BISLEY PARISH COUNCIL

MINUTES OF EXTRA ORDINARY MEETING HELD ON WEDNESDAY 30TH MARCH 2016

IN THE PARISH PAVILION AT 7.00pm

PRESENT:Cllrs. S. Moore (Chairman), G. Hubbard (Vice Chairman), H. Clarke, N. Fostekew,

M. Raynor and M. Vaughan.

PART I

1.APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllr. J. Clark.

2.DECLARATION OF INTEREST

None were declared.

3.PLANNING / HIGHWAYS AND ENVIRONMENT

(a)The following planning application was considered:

16/0162 Highway verge west of The Cottage, Church Lane – Advertisement consent to display a notice board to display notices and agenda (Non illuminated) – NO COMMENT.

4.RECREATION

(a)Pavilion

(i) Legionella Risk Assessment results (item deferred from the Council Meeting on 14th March 2016) – the hazards identified in the recent inspection were considered and it was AGREED that:

1. Out of the football season, 1st May to 31st August, Cllr. Raynor will attend and run all the showers and taps in the Pavilion for a short period of time at the interval to be specified and that this be logged each time. The Clerk is to confirm at what intervals this needs to be carried out (monthly or weekly);

2.The showers in the home team changing room and the referee’s room are to be replaced. The Clerk is to obtain a quote from KH Heating & Plumbing who have previously replaced the showers in the away team changing room and are familiar with the system at the Pavilion.

3.The temperature control on the two water cylinders is to be maintained at 60⁰. The Clerk is to monitor.

4.Cllrs. Hubbard and Moore will descale and clean the cold water storage tank.

5.A log will be kept of all work carried out and ongoing monitoring. The Clerk will research an appropriate cabinet where the logged information can be kept available.

(ii)Asbestos sampling results (item deferred from the Council Meeting on 14th March 2016) - it was AGREED that the Clerk is to obtain a quote from KH Heating & Plumbing to remove the amosite cisterns and toilet seat in the Pavilion and replace with new and to replace the taps to the kitchen sink.

(iii)Proposed improvements/Repairs – the following suggestions were considered and the actions AGREED:

  1. Pathway created direct to door line – to be looked at in the future.
  2. Repaint throughout – the Clerk to obtain quotes.
  3. Repair gents’ toilet door – Cllr. Moore will repair with a new hardboard panel.
  4. Redo floor in the hallway and changing rooms – the Parish Council to purchase materials and the Clerk to include the work in the request for the repainting quotes.
  5. Shelf along back behind the bar – the Clerk to check what is required.
  6. Repair broken guttering – look into the options for repairing/replacing.
  7. Provide hold backs for shutters – Cllr. Fostekew to purchase and fit suitable hooks.
  8. Replace bulbs in gents’ toilet and behind bar – bulb already replaced in gents’ toilet.

Cllr. Moore to provide Cllr. Fostekew with spare bulbs. New bulb to be fitted behind bar.

  1. Confirm storage access for Teas on the Rec – use of referee’s room confirmed. The Clerk to discuss requirements with Chris Bixley.

The major work in items 4(a) (i), (ii) and (iii) above are to be carried out during one week in May/June if this is possible to programme.

(b)Enclosure Lights – an update was received from Cllr. Fostekew, advising that the Parish Council’s contractor had attended again and replaced the secondary timer and the relay but that the lights were still not working. The contractor is due to return tomorrow and if the problem cannot be resolved it was AGREED that as an interim measure the lights will be wired such that they are on between 7 and 10pm on Monday through to Thursday while the enclosure is in use by the regular hirers. Cllr. Fostekew kindly agreed to switch off the lights on Friday through to Monday.

5.EXCLUSION OF PRESS AND PUBLIC

Under the Public Bodies (Admission to Meetings) Act 1960 Section 1(2) - likely disclosure of exempt information the Press and Public were excluded from Part II of the meeting.
