Minutes of ClonesTown Council monthly meeting which was held on Monday25th July 2011 at 8.00 p.m. in Clones Town Council Chamber Monaghan Street, Clones.

MEMBERS PRESENT: The Cathaoirleach, Cllr. Yvonne Newellpresided.

The following members were also present: -

Cllrs. Pat Treanor, Ross Mealiff, Anna Rooney, Nial Quigley, Deirdre Kelly, Aidan Sheerin, Peter McAleerand Peter Mulligan.

1. SYMPATHY:

The Members extended a Vote of Sympathy to the families on the death of the following:

  • Mervin Woods, Clones
  • Philomena Costello, Clonkirk, Clones.
  • Tony Gavin, Brother of Kevin, Clones.
  • Murray Family, Smithboro

GOOD WISHES AND CONGRATULATIONS:

The members extended their good wishes to Peter Sherry for his dedication to Clones tidy towns.

The Cathaoirleach thanked the Leas Cathaoirleach Peter McAleer for covering for her while she was on leave.

Good Luck to Michael Kelly on his appointment as Dog Warden.

To Daragh Beggan how hosted a music marathon in Creighton Hotel for the youth.

2. CONFIRMATION OF MINUTES:

Minutes of the Monthly Meeting held on 27th June 2011.

Cllr Treanor asked that the minutes be amended as follows:- the word “postal” be deleted from page 3 where Cllr Treanor asked that the vote include people of the 6 counties for the presidential election.

This was agreed and with this amendment the Minutes were then agreed on the proposal of Cllr. Treanor and seconded by Cllr. Mealiff.

3. ARISING from the monthly meeting minutes.

Sports project ongoing.

Website.

The Director asked that his comments be discussed “in committee” this was then proposed by Cllr. Sheerin seconded by Cllr. Kelly.

The Director stated that the person who agreed to work with the council on updating the website appeared to be unable to do so for some reason as very little was happening on same despite commitments over the last few months. It was then agreed a letter should issue to webworks informing him of the intention to move to another company. This was seconded by Cllr. Newell.

It was then agreed to go “out of committee” on the proposal of Cllr Treanor seconded by Cllr. Newell.

Cllr Mealiff stated he would be in contact with the AMAI rep regarding a meeting on Local government.

The Director informed members that the old library would be tidied and painted in preparation for the Famine commemoration.

An Post. The Members noted meetings took place with representatives from An Post Management and with the workers. Cllr. Mulligan expressed disappointment that adverts were circulated stating parcels undelivered had be collected at the Monaghan Post Office.

Cllr McAleer replied he had contact Mr. Laverty regarding this and he could report that they would revisit this issue .

It was agreed that the An Post service would be monitored and reported on.

Minutes of the Annual Meeting.

The Minutes of the Annual meeting having been circulated were agreed on the proposal of Cllr. McAleer seconded by Cllr. Mealiff.

CORRESPONDENCE.

KillarneyTown Council – Notice of Motion dated 5/7/11 as follows was marked Read.

Boyle Town Council. – letter dated 21st May 2011 was marked read.

Donegal County Council – Notice of Motion dated 6th July 2011 as follows: “That this Council act to protect Right of Ways in our County” It was agreed to discuss this at a later time.

CobhTown Council - Notice of Motion dated 11/7/11 as follows was supported on the proposal of Cllr. Treanor seconded by Cllr. Kelly.

That Cobh Town Council call on the Irish Minister for Justice and the British Home Secretary to issue a posthumous pardon to all those adults and children who were incarcerated as convicts on Spike Island and elsewhere having been convicted of crimes in relation to stealing food, in particular during the Great famine. And further that all local and County Councils be encouraged to make similar calls.”

Clonmel Borough Council. Notice of Motion dated 1/7/11 as follows: was supported on the proposal of Cllr. Treanor.

That Clonmel Borough Council agrees to ask the Minister and the Department of the Environment, Community and Local Government to give serious consideration to keeping summer time going the entire year around rather than the present system of putting the clocks back an hour at winter time, as the reasons for doing this are no longer valid. Also if this Motion is agreed, that it should be circulated to all Local Authorities”.

