Pilton, Stoke Doyle & Wadenhoe Parish CouncilMeeting

Monday 14thNovember 2016 at Wadenhoe Village Hall

(The meeting commenced at 7pm)

Present:Richard McCoy (Chair), Carew Treffgarne, Keith Doherty,

Richard Jones, Karen Pollock,Kevin Lee,Robert Knight,Emily Scott (Clerk)

  1. Public Forum: No members of the public present.
  1. Declarations of interest: None.
  1. The minutes from the meeting held 12thSeptember 2016 were approved.
  1. Finances-

i) Payments-Clerk Oct salary £192.31- cheque 436, Jon Essam £27.30- cheque 437.

ii) Bank reconciliation- presented and approved.

  1. Precept Setting: Discussed likely expenditure for 2017-18 and the council agreed to set a precept of £3800.00
  1. Proposed payphone removal- Pilton & Stoke Doyle: Discussed and council agreed no objection to the handsets being removed. It was suggested we could possibly adopt the Pilton kiosk, as it would then be available for community use. Stoke Doyle residents have previously expressed interest in purchasing a red kiosk for the same reason.

Action: Clerk to respond to the consultation, ask if we could adopt the Pilton kiosk and if we could purchase one for Stoke Doyle.

  1. Replacement telecommunications mast, Old Dry Lane, Brigstock: Discussed and agreed no objection.
  1. CPRE Countryside Design Guide: RJ attended the CPRE meeting and was given a copy of the CPRE design guide. He fed back how it was very positive that we havealready completed the Village design statement process, as CPRE were encouraging other villages to do so. Council planning depts will be using the design guide when making planning decisions.
  1. River Nene Waterspace Strategy: KD had attended a meeting regarding the Nene Waterspace Strategy. A consultant has been conducting a survey of the Nene and the use of the river for businesses, hobbies etc.
  1. Mill House, Stoke Doyle: It was questioned why we had not received any planning notifications for the works being carried out, KD felt that as the works are internal planning permission may not be required. It was decided that the Clerk should contact Planning at ENC to enquire.

Action: Clerk to contact planning dept at ENC

  1. Environment Agency management of high water: Discussed information provided in the town and parish briefing. Some concern regarding the increase of flooding- particularly the pub garden in Wadenhoe and the Lock House at Lilford. Details provided in briefing for contact at EA.

Action: Clerk to email Environment Agency to request further information.
