07.17. 01 PUBLIC MEETING

07.17.02 DECLARATION OF MEMBERS INTERESTS

07.17.03 APPROVAL OF MINUTES

The Minutes of the meeting held on 10th October 2017 were approved subject to Village Hall, delete “railings have been painted” insert “railings in need of painting”

07.17.04 MATTERS ARISING

Reported that trees at entrance to Parc Penllergaer have been cut

Also overgrown track at Gelli Hydd cut back but path remains very muddy

Confirmed that no dormouse survey has been undertaken on proposed development land at Phoenix Way.

07.17.05 CORRESPONDENCE

Betws Common Holdings Ltd

Noted Notice of application for consent to carry out restricted works on Betws Common comprising double and single stock proof fencing and cattle grids.

Resolved that the Council is not directly involved and has no comment on the proposal

City and County of Swansea

Hanging Basket Scheme 2018

Noted In 2017 the Council ordered 2 hanging baskets and 4 lamp standard baskets for Parc Penllergaer at a cost of £444.20 (Ex Vat). There is no proposed cost increase for 2018.

Resolved that the order for 2017 be repeated for the forthcoming year

Penllergaer Over 60's Association

Noted Request for Financial Assistance 2017. A section 137 grant of £300 was approved in 2016.

Resolved that a grant of £300 be approved

City and County of Swansea

Christmas Sleigh

Noted TheCity Council has offered the Land Train as an alternative to the Christmas Sleigh which is considered to be beyond economic repair. Due to the need for an urgent response the alternative proposal has been agreed in principle.

Noted The Land Train will comprise one carriage to accommodate Father Christmas, 2 staff, and will be decorated with Christmas lights and play Christmas music. A minimum of 2 stewards will be required with high visibility jackets to accompany the train which should not travel at more than 8 mph and should be vacated for travel on the bypass. Police and Insurers to be informed

Resolved that the hire of the land train be confirmed at a cost of £350 and that the Christmas Parade be arranged for 7th December 2017 as outlined in the risk assessment above.

07.17.06 NEWSLETTER

The Chairman reported that Councillor Pugh has indicated that she is finding it difficult to devote sufficient time to the Newslettter and it was agreed that alternative arrangements be considered for the future. In the meantime Councillor Fitzgerald agreed to include details of the Christmas Parade in her Newsletter.

07.17.07 FINANCE REPORT

Concern expressed that work was not properly carried out. To be referred back to contractor.

Details of Christmas Parade to be put on web site.

07.17.09 REPORT OF THE SUB COMMITTEES.

Sports Field

Councillor John reported that inclement weather has meant the cancellation of a number of football matches.

Village Hall

Councillor John referred to the recent problem with the blocked drain and emphasised the need for users not to dispose of material likely to cause a blockage in the drain and for notices to this effect to be placed in the toilet area.

Environment

Councillor Fitzgerald reported that the village sign will be installed on Pontardulais Road shortly.

Discussions have been held with the City Council with regard to various options to slow down traffic on the approach to the school. The LDP Action Group are preparing for the forthcoming pre hearing on 13th December. Concerns were expressed over the speeding of cars on Swansea Road.

Police

It is hoped a replacement PCSO will be in place in the New Year.

In the following application the amended plans and additional information do not address all of the Council's concerns particularly in respect of proposed loss of trees resulting from the proposed development.

07.17.11 RESIDENTS QUERIES

Councillor Ken Evans expressed concern at the cutting of trees at the rear of Elm Crescent.
