Call To Order:The Conference was called to order at 1400 by D/C Warren Maciag, SN, who announced that P/D/C Herbert K. Schneider, SN would be parliamentarian for the meeting.

Roll Call of Squadrons and Verification of a Quorum: D/Lt/C Sandra Krupa, P called the roll and verified that a quorum was present, with 116 squadron delegates, 15 squadron commanders or their representative and 24 elected delegates.

Minutes of the 2016 Fall Conference: The minutes of the 2016FallConference were accepted as presented in the seat packets.

Chief Commander’s Message: V/C Cheney spoke to a power point presentation pointing out that changes are needed to market USPS, the marketing group is asking the public what they want to learn, courses will then be created to fill the need and America’s Boating Club will be used more in marketing.

Report of the Conference Committee: P/D/C Myles Gee, SN

  1. Thanked and complimentedthe conference committee for all their work on the conference.
  2. Fall Conference will be held October 7 at the Charlotte County Event Center, with the Commander and Council Meetings to be held October 6.
  3. Hotel rates will be: Punta Gorda Waterfront - $69 city view/$89 water; Four Points Sheraton - $109 and Wyvern - $115.
  4. He moved to contract with the Charlotte County Event Center for the 2018 Spring and Fall ConferencesApril 13 – 16 and October 4 – 7 at a cost not to exceed $2,000 per event, second by P/D/C Ken Beckman, SN motion passed.
  5. He asked Julie McGarr to stand and be recognized for all her efforts as chair of the Conference Committee and announces her ‘retirement’.

Summarized Reports of District Officers (all full reports on file with District Secretary):

District Treasurer – D/Lt/C Harold W. Anderson, AP

Reviewed the Financial Reports and complimented committees for doing a good job in keeping events on budget.

District Secretary – D/Lt/C Sandra Krupa, P

Thanked the Secretary Department volunteers and Squadrons for timely submittal of delegates and expressed appreciation to Assistant Secretary Sandy Kuskin for her efforts during her tenure.

District Administrative Officer– D/Lt/C Donald K. Cook, SN

Discussed the projects accomplished by the members of the AO Department.

District Educational Officer – R/C Jack Purse, SN

Complimented members on holding ABC classes, graduating 579 students, discussed the Boating Primer aimed at new boaters.

District Executive Officer – D/Lt/C Sue Lomastro, AP

Recognized committee members and thanked everyone for working to support USPS objectives.

District Commander –D/C Warren Maciag, SN

Briefly discussed the Annual Meeting and complimented D22 on achieving 100% Retention as well as being the top district in achieving the Civic Service Award.

Financial Report of 2016 Fall Conference and 2016 District C & Rwere covered by District Treasurer Anderson during his report with the Conference coming in under budget and C & R had a gain.

Audit Committee Report of Financial Reports: Lt/CRice reported in accordance with District 22 Bylaws, Article, Sections 2.1.2,the Audit Committee reviewed the Treasurer’s records of disbursements and receipts for the 2016Fall Conference and the 2016Annual C&R. The documents were examined and found to be complete and accurate. Motion was made byP/R/C Kenneth Beckman, SN, seconded by Stf/C Jan Lane, SN to accept the Auditing Committee Report as presented, motion passed.

Educational Fund Representative Report: P/D/C Thomas Krupa, AP explained the new collection and payment procedures.

Awards Committee Report: P/D/C Jim Keil, APreviewed the following:

3.2.6 - Venice Boating Achievement Trophy

Awarded as set forth in Standing Rule 3.1 to each squadron graduating at least one student for every three members as recorded by the annual report of the National Education Department on the previous 30 June. The squadron with the highest points will also receive the Venice Boating Achievement Trophy [Conf Oct 09].

Venice Power Squadron desires to eliminate this award and has so notified the District Commander.

Awards Committee recommends that 3.2.6 be changed to ‘Reserved’

3.5.9 - USPS D/22 Apollo BeachBoatingSafetyAward

Awarded as set forth in Standing Rule 3.1 each year to the squadron achieving the best results in boating safety in accordance with criteria established annually, as of 1 September, by a majority vote of the District Safety Committee. Based on existing criteria, the District Safety Committee will receive squadron entries and advise the first, second and third place winners [Conf Oct 09].

Awards Committee recommends that 3.5.9 be changed to ‘Reserved’

Rules Committee Report: D/Lt Lucasrecommended that the awards be eliminated.

P/C Charles R. Brunner, SN moved to eliminate both 3.2.6 and 3.5.9 and show those sections as ‘Reserved’, 2nd by P/D/C Herbert K. Schneider, SN, motion carried unanimously.

USPS National 2016 Growth Award: District 22 was awarded First Place among all USPS Districts for achieving 100% retention. This achievement further punctuates the fantastic work being done in District 22 to grow and retain members.

C/C Rep V/CCheney conducted the election of District Officers.Secretary Krupa was asked if there were any other petitions received for nomination to district office, having none a motion was made to have the Secretary cast one vote for the slate by P/D/C Kenneth Beckman, SN, 2nd by P/C Cliff Schmidt, SN and approved unanimously. V/C Cheney then turned the meeting back to D/C Maciag.

MEETING WAS RECESSED BY D/C Maciagat 1630until the Change of Watch.

Meeting was reconvened at 1850 by D/C Maciag, who presented his farewell remarks, thanking the

Bridge for their service and dismissed all appointed officers.

C/C Rep V/C Cheney was called forward to make remarks, dismissed D/C Maciag, all elected officers and committees. He then called forward D/C elect Susan Lomastro for installation as D/C.

D/Lt/C Krupa conducted the Passing of the Flag Ceremony from P/D/C Alta Mullins, SN through all P/D/C’s present to D/C Lomastro.

V/C Cheneythen installed the new Bridge, Assistants and elected Committee Members.

There being no further business to conduct, D/C Lomastro adjourned the meeting at 1913.
