In conjunction with the Low Income Oversight Board meeting occurring from 9:30am to 3:30pm, there will be a workshop addressing Small and Multi-Jurisdictional Utilities (A.15-02-001) and Large Utilities (A.14-11-007) California Alternate Rates for Energy and Energy Savings Assistance Programs.
The first part of workshop will include presentations from the Small and Multi-Jurisdictional Utilities on the following topics:
a)Successes and areas for improvement from last year’s program cycle to the next.
b)How the drought emergency is being incorporated into ESA programs, multi-family programs and measures, report on unspent funds and ideas regarding their potential use to improve program goal attainment.
c)Current Penetration Rates for CARE & ESAP and % Budget.
d)Report on CARE & ESAP Marketing & Outreach Efforts.
The second part of the workshop will include presentations from the Large Utilities on the following topics:
a)Impacts of information from hearings and workshops on CARE/ESA program administration;suggestions from exploration of draft water-energy nexus cost calculator, enhanced multi -family measures in light of Rate Reform Order that calls for use of the ESA program to assist high energy use low-income households.
b)Unspent funds and ideas regarding their potential use to improve program goal attainment. Discussion of issues such as removing per measure caps, measures to address the water-energy nexus and drought emergency, and multi-family needs.
c)Current Penetration Rates for CARE & ESAP and % Budget.
d)Annual Report of the CARE & ESAP Marketing & Outreach Efforts including Ethnic and Ethnic Owned (Annual Standing Item).
