1.Confirmation of Minutes

Confirmation of Minutes of the MarchMonthly Meeting of the Navan Electoral Area Committee held on 11thMarch, 2013 at 4.30pm in the Council Chamber, Navan Town Council, Town Hall, Navan, Co Meath.

The Minutes of the March Monthly Meeting of the Navan Electoral Area Committee held on the 11thMarch, 2013 at 4.30pm in the Council Chamber, Town Hall, Watergate St, Navan, Co Meath, were adopted on the proposal of Cllr F. Deane, seconded by Cllr J. Holloway.

2.To consider matters in respect of Protocol Committee in relation to

Planning (in committee)

The Members considered matters in accordance with the Protocol Committee in relation to Planning (in committee).

The Members asked for an update on the CORE Strategy and when Local Area Plans would be brought to them. They also asked for a Planner dealing with these issues to be in attendance at the next meeting to brief them on same.

The Area Manager advised the Members the Director of Services over Planning would be giving a full briefing to the Planning SPC next week.

3.Correspondence & Matters raised by the Area Manager.

There was no correspondence or matters raised by the Area Manager.

4.Notice of Question

4.1Notice of Question – Cllr. Francis Deane

“When will signage be erected with regards to the new speed limits?”

The Area Engineer advised the Members that the survey of locations had been carried out and it was expected that signs would be erected in May.

4.2Notice of Question – Cllr. Tommy Reilly

“Can the Manager outline to us has there been any work carried out on the underground services such as sewerage and drainage as part of the Townspark regeneration scheme and what degree of surfacing will take place on the road network in the estate?”

The Members were advised that some works had been carried out with respect to underground services and the contract allowed for the spur road leading into the estate with the exception of 100meters, to be tarmaced. Other spur roads within the estate would be cobble-locked.

The Members asked if we have a guarantee that all underground services are satisfactory before any cobble-lock is laid as they do not want a scenario whereby cobble-lock has to be raised in the future in order to repair underground services.

The Members requested the Engineer or Clerk of Works in charge of this scheme to attend either the next Town or Area meeting.

5.Notice of Motion

5.1Notice of Motion – Cllr. J. Holloway

“The Navan Area Committee of Meath County Council in the context of increasing volumes of traffic in the area calls for an upgrade of Clonmagadden Road -Proudstown Road Junction and will work with Navan Town Council to achieve this”

This Notice of Motion was proposed by Cllr J. Holloway and seconded by Cllr T. Reilly.

The Area Engineer advised the Members that no funding had been allocated under the Roadworks Programme 2013, however he would review this junction.

5.2Notice of Motion – Cllr. J. Holloway

“Meath County Council will in co-operation with Navan Town Council make available land for allotments within or in the environs ofNavan town”

This Notice of Motion was proposed by Cllr J. Holloway and seconded by Cllr J. Reilly.

The Area Administrator advised the Members that he would investigate options and come back to them.

5.3Notice of Motion – Cllr. F. Deane

It was agreed by Cllr. Deane to change the wording of his motion as follows.

“I call on Meath County Council that in the event of levies being charged for water and wastewater as part of the planning permission for St. Mary’s Church, Kentstown, that these levies would be set at the lowest possible cost”

This Notice of Motion was proposed by Cllr F. Deane and seconded by Cllr J. Reilly.

The Area Manager advised the Members that the Executive would investigate if anything could be done to reduce charges to the lowest feasible cost.

5.4Notice of Motion – Cllr. F. Deane

“I call on Navan Area Office to carry out a report on the Oldtown/Gerrardstown Road in relation to blocked pipes.”

This Notice of Motion was proposed by Cllr F. Deane and seconded by Cllr T. Reilly.

The Area Engineer advised the Members that he would investigate this matter.

6. Any Other Business

  • Can we progress the rental of the kiosk on Kennedy Place? (SC)
  • A group travelling to Knock at 7am on Saturday morning. Could parking discs be provided? (SC) Area Manager advised Cllr. Cassells that the County Council car park would be made available to the group.
  • Water leaks at 30-34 Silverlawns and 60 Blackwater Abbey (FD)
  • Could the meeting time and day be amended to facilitate all Members? (JH) On the proposal of Cllr. T. Reilly, seconded by Cllr. S. Cassells, it was agreed by the Members to move the NEAC meeting to the Monday following the Full Council meeting at 9.30am.
  • Is there any prospect of starting development on the Liscarton Site? (JR) The Area Manager advised that unfortunately there was no demand for such a site at present.
  • Congratulations to Lir Chocolates who had a turn overof approximately €1million on one contract with Tesco. This is a positive news story for Navan (SC)
  • A discussion took place with regards to Meath County Council looking at locating to the old QuinnBuilding.
