MINUTES OF MEETING OF HEMINGBROUGH PARISH COUNCIL HELD AT HEMINGBROUGH METHODIST CHAPELON THURSDAY20th OCTOBER2016

16/161 PUBLIC FORUM:-

A member of the public raised concern that the footpath from the Memorial Garden to Hagg Lane had still not been cleared.

The Chairman advised that NYCC funding only allowed for clearance of the footpath up to Main Street but that he hoped that NYCC will clear this section once the new allocation of funding is available from April 2017.

A member of the public spoke about his concerns regarding speeding on School Road and requested a barrier be installed around the outside play area of the Village Institute.

16/162 POLICE REPORT: - No local issues reported

16/163 LISTEN TO REPORTS FROM COUNTY AND DISTRICT COUNCILLORS: -

District Councillor J Deans advised the PLAN Selby public consultation had been delayed until January 2017 and that it was hoped that the draft plan would go for examination in June 2017 with the final plan being put before the Council for approval by December 2017.

Councillor Deans also spoke about the current Economic Development Strategy and Car Park Strategy consultations.

County Councillor M Jordan advised that NYCC is in the process of setting their budgets for the next financial year and confirmed that funding to clear the footpath from the Memorial Garden to Hagg Lane will be included within this.

16/164 CHIARMAN’S OPENING REMARKS

The Chairman congratulated Cliffe Parish Council on their new village green which is now almost complete and it was noted that a Christmas market will be held on the village green on the 9th December to mark its official opening.

The Chairman also advised that he was looking into sat navs misdirecting HGV’s down Hagg Lane.

The clerk reported that the YLCA have taken the decision to cancel their conference in Scarborough (28/10 to 30/10) as the numbers booked are insufficient for it to be a financially viable event.

The clerk also confirmed that the defibrillator recently installed on the Playing Fields scoreboard has been registered with the emergency services who will supply the access code in the event of an emergency.

16/167 DECLARATION OF INTEREST/DISPENSATION REQUESTS:-

a) Councillors R Procter and F Davidson declared a Disclosable Pecuniary Interest in Item (16/169g)Hall for Hemingbrough Update due to being a member of the group.

b) Councillors J Strelczenie, E Kinsella and L Stebbings declared a Disclosable Pecuniary Interest in Item (16/173d) Consider and Agree Charitable Donation Requests Received due to being a member of the Parish of Hemingbrough Historical Heritage Society (PHHHS) who have applied for a donation.

c) Councillors R Drew, R Chilvers, F Davidson and L Stebbings declared a Disclosable Pecuniary Interest in Item (16/173d) due to being a member of the Hemingbrough Institute and Playing Fields Association (HI & PFA) who have applied for a donation.

d) Councillors R Chilvers and K Terry declared a Disclosable Pecuniary Interest in Item (16/173d) due to being a member of Hemingbrough Bowls Club who have applied for a donation.

16/168 CONFIRMATION OF MINUTES:-

The Minutes of the Meeting held on Thursday 15th September 2016 were proposed by Councillor L Stebbings, seconded by Councillor F Davidson and agreed with a show of hands.RESOLVED

16/169 TO RECEIVE INFORMATION ON THE FOLLOWING ON-GOING ISSUES AND DECIDE FURTHER ACTION WHERE NECESSARY:-

a) Registration and License Update/Village Greens

The clerk advised that she has chased this up but no further update had been received.

b) Water Lane Pond

Discuss and Decide on start date for Water Lane Pond clean up and discuss involvement of community and schools

Councillor E Kinsella advised that it was hoped that Askham Bryan College would get involved with the project during the October half term and Councillor Kinsella agreed to chase this up.

The Chairman reported that he had spoken to Andy Pulleyne who has been liaising with Askham Bryan College and as the work needs to be carried out between November and March it had been agreed that Andy will start work on the pond on Monday 14th November.

It was also noted that the reeds removed from the pond will be taken to Plasmor to put around the edge of their new development.

It was noted that the Parish Council would welcome community involvement with the project and if any resident is interested in being involved they should contact the clerk or any Parish Councillor.

c) Oldways

The Chairman advised that Northern Powergrid have trimmed the trees back from the overhead powerlines and that the Parish of Hemingbrough Historical Society (PHHHS) have been given 420 saplings of various species for planting in the Oldways.

It was also noted that the lottery fund application has now been submitted and the group are awaiting a response.

d) Speeding Measures Update – Landing Lane

No further update.

e) Speeding on School Road

Discussion took place regarding the request to erect a barrier around the children’s play area at the Village Institute and it was agreed that the Chairman would speak to NYCC – Highways regarding this.

The Chairman advised that in response to a growing number of complaints regarding speeding he had been looking into the 20splenty campaign and the signs that have been erected in a number of local areas and he raised the possibility of introducing this initiative in Hemingbrough although it was noted that this would not be enforceable.

Discussion took place regarding the campaign and it was proposed by Councillor L Stebbings, seconded by Councillor R Procter and unanimously agreed to join 20splentyand formulate a voluntary 20mph campaign.

