Minutes of Monthly Meeting held on21st February 2011

at Mornington House, Summerhill Road, Trim, Co. Meathat 2.30pm.

Cllr. Carey proposed that Leas Cathaoirleach Tracey McElhinney chair the meeting as Cathaoirleach was absent.

1.0Confirmation of Minutes:

Proposed by Cllr. Fegan and seconded by Cllr. Carey

2.0Matters Arising from the Minutes:

Cllr. Carey:

  • Asked if any correspondence was received in relation to parking in Enfield. He stated that he has received complaints from residents in the area after the road markings were put in place.
  • He also asked when a report would be received in relation to the taking in charge of housing estates and what priority Rochford Manor has.

Area

Administrator:Informed the members that a report is to be brought to them in the near feature and the he had to adhere to the statutory procedure. He stated that a priority list has been approved. He also stated that there are a few more estates to go on the list for the April meeting

Cllr Fegan:Requested that the updated report be circulated by e-mail a few days prior to the meeting in order to give the councillors an opportunity to review same.

Area Manager:Stated that the list would be circulated prior to the next meeting.

5.0Statutory Business

5.1To receive a report from the Planning Department in relation to the Part VIII proposal for reconstruction of Navangate, Trim, Co. Meath.

Catherine Hosey, Executive Planner circulated her report (report attached) and the following issues were expressed:

Area Manager:Explained to the members that part of the reconstruction is within the area boundary. The report was also brought to the TrimTown members and they made a decision to defer making a decision until their next meeting and that the area members may want to take this into consideration.

Area

Administrator:Stated that a majority of the submission received were generic with 8 main issues raised. He gave the members a brief history in relation to the development and explained some of the systems that were recommended and why they did not go ahead.

Cllr. Fegan:Stated that changes on the site are matters for the town council. He said that his main concern would be increased traffic through GriffinPark and that the council would not get the consensus to close the entrance to GriffinPark. He stated that the closure of the entrance would not be a solution but that a traffic restriction would be a better solution. It is critical that barriers were put in an appropriate location. He stated that there is no reasonable reason to close the entrance to the estate.

Area

Administrator:Stated that the proposal to close the Haggard street entrance to GriffinPark was put forward by the residents association.

Cllr. Carey:Queried the traffic management plan for Navangate.

Area

Administrator:Stated that two way traffic is included in the traffic management plan.

Cllr. Fegan:Stated that he is not willing to propose the report in advance of the town council making a decision.

The members were satisfied that the report was complete however it was unanimously agreed to defer the decision until such a time as the Town Council had dealt with the matter as the major changes are within their jurisdiction.

Cllr. Carey:Excused himself from making a decision.

Both Section 183’s were proposed by Cllr. Fegan and seconded by Cllr. McElhinney.

7.0Update on works ongoing from Area Engineer.

The Area Engineer circulated his report and the following issues were raised:

Cllr. Carey:Raised the following:

  • Stated that there was still one flooding area at Jordanstown.
  • Asked what the situation was with the roads restoration programme.
  • Stated that the Edenderry Road from AbbeyBridge towards Kinnegad was to be restored.
  • Stated that he had received complaints with regard to CastlejordanVillage.
  • Stated that the road from Cloncurry to Baconstown was to be repaired.

Executive

Engineer:Replied as follows:

  • Stated that works are ongoing at Jordanstown to prevent the flooding.
  • State that the restoration programme is to be discussed at a further meeting and that a date needed to be set for same and that the list would be referred on prior to meeting.
  • Stated that the road at Castlejordan was to be repaired in the next few weeks.

Cllr.

McElhinney:Stated that she has received complaints from Ballivor Tidy Town Committee regarding twine holding bins together.

Executive

Engineer:Stated that the bins will be taken away but will not be replaced straight away.

Area

Manager:Informed the members that Aaron Smith, Executive Engineer for the Trim Area was being transferred to the Transportation Section of Meath County Council.

All the members thanked Aaron for all his assistance throughout his time with the Trim Area Office.

8.0Any other business:

Cllr. Carey:Raised the following issues:

  • Requested that a letter issue to the EPA and Kildare Co. Co in relation to the foul smells arising from the Bord na Mona landfill.
  • Stated that works that were carried out at Johnstown were badly completed as after rain there is one and a half inches of water left lying.
  • Stated that there are drainage problems at the Next Door off licence in Enfield.
  • Stated that there are a lot pot holes on Clommouley Lane and that farmers are leaving muck on the road.
  • Asked if the lights in Summerhill has been repaired yet.
  • Asked about the scaffolding that was left on the fair green in Summerhill.
  • Stated that works need to be carried out at the Newtown roundabout as there are a lot of pot holes on same.
  • Stated that there is a big drop on each side of the road at Ardenew Cross and that a homeowner has fallen.
  • Asked for an update in relation to the Bus Stops in Enfield.

Executive

Engineer:Replied as follows:

  • Stated that he had not instructed any works to be carried out in the Jordanstown area and that he would investigate same as it may be an unauthorised road opening.
  • Requested that he be informed of dirt being left on the road at Clonmouley Lane and he would investigate same.
  • Stated that lighting issues were to be referred to Declan Gaffney in the Navan office.
  • Stated that the issue in relation to the Enfield Bus Stops has been referred to the consultant in order to incorporate the stops in the design but is not sure of the location of same.

Cllr. Fegan:Raised the following issues:

  • Road in need of repair at Clonmouley Lane and at Cullentra.
  • Stated that the residents in Meadow View, Kildalkey are looking for a connection to the water supply as they are concerned that the builder will not maintain the pump.

Cllr. Carey:Stated that he supported Cllr. Fegan regarding Meadow View water supply.

Area

Administrator:Stated that the supply of water is maxed out presently and that one of the conditions of the planning permission was for the use of a private well.

Cllr. McElhinney:Raised the following issues:

  • Stated that lighting at Amberwood, Ballivor was not connected and asked if they had been taken in charge yet.
  • Stated that the NationalSchool at Kildalkey are looking for a pedestrian crossing on the main street.
  • Asked if there was a care taker for social housing estates.
  • Asked if there was money for ghost estates.
  • Enquired about the flexi bus for Ballivor.
  • Wished all the candidates in the upcoming elections all the best.

Executive

EngineerArea Administrator replied as follows:

  • Stated that he would check if Amberwood public lighting was taken in charge.
  • Stated that funding for road safety at schools is in place and that two are to be done. If there is money left over he will look into allocating funding to Kildalkey.
  • There is no care taker for social housing estates. If repairs need to be carried out tenants are requested to contact the office and fill out a housing repair form.
  • Stated that a community Council is to request a flexi bus by putting a cause forward. Flexi bus is not a matter for the council.
