Minutes of Monthly Meeting held on18th October2010

at Mornington House, Summerhill Road, Trim, Co. Meathat 2.45pm.

Members Present:-

1.0Confirmation of Minutes:

1.1Confirmation of Minutes of meeting held in committee held on the 20th September 2010.

Proposed by Cllr. McElhinney and seconded by Cllr. Fegan.

2.0Matters Arising from the Minutes:

Cllr. Butler:Asked was there a timeframe for taking in charge of Pinebrook Housing Estate.

Area

Administrator:Informed him that an inspection is to be carried out to identify what works are to be done in order to take the estate in charge. It would be put on the list for 2011.

3.0Expressions of Sympathy and Congratulations.

A vote of congratulations was passed to the following:

  • Kildalkey Minor Hurling team..
  • Na Fianna Junior Hurling team
  • Ballinabrackey on winning Junior Championship

4.0Correspondence and matters raised by the Manager.

The Area Manager and Area Administrator brought the following information to the members:

New Town Centre

The Area Administrator circulated the brochure in relation to the sale of the Town Centre lands and informed the members that the closing date for expressions of interest was the 18th November 2010 and that he would come back to the members with more information after that date.

Cllr. Fegan:Stated that if there was to be a joint meeting to discuss the sale of the land that it would be to discuss the sale only and to hold the meeting in committee.

Clonard Cow Plot

The Area Manager informed the members that there had been a meeting with Clonard GAA in relation to the proposed development of the Clonard Cow Plot. Clonard GAA are to come back to the council with a written submission as to how some of the issued that have been raised are to be dealt with.

Navan Road Roadworks

Area Administrator stated that the members should have received notification in relation to the proposed works on the Navan Roan and that drawings were available for inspection.

The members raised the following issues:

  • A report was received from Paul McNulty and was pleased to have received same.
  • It was asked what power the Town Councillors had outside of the town boundary.
  • Please to hear that there is progress on the Clonard Cow Plot.
  • Asked if there was any movement on the Killyon Cow Plot.

The Area Administrator informed the members that a Town Councillor had no power in the area as it is outside of their jurisdiction.

5.0Statutory Business

6.0 Notice of Motion

None

7.0Update on works ongoing from Area Engineer.

The Area Engineer circulated his report and the following issues were raised:

Cllr.

McElhinney:Asked if there was a licence to spread human waste in the Ballivor area as there is a very bad smell around the school.

Area

Engineer:Stated that if there was a licence it would be issued by the Environment Department. He will look into same.

Cllr. Butler:Asked what the status is in relation to lights at Kildalkey.

Area

Engineer:informed the members that ESB have to divert to Trim to complete Kildalkey and hoped that the work would be completed soon.

8.0Any other business:

Cllr .McElhinney raised the following:

  • Stated that there is a bad bend on the Kildalkey road and that there have been a number of accidents there and asked if there was anything that could be done.
  • Asked if the Office of Public works had come back to Meath County Council in relation to the bridge at Stoneyford.
  • Stated that there have been anti social incidents in MorningtonHeights.
  • Requested that a meeting be set up with the new Superintendant

Area Engineer and Area administrator replied as follows:

  • Stated that if there has been reported incidents that it may be possible to gain funding. He will investigate same.
  • Meath County Council are to carry out repair works on the Bridge to include removing vegetation and building the wall back up.
  • Verbal warnings have been given to tenants. More serious incidents should be reported to Mary Carey.

A discussion ensued in relation to the fence to the rear of MorningtonHeights to try prevent some of the anti social behaviour in MorningtonHeights.

Cllr. Carey raised the following:

  • Enquired about leasing of the Porchfields to third parties.
  • Stated that there are holes on the street outside Shaw’s in Summerhill.
  • Congratulated the staff that appeared on Winning Streak, they did a great job on selling the facility.
  • Requested that the sweeper be in Enfield more often.
  • Stated that bus shelters are badly needed in Enfield and requested that it be looked into.
  • Stated that recycling banks at Blackwater bridge have been burnt out. The area needs to be cleaned up.
  • Asked what the position was in relation to putting a playground into an estate that has been taken in charge by the council. He asked that the manager get back to him on this matter.

Cllr. Golden raised the following:

  • Asked what was the duration of the contract with Aura.
  • Asked if changes could be made to same.
  • Stated that there are not enough parking spaces in Aura’s car park.

Area Administrator responded as follows:

  • The contract with Aura is for 4 years and they are 18 months into same.
  • There are area’s in the contract that can be changed (i.e. prices / opening hours) everything else is set and agreed.
  • Stated that there are 96 parking spaces in the car park and that there is no space to extend that parking area

Cllr. Fegan raised the following issues:

  • Stated that he was unsympathetic to anyone that has received a hedge cutting notice.
  • Requested that a traffic count take place on the Longwood – Enfield Road (old Clonard Road).
  • Stated that the crew went to the wrong house in relation to flooding on the Athboy Road – the house has a for sale sign outside it.

Cllr. Butler raised the following:

  • Asked when the traffic lights were to be removed from the Trim Road from Summerhill as they are having an effect on business in the village.
  • Stated that there is a large pot hole at the pedestrian crossing on the Dublin Road coming out of Trim.
  • Asked if the ESB had connected the pedestrian lights at the BoyneCommunitySchool.
  • Requested that a sign be erected at the Tower View bus stop advising that there is a bus stop ahead.
  • Asked what budget was needed to remove the mount at the rear of Tower View.

Area Engineer responded as follows:

  • Works to be completed in Summerhill around Christmas.
  • No further details in relation to the lights at the BoyneCommunitySchool

Cllr. Fegan:Suggested that monies to remove the mound at the rear of Tower View should come out of car parking fees in Trim Town Council as the mound developed as a result of building the car park.

Area

Administrator:Informed the members that this was not possible as there is an agreement in place in terms of fees for the next 18 years.

Manager:Informed the members that the Resolution under Section 85 of the Local Government Act 2001

“That the powers, functions and duties of Trim Town Council in relation to the provision of public lightning (maintenance, repairs, calls from the public, additions to network, upgrades, replacement and taking in charge inspections ) shall be exercised and performed by Meath County Council effective from 31st October 2010 and that Trim Town Council enter into a formal agreement with Meath County Council pursuant to Section 85 of the Local Government Act 2001 to give effect to these arrangements”