County Councillor M Jordan offered his full support and assistance with the campaign.

f) Land on St Marys Avenue registered to the Parish Council

Discussion took place regarding the proposals already put forward including a children’s play area or car parking facility.

It was agreed that this would be put in the forthcoming newsletter to ask residents for their views before discussing further at the next meeting.

g) Hall for Hemingbrough

Councillor R Procter gave an update and it was noted that the group were in the process of appointing an estate agent/valuer to source available land, architect to help with the design and a finance officer to look at obtaining grants.

16/170 DISCUSS PROBLEMS AT PULLEYNE’S POND AND CONSIDER COMMUNITY LETTER:-

The Chairman advised that the landowner had raised concerns regarding dog fouling on the permissive footpath and people throwing sticks into the fishing pond for their dogs to chase showing no regard to the fishermen that have paid for the right to fish there.

It was noted that the footpath will be closed from the beginning of November until the end of February due to health and safety reasons during the winter months and will be reopened on the 1st of March however if these problems continue the footpath may be closed to the public permanently.

RESOLVED to include this in the newsletter to bring it to the attention of residents.

16/171 CONSIDER AND DECIDE ON COMMUNITY LETTER/NEWSLETTER TO INFORM OF FUTURE EVENTS AND PREVIOUS OUTCOMES AND AGREE ON DELIVERY METHOD:-

The Parish Council discussed items for inclusion in the forthcoming newsletter and the Chairman asked members to forward any further items to the clerk.

Delivery was also discussed and it was agreed that this would be distributed by members.

16/172 PLANNING:-

It was noted that the clerk had received a further planning application (2016/1213/HPA) and it was agreed that if any planning applications are received after the agenda has been published the Parish Council will consider and decide on these at their earliest opportunity i.e. the next meeting even if the application is not listed on the agenda.

Councillor R Procter noted that at the recent YLCA meeting discussion had taken place with regards to displaying plans during the meeting and it was noted that at present due to copyright this was not permitted but the YLCA are looking at getting this waivered to allow Parish Councils to do this.

1. (2016/1144/HPA) Proposed erection of two storey side extension at 26 Chestnut Garth, Hemingbrough. No Objections

2. (2016/1213/HPA) Proposed erection of two storey rear extension and front storm porch at 3 Mill Garth, Hemingbrough. No Objections

b) Note planning permission refused for:

1. (2015/0551/OUT) Outline application with all matters reserved for the erection of up to 27 dwellings on land west of Mill Lane and south of Orchard End at Street Record, Mill Lane, Hemingbrough.

c) Note planning permission granted for:

1. (2016/0895/OUT) Outline application for residential development with all matters reserved at land adjacent Woodland House, School Road, Hemingbrough.

d) Note planning permission withdrawn for: NIL

d) Consider and Agree Charitable Donation Requests Received

It was agreed that due to the nature of the donation request received from the Bruff Club the Parish Council would postpone any decision on this and ask a representative to attend the November meeting to speak to the Parish Council.

The following donations were agreed by the Parish Council and granted under Section 137.

a) A donation of £400 was given to Hemingbrough Good Companions for outings, lunches and Christmas party.

b) A donation of £400 was given to Hemingbrough Bowls Club for extra bowls equipment for the juniors.

c) A donation of £1000 was given to Hemingbrough Institute & Playing Field Association towards the ongoing maintenance of the play facilities.

d) A donation of £271 was given to the Parish of Hemingbrough Historical Heritage Society for the Memorial Garden liability insurance and the cost of replacing the flags and rose bushes.

Proposed by Councillor L Stebbings, seconded by Councillor K Terry and agreed.

Councillors R Chilvers, R Drew and F Davidson abstained from the vote.

e) A donation of £929 was given to Hemingbrough Methodist Hall to extend the car park as the hall has seen a large increase in the number of organisations using the building and often people are having to park on the road.

Proposed by Councillor F Davidson, seconded by Councillor E Kinsella and unanimously agreed.

16/174 HEAR REPORTS FROM COMMITTEE REPRESENTATIVES:-

Councillor R Procter spoke about the CEF meeting held on 21st September and also gave an overview of the recent YLCA meeting which included a presentation from the Yorkshire Energy Doctor.

16/175CORRESPONDENCE:-

a) Selby District Council – Receipt of letter and statement regarding Community Infrastructure Levy (CIL) was noted.

16/176 RECEIVE REPORTS FROM COUNCILLORS REGARDING PARISH ISSUES:-

Councillor R Chilvers advised that a resident had raised concern that the green salt bin at the junction of Landing Lane/Mill Lane had filled with water and requires attention and Councillor R Drew agreed to look at this.

16/177MATTERS FOR THE CLERKS ATTENTION AND ITEMS FOR NEXT MONTHS AGENDA:-

The clerk was asked to chase NYCC regarding the part night lighting scheme in the Cloisters.

Councillors are elected on behalf of everyone on the Register of Electors; therefore matters discussed, proposed and voted on, become the majority view and are not necessarily individual councillor’s views.
