technology at (i) , (ii) and (iii) be approved. The recommendations at (iv) be deferred. Regarding (v), it was resolved that in view of increasing demand of UG courses in science stream, the possibility of starting University College for UG for Medical and Non-medical courses w.e.f. 2011-12 be explored by the following committee:

3.Chairpersons of the departments of Physics, Chemistry &Mathematics

The committee may submit report at the earliest, not later than a fortnight for taking action in time.

13.Considered the recommendations of the Faculty of Medical Sciences made in its meeting held on 16.7.2010 (Annexure V Page 31 of the agenda) regarding revision of syllabi of M.Sc. Applied Psychology Course 2010-11; Post Graduate Diploma in Counseling & Behaviour Modification (Distance Education) 2010-11 and modification in scheme of Major Research Project and Internship for the batch of 2009-10.

Resolved that the above recommendations of Faculty of Medical Sciences be approved.
