MINUTES OF NOVEMBER 2016 MEETING - SANDTON CPF SECTOR 4 SUB-FORUM

Held at Cescos, Southway Road, Kelvin on 24-11-2016 at 18h30.

  1. Welcome, Apologies and Thanks.

Chairman, Andrew McMurray (AM) welcomed and thanked everyone for their attendance. No new attendees Moment of reflection was observed.

Minutes proposed and accepted by Margie Wewege (MW) and Errol Rubin (ER). Anashree Sodalay-STILL major issues with taxis (and others) along Old Main Pta (between Northway and Southway,Kelvin), and at Old Main Pta (between Perth and Maxwell Dr, Buccleuch). It is felt that Ward Councillors are giving lip service to the community, because nothing appears to be done. Also issues at c/o Old Main Pta and Gibson Dr, Buccleuch-vehicles doing U turns (Councillor Nkomo has been contacted, no response/action from him).

AM did a brief presentation of crime stats since the last meeting..

Week 4 (21 to 27 Oct) – Eastgate: Robbery with Firearm-M1/Marlboro offramp. Kelvin: Theft from MV-21 President Way. Kramerville: Theft of MV-c/o Dartfield/Commerce. Business Burglary-c/o Dartfield/Commerce (301). Wendywood: Residential Burglary (2)- 89 Darwin Ave and 24 St Francis Dr. (0 TRIO CRIMES)

Week 5 (28 Oct to 3 Nov) – Buccleuch: Residential Burglary-6C Argyle Ave. Kramerville: Business Burglary-Furniture and Hardware, c/o Kramer/Desmond (212). Kelvin: Residential Burglary- Shop 4, Kelvin Village Shopping Centre. Theft of MV-39 Mead Way. (0 TRIO CRIMES)

Week 1 (4 to 10 Nov) – Buccleuch: Theft out of MV, Buccleuch SAPS, 10 Buccleuch Drive. (0 TRIO CRIMES)

Week 2 (11 to 17 Nov) – Buccleuch: Business Burglary-14 Muller St Sth (New Church). Residential Burglary (3)-6 Jo-Anne Lane, 22 Gibson Drive, 68 Gibson Drive. Theft of MV-c/o Muller St North/Martin Close. House Robbery (2)- 4C Margaret Ave., 2 Amy Place. Kramerville: CarJacking-c/o Desmond/South Road. Theft out of MV-Katy’s Place, Desmond St. Marlboro: Robbery with FA-31 14th Street. Wendywood: Residential Burglary-c/o Algoa/Saldanha Rd (3). Theft out of MV-31 Western Service Rd. (3 TRIO CRIMES)

-issue of crime not being reported. AM aware of bike and item thefts at Rockridge Place, Buccleuch-none reported! ER- reported about a resident in Gallo manor, had 3 burglaries-not one reported (owner did not want to attract attention!).

-AM reported of successes that SAPS Jhb North Cluster has had since October 2016: 179 Drug related arrests, 8 Hijackers arrested, 13 arrested for Rape offences, 13 for murder, 46 arrested for possession of unlicensed firearms (inc. 3 cases where assault rifles and detonators were found).

-much confusion about DUI-blood tests, timing etc.

-Johan Swanevelder-reports of Murder Suicide in Sandton Chronicle. AM thinks it could fall into Midrand.

-ER-press got hold of and reported roadblock schedule. This info is privileged and must not be shared.

  1. JMPD Region E Report.

Sgt Tenza sent apologies. Stop and Searches, Operation Duty Calls in full force. JMPD need to be visible in Buccleuch, due to the closure of Bridge Road-traffic is a nightmare. JMPD need to be more proactive.

  1. Ward Councillors feedback

Councillor Nkomo (BN) (Ward 32) : Absent with Apologies. JMPD K9 Narcotics unit launched (60 officers, 24 dogs, High performance vehicles)

Councillor Smit (WS) (Ward 109) : Absent with Apologies. Marlboro drive on/off ramp lights are working. Wants Green Belt operations.

  1. Chairman’s Report-Sandton Guardians

16 Days of Activism-AM has sent out details and invitation. Brigadier Moodley is settling in, and is making an impression.

Sandton Guardians-CPF Patroller programme. Greg Sochen will set this up from Station level. Eyes and Ears for SAPS and security companies. Observe and Report function, no physical engagement. Report hotspots. Assistance of victims at crime scenes. Each of the 4 Sectors will have a Patroller Sector Commander. This programme will report to Sandton SAPS Vispol. Possibly have Suburb Patroller Commanders, too. Recruit patrollers/volunteers. Require funding. Natasha Springfield (NS)-be careful that Programme has no ‘political’ interference. ADT will only support official patroller programmes. No vigilantism. Needs to be a Code of Conduct/indemnity. Patrollers have to be screened. NS-ADT will send and request volunteers to their database. Community Safety Initiative.

  1. Security Companies Reports

ADT : NS-no crimes to report. Awareness campaigns for holidays. ADT have anti jamming devices (15 for the area)-willing to work with community/shopping centres/places of worship/security companies etc., and do a JV.

Duma : Absent without apologies.

Fidelity/Wits : Absent with apologies.

ZSS : Absent without apologies.

Guard365 : Absent with apologies.

  1. Sector 4 : Identified areas of concern/crime hotspots.

-Bridge Shopping Centre, Buccleuch. Operations planned.

-Woodmead Retail Park. TOOMV is prevalent.

-Mall of Africa. Theft of MV and Theft out of MV. Still some issues.

-Frankenwald. These grounds need to be watched. Possible squatters. Possible development.

- Empty/Problem Properties and Roads

- 15D Muller St. South, Buccleuch.(Empty). Property up for sale.

- 9D Argyle Rd., Buccleuch.(Empty)

- 91 Bridge Rd., Buccleuch. Reported to CoJ. Being watched.

- c/o Old Main Pta and Southway, Kelvin. Drinking and Drugs.

- No 2 Sunnyway, Kelvin.

- 1 President Way. Residents will not tolerate fence and will keep cutting it down.

- 40 Eastway, Kelvin. (Empty)

- c/o Zinnia/Marlboro Dr. Hijacking hotspot.

- JRA/JMPD need to erect a HOTSPOT sign at c/o Edison/South (ER). Issue not just at robot.

- Meadway/Sunnyway sports club, Kelvin.

- House next to Aeriel Concepts (Pine way),Kelvin.

- House on c/o Alison and Buccleuch Drive,Buccleuch.

- Buccleuch Drive, before going under the highway (roadway to right). Vendors.

  1. Funds for the Sandton CPF.

Fundraising will continue.

ER-GMWCP AGM went well.

KRA-park clean up went well. Market Day is full steam ahead.

Sandton CPF Open meeting went well.

Luewellyn Pillay-suggested having a ‘Local heroes’ programme. Create role models in our communities.
