MINUTES OF MEETING OF THE TECHNICAL EVALUATION COMMITTEE FOR TECHNICAL EVALUATION OF BIDS SUBMITTED BY FIRMS/ BIDDERS FOR PROCUREMENT OF SYPHILIS RAPID DIAGNOSTIC KITS/ STRIPS/ MEDICAL DEVICES UNDER PUNJAB AIDS CONTROL PROGRAM DURING THE FINANCIAL YEAR 2017-18______

PROCEEDINGS:

A meeting of the Technical Evaluation Committee (TEC) for Technical Evaluation of bids submitted by Firms/ Bidders for procurement of Syphilis Diagnostic Kits/ Strips/ Medical Devices was held on 18th January, 2018 in the Office of the Additional Secretary (Technical), Primary & Secondary Health Care Department, Lahore for the Technical Evaluation of bids.

3.The Procurement Officer, Punjab AIDS Control Program informed the participants that the invitation for bids for purchase of Rapid Diagnostic Kits/ Strips/ Medical Devices for Syphilis was advertised in press which was published on 31st December, 2017 in Daily Khabrain , Daily Express Tribune and Daily Jang and was also uploaded at PPRA and Health Department website. Six (06) firms/ bidders submitted their bids till the closing date i.e. 31st December, 2017 at 11.00 am which were opened at scheduled date and time in the presence of bidders. The detail of six (06) bids submitted by the different firms/ bidders is depicted as below:

4.Reference letter # PACP/ Procurement/ 24931 dated 15-01-2018 samples submitted by the firms/ bidders were sent to Advanced Diagnostic Lab of Punjab AIDS Control Program for laboratory chemical testing of diagnostic rapid kits. The report of laboratory evaluation of Syphilis rapid devices was also presented to the Technical Evaluation Committee for discussion (Report enclosed).

5.The Technical Evaluation Committee evaluated all the bids one by one as per evaluation criteria (knock down evaluation criteria) mentioned in the bidding documents. The complete detailed technical evaluation report is attached.
