MINUTES OF THE CONDITIONAL USE HEARING OF COUNCIL FOR THE RURAL MUNICIPALITY OF REYNOLDS HELD IN THE COUNCIL CHAMBER OF THE MUNICIPAL ADMINISTRATION OFFICE IN HADASHVILLE, MANITOBA ON MAY 25TH, 2010

The hearing was called in conformity with the requirements of the Section 105 of the Planning Act P80.
7:20 p.m. CONDITIONAL USE HEARING REY CU 3/10
Hearing held on Ben Rinas’s proposal to create a 10 Site Campground on NE 28-07-14E.
Reeve Shandroski advised of the hearing procedures, purpose and requirements of the hearing.
REEVE SHANDROSKI REQUESTED THAT ANYONE IN FAVOUR OF THE PROPOSAL TO PRESENT THEIR SUPPORT.
The applicant Ben Rinas was not present to speak in support of the proposal and answer questions.
Reeve Shandroski read the letter of intent submitted by the applicant.
REEVE SHANDROSKI REQUESTED THAT ANYONE OPPOSED TO THE PROPOSAL TO NOW PRESENT THEIR OBJECTIONS.
Diana Yanisiw spoke on behalf of Thecla (Tillie) Yanisiw (property next to the site) to voice her concerns over: increased noise, vehicle traffic, and vandalism; bears and wildlife being attracted to the garbage; fire increased potential; and safety & security. Diana submitted a written letter of opposition.
Shirley Yanisiw-Yaroshinski read aloud the submitted letter of opposition to voice their concerns over: wildlife attraction to garbage; nuisance enforcement; noise and ATV violations; forest fires; resort business; safety & security; and winter use.
William Yanisiw was also present as the letter of opposition was submitted in his name as well. He voiced his concerns over: a fire guard; holding tanks per lot; garbage disposal to the Reynolds Facility; fencing; and leaving the brush and trees remain in their natural state.
Dean Nero (property across the river from site) voiced his concerns over: clarification of the agreement with campers and the enforcement of; questioned if this campground is for family and friends or a business; questioned if there will be tents or RV’s.
Reeve Shandroski advised that no decision would be made tonight.
7:45 a.m. Reeve Shandroski thanked those presenting and closed the hearing and returned to the Council Meeting.
