The meeting was opened by Harm-Jan van Burg. Susan Smoter, as host, welcome those present to the meeting.

Several participants provided an update of developments within their respective country's tax administrations:

Australia – Paul Madden

Canada – Andrew Weber

United Kingdom – Andy Greener

United States – Susan Smoter

The Netherlands – Harm-Jan van Burg

Harm-Jan announced that on June 9th, 4 cabinet ministers signed a covenant agreement with 80 parties, primarily in the accounting and software industries, with the goal of having all financial reporting in the Netherlands in XBRL.

Breakout/Working sessions:

- Indirect Taxation Reference Model - The break-out group, includingDave Chambers participating via conference call, reported progress in this area.

- XBRL project plan – The white paper on Standardization of Business Reporting in Tax Administrationswas discussed at length, especially the scope of the document. The breakout group agreed to work on a revised document.

Discussions were held when the entire group re-convened concerning future direction and structure of the TC. Issues of future tasks for the TC were tabled until the next day. The question of how best to increase participation and/or membership in the TC was discussed. This issue was raised several times during the conference. Many in the group expressed a desire to reach-out to additional private companies, noting with that with most participants being governmental tax administrations, we are not hearing (enough) from a significant segment.

Several changes were made to the agenda.

Day 2 (Oct. 4th)

Harm-Jan discussed issues to be covered during the OECD conference in Istanbul.

After the revised agenda was distributed, the entire group discussed various issues, including:

- Status of the Position Paper,

- Whether transport protocols (as opposed to content) should be included in the TC recommendations, and

- Certain organizational issues, including the TC charter and how to increase participation in the TC.

Breakout/Working sessions (on the Indirect taxation reference model and XBRL) were re-convened and continued work during the morning, with Dave Chambersagain participating via conference call.

Paul Madden lead the discussion during the afternoon concerning other tasks/projects that could be worked, or at least, explored, by the TC. After discussion, the suggested tasks were voted-on by the group. The six tasks receiving the most support (and the individuals who will be leading the task) were:

1. Identify Set of Tax Exchanges (Peter DeCastro) – Top 5 G2G.

2. Sponsor “Interoperability Summit” (Susan Smoter) - For all relevant tax standards, possibly as extra day for (U.S.) IRS Software Developer’s Conference.

3. Web Services Profile (Michael Roytman) – Recommendation for tax administrations e-filing facility for web services.

4. Taxpayer Identification (John Glaubitz) – Existing work.

5. Taxpayer Portal Techniques (Paul Madden) -Technical functionality standards and description.

6. Increase Committee Membership (Terry Lutes) - From additional locations, both government and private sector.

Day 3 (Oct. 5th)

Various issues involving the implementation of web services were discussed. Paul Madden described the ATO web services process. The group discussed the inter-relationship of web services, open standards, and SOA. This created future discussion on the scope of the TC in these areas.

The group discussed whether or not we would continue our efforts with payroll taxes.

Breakout/Working sessions on:

XBRL implementation projects–Continued work on the project plan, with the scope being revised. Susan Smoter and Eric Cohen agreed to continue work and report back.

COR project–Discussed issues regarding vetting their work and authentication/signature. John Glaubitz will lead the (future) CoR efforts.

Other Business: Numerous other topics were discussed.

The next face-to-face meeting will be February27 – March 1,2007. The meeting location will be determined shortly, but will probably be either in Canada(Ottawa), or the U.S. (Miami).

The next TC telecon will be Thursday, October 26, 2006(at the usual time - 4PM Washington, DC time). The two following telecons will be out-of-sequence due to the U.S. Thanksgiving holiday and Christmas. They will be November 16, 2006 and December 14, 2006.
