Wagoner County Board of Commissioners
Monday,October 2, 2017

Board of Wagoner County Commissioners met in the Wagoner County Courthouse Commissioners Meeting Room. Chairman James Hanning; Vice Chairman Tim Kelley; Member Chris Edwards; and, County Clerk Lori Hendricks were present. Assistant District Attorney Mike Fisher was also present. Advance notice of the meeting was posted on bulletin boards at the Wagoner County Courthouse and on the county website on September 29, 2017.

  1. The Meeting was called to order by Commissioner Hanning at 9:00 a.m.
  2. Roll was called with the following responses: Hanning, present; Edwards, present; Kelley, present.
  3. Prayer was led by Sheriff Elliott and Pledge of Allegiance was led by Nick Mahoney.
  4. A motion was made by Commissioner Kelley and seconded by Commissioner Edwards to approve minutes of meeting heldSeptember 25, 2017.The motion was approvedwith the following votes cast: Hanning, abstain; Edwards, aye; Kelley, aye.
  5. Action Items
  6. A motion was made by Commissioner Edwards and seconded by Commissioner Kelley to approve ACCO amendment to By Laws and Articles of Association for SIG-SIF including Resolution 2017-066.The motion was approvedwith the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.
  7. A motion was made by Commissioner Kelley and seconded by Commissioner Hanning to approveStone Bluff Fire Department designation of Johnny Q Hall and Matthew Rodgers as requisitioning officers for account 1321-2-8209-2005.The motion was approvedwith the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.
  8. A motion was made by Commissioner Kelley and seconded by Commissioner Edwards to approve Coweta Fire Department designation of Greg Edwards and Jeff Beller as requisitioning officers and Brian Woodward and Ben Neff as receiving officers for account 1321-2-8202-2005.The motion was approvedwith the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.
  9. A motion was made by Commissioner Hanning and seconded by Commissioner Kelley to approveResolution #2017-067 Maintenance Surplus of Hewlett-Packard s/n MXL44606 PC Tag: D-218-003 Sal. G; Dell PC s/n 129SN9N Tag: D-450-098; Dell PC s/n 10VKM31 Tag: D-218-002 Sal. G; and Dell PC s/n 4LXR611 Tag: D-218-001 Sal.   10. A motion was made by Commissioner Kelley and seconded by Commissioner Edwards to approve Letter of Engagement between Wagoner County Economic Development Authority and Green Country Appraisal in the amount of $2,000.00.The motion was approvedwith the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye. Later in the meeting, Commissioner Kelley made note that the actual amount of the invoice for appraisal was $2,500.00. Although no motion was made to correct, the purchase order and invoice were unanimously approved for payment through the payment and approval process.
  11. A motion was made by Commissioner Hanning and seconded by Commissioner Edwards to approve Resolution #2017-068 Zoning Change Case #WCZ #36-17 Curtis Gobin from C-2 to C-3.The motion was approvedwith the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

A motion was made by Commissioner Kelley and seconded by Commissioner Edwards to approve Lease Purchase Agreement with John Vance Auto Group for 2018 Ford F150 for Inspector in the amount of $566.59/month for 48 months.The motion was approvedwith the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.
  13. The Board opened the following bids submitted for Bid #2018-04 ID Badge Scan System for Health Department:

  2. A motion was made by Commissioner Kelley and seconded by Commissioner Edwards to approveplacing an ATM in the East Foyer of the Courthouse with a $0.50 fee. The motion was approvedwith the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

A motion was made by Commissioner Kelley and seconded by Commissioner Hanning to award Bridge Replacement #1 of Bid #2018-01 to low bidder Railroad Yard RRY in the amount of $122,471.67.The motion was approvedwith the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.   11. Announcements: Inspector Harold Lively announced that September was a record month for Wagoner County, 52 permits were issued for homes valued at $11,000,000.00. Commissioner Kelley announced that the Court House would be closed on Monday for Columbus Day.
