MINUTES OF COMBINED COMMISSION WORKING & REGULAR SESSION MEETING HELD OCTOBER 16, 2017 BEGINNING AT 9:00 A.M. IN CONFERENCE

Present

Commission Chairman Ronald Winterton; Commissioner Ken Burdick, Commissioner Greg Todd, Deputy County Attorney Tyler Allred, Public Works Director Ben Henderson & Commission Assistant BobbiJo Casper taking minutes of the meeting.

Public Works Department Update

Director Henderson stated Kielbasa Concrete started the waterway project in Water Canyon/Nine Mile Canyon. They anticipate the project will take two weeks to complete. He has spoken to Kevin Kielbasa about doing the other waterway, but he hasn’t heard back.

Director Henderson stated that they started installing the drain box by the G Spot in Fruitland. It’s going to have very little flow since it’s so flat.

Consideration Of Furnishing Drain Rock & Other Materials For Stonegate Subdivision

Commissioner Burdick stated that Roosevelt City Manager Ryan Snow asked if we would supply asphalt for the subdivision. Chairman Winterton stated that they did have conversations about patching it before the subdivision was annexed into Roosevelt City. Commissioner Burdick stated that we’ve committed to crushing rock and asked Director Henderson to call to see how much it would cost to weigh it. Chairman Winterton stated that we aren’t hauling it they will get it at the pit. Director Henderson stated that they can start in the middle of November. Commissioner Burdick motioned to allow the Road Department to crush drain rock a total of 32,000 tons for the Stonegate Subdivision. Commissioner Todd seconded the motion. All commissioners voted aye and the motion passed.

Consideration Of A New Grader For The Road Department

Director Henderson stated that he received quotes from Wheeler for a new grader. They have a lease option for $5,800 a month for five years or a purchase option for $410,000. With the lease option, Wheeler will handle the maintenance on the grader. Commissioner Todd motioned to go with the lease/purchase option for a new grader. Commissioner Burdick seconded the motion. All commissioners voted aye and the motion passed.

Discussion Of Strawberry River Road #14 Above Camelot Resort

Director Henderson stated that he received a call from the Division of Natural Resources (DNR) about beaver dams causing water to flow onto the road. We’ll have to take the track hoe to clear it out.

Discussion Of Completion Of South Parking Lot At Justice Center

Director Henderson stated that he was told that they are going to cut out the island. Commissioner Burdick suggested taking out the island and put down road base for now until next spring. Director Henderson asked if they should have curb and gutter put in on the south side and west end? Commissioner Burdick suggested that Director Henderson meet with Building and Grounds Director Shane Jenkins this afternoon to discuss it.

Consideration Of A Memorandum Of Understanding With Center Utah Water Conservancy District

Director Henderson stated that he hasn’t seen this until today. Attorney Allred stated that he has reviewed it as to its form. Director Henderson stated that he is concerned about some of the language; we’re not doing concrete base treatment. We don’t plow snow in the winter, who’s going to maintain it? Commissioner Burdick stated that we’ll maintain it during non-construction months. We aren’t going to do cement and we’re going to do untreated base is all. Director Henderson stated that he will call CUWCD. Agenda item was postponed by general consent.

Discussion Of A Draft Letter Regarding Environmental Assessment For North Fork Pipeline And Siphon Replacement Project

County/Community Planning & Zoning Administrator Mike Hyde joined the meeting at 10:04 A.M…

The siphon is located in the canyon of the North Fork of the Duchesne River. They are asking for our comments on the EA. Comments are due by November 10th. We address a few things such as the floodplain since it’s located within a regulatory floodplain. We also address concerns of heavy loads on the County Road and wintertime ozone issues that we experienced only during periods of snow cover. Commissioner Burdick motioned to approve the letter. Commissioner Todd seconded the motion. All commissioners voted aye and the motion passed.

Consideration Of Updating The Long Term Disability Policy

HR Director Melissa Yergensen joined the meeting at 10:15 A.M…

Director Yergensen stated that it’s not a good idea to terminate an employee who’s on long term disability. She checked with other counties to see what they do and they do things similar to this. She feels that this is the best way to protect the county. Commissioner Todd motioned to approve the long term disability policy update. Commissioner Burdick seconded the motion. All commissioners voted aye and the motion passed.

Consideration Of Vouchers

Deputy Clerk Auditor Connie Sweat joined the meeting at 10:25 A.M…

The commission reviewed voucher #140252 dated October 10, 2017 in the amount of five thousand four hundred dollars ($5,400.00) as presented by the Clerk Auditor’s Office. The commission also reviewed vouchers #140253 through 140377 dated October 16, 2017 in the amount of three hundred fifty three thousand four hundred forty dollars and sixty eight cents ($353,440.68) as presented by the Clerk Auditor’s Office. Commissioner Todd motioned to approve the vouchers as presented. Commissioner Burdick seconded the motion. All commissioners voted aye and the motion passed.

Consideration Of Minutes For Combined Commission Meetings Held September 11th & 25th & October 2nd, 2017

Commissioner Todd motioned to approve the minutes with corrections. Commissioner Burdick seconded the motion. All commissioners voted aye and the motion passed.