Heather Humphreys TD Members acknowledged her letter thanking them and Staff for organising the reception given to Minister Deenihan. Discussion then commenced discussion about the canal and expressed concern that funding may not be available and the need to lobby to ensure this would not be withdrawn.

It was agreed that a letter should issue to the Oireachtas Members in this area asking them to attend a meeting to discuss same. The Meeting if possible, to take place on 16th September 2011 at 3.00 p.m. in ClonesTown Council office. It was also agreed to invite the Clones Erne East Members to attend also.

It was also decided to call for an urgent meeting with Minister Deenihan. It was agreed this meeting should happen as soon as possible and a delegation would travel to Dublin if necessary to meet.

The Members noted the support to their motion regarding the Family of Matthew Fitzpatrick from Monaghan Town Council and Edenderry Town Council

The Members also noted the positive response from Eamon Gilmore TD Tánaiste and Minister for Foreign Affairs and Trade regarding the Matthew Fitzpatrick case.

I.P.B. It was proposed by Cllr. Mulligan that The Cathaoirleach attend the IPB meeting on 21st September 2011. This was seconded by Cllr. Mealiff.

AMAI It was agreed that Cllr. Mulligan and Cllr Mealiff should be registered to attend the AMAI meeting in September.

MonaghanCounty Development Plan. The following documents were circulated to the Members prior to the Meeting.

  • MonaghanCounty Development Plan 2013-2019 (incorporating the Development Plan for the Town of Clones) Manager’s Report in response to Issues Paper Consultation.
  • Monaghan County Development Plan 2013-2019 (incorporating the Development Plan for the Town of Clones) Manager’s Report in response to Strategic Environmental Issues Paper Consultation.

Toirleach Gourley asked the Members to note the list of organisations National, regional, and local who were written to seeking their comments. He asked that he be informed if the Members thought any group had not been included on the list.

He also discussed each document highlighting the consultation process, the role of elected members, he drew the Members attention to the Submissions received and the Manager’s response to each issue raised. He also outlined the next steps towards preparing a preliminary Draft Plan which will be circulated to Members for further discussion.

Development Contribution Scheme. The Members agreed to discuss this issue further at a budget committee meeting which will be held on Thursday 15th September 2011 at 4.00 p.m.

NOTICE OF MOTION.

That ClonesTown Council write to the Office of An Taoiseach, and Minister for Local Government, requesting them to initiate legislation that will see voting rights in Presidential Elections extended to all the people of Ireland.

This was proposed by Cllr. Treanor seconded by Cllr. Sheerin and agreed.

Business Submitted by Manager.

Engineers report.

  • BarryMcGuiganPark

Work is well advanced on the drainage works in the park and it is hoped that they will be completed in 2 weeks, weather permitting. Following completion of the drainage, the park will be top soiled and reseeded.

  • Bottle Banks

Following discussions with the Environment section, it has been agreed to move out the existing bottle banks in the Fermanagh Street car park from the kerbs to allow access from both sides on a trial basis. It is proposed to have this carried out in the next 2 weeks.

The Environment Section is also arranging a small event to publicise the opening of the new bring banks at the rear of Apple Green in the coming weeks. They have also indicated that some funding maybe available to develop a third site if a suitable location could be identified in the town. The Members were asked to inform the Engineer if they knew a suitable location.

  • Parking Schedule

The engineer circulted a draft layout for the proposed amendments to the existing parking bye laws.

  • Traffic Calming CherryPark

They also noted a draft layout for the proposed installation of traffic calming measures at Cherry Park/Millbrook area.

The Engineer circulated his proposals to the Members for the proposed parking restrictions.

Director reported as follows:-

That the Disability campaign would commence in September when the schools reopened.

National Famine Memorial Commemoration was being held in Clones which was a huge event for the town He would encourage everyone to do what they could to help make the town look good and promote Clones at national level.

Cllr. Mulligan asked that Public conveniences be provided for the public on this day.

Cllr Newellreported as follows:-

Forum made the application for the famine event and she congratulated them on being successful.

She also announced the Canal Capers Festival committee had now agreed to hold their festival the week before i.e. 2nd 3rd and 4th September 2011 .

Clones was nominated for Pride of Place Awards. The Members thanked Carol Lambe for her hard work.
