Minutes of Llanbedr Community Council 1.2.18 at the Village Hall

  1. Present – full Council meeting. GD stated that it was pleasing to see a full Council at long last.

Ian Morris was greeted and welcomed to the Council, and wished him well in his role as Council Member. Signed the declaration of accepting the role and noted his personal interests.

GD also noted that a lot of new issues were brought forward after the agenda was released, and needed to be included in this Council meeting.

  1. The last minutes were received and were found correct. But Councillor RW requested that an addition of his comments via e mail should also be included regarding the precept. It was proposed and accepted to include below:-

That we as Council are running a risk. Poor financial practice to budget for the first year and then having to eat into the reserve in future.

GP wished to acknowledge the same.

Minutes corrected in this manner.

  1. Personal Interest – Morfudd, GP and AH all had vested interest in the planning application of Capel Salem.
  2. Formally welcoming Ian Morris as a Councillor. It was an uncontested seat. No election. But Ian had sent in his application to the Electorate Office at Caernarfon.
  3. Financial Statement – as introduced through the spread sheet

The Clerk explained that there are 2 web pages for Llanbedr, llanbedr.com – the Community and Council web page and the old snowdonia-holidays-llanbedr which has not been upgraded recently.

It was agreed to contact FarisRaouf(Cymru1 that hosts the websites) and enquire as to the cost of keeping only one domain active.

It was agreed to pay GD £100 toward his work in renewing the information on web pages.

Agreed also to contribute £2000 to the Village Hall, the sumthat was allocated previously.

To pay for the defibrillator and then get a refund – amount Cost £402 for casing (Vat inc. £67)

  1. Planning Application

Capel Salem – new sewage system

That Morfudd, GP, and AH all left the room whilst it was discussed.

The Verdict was to support this application.

  1. Gwynedd Council Matters – reported by AH

a)The New Access Road – that a site meeting has taken place by National Park Authority – 2 panels from south and north of the park. All reasonably happy. That the Application should be considered in March, otherwise at later April.

b)Complaints about bus route and cuts to services. AH noted that the Transport Commissioner has a further month to come to a decision. (To change and permit a licence again to Express Motors, under new name and management). As Council we need to make our views heard, and to contact Alex Jones Cambrian News. Would also be beneficial to have the views of regular bus users on these routes. Left in the hands of Councillor Kevin Titley. GD thanked him.

c)Talwrn Bach Crossing – That the barriers are supposed to be erected sometime in 2018.

That there is also a Cambrian Railway meeting in a few weeks, and AH suggested that we raise this matter with Glenda O’Brien (Cyngor Gwynedd) to see when this work will actually be started.

  1. Report on the Footpath - Committee - Iolyn Jones and Caroline Evans

Have met up on numerous occasions, and have submitted an application for financial grants from various sources;-

National Park Authority £1000

IJ also emphasised that volunteering costs could be included as match funding = £25000

Also that the Community Council takes the lead initiative to contribute £2500 towards the proposed project.

Here there is a 2 phase process

a)the application to be considered

b)to enhance on its content and include more detail.

Time scale of project – finish date September 2019. Will know if bid has been successful in a few weeks, then hopefully forward to the next phase.

  1. Defibrillator – Buy now consent has been given to have the instrument placed on the external wall of the Victoria. The Clerk has also contacted Tom Hughes who supplies these, and is also able to put them in place. Need to purchase now, and then get them installed.

But reclaiming the purchase price.

  1. Public Rights of Way – reclaiming money spent on the paths during the year. The Clerk has sent in a request for £90 towards the work carried out. Categories 1 and 2 only. Correspondence received from Liz Haynes (Gwynedd Council) regarding the re imbursement, and that £177.43 has been allocated for Llanbedr for 2017/18 and the same also for 2018/19.

Gwynedd Council will take care of the Coastal path.

  1. Huchenfeld –that Aled M. Jones, former councillor had a phone call from friends from the twinning in Germany. It is 10 years since the actual formal twinning made by the two communities, and they are very keen to celebrate.

GD noted that all of this at present is difficult and needs a lot of arranging. He expressed that he had tried to contact Bernd Heintz in Germany, but has not had a reply. (via e mail). It was agreed that GP and KT would contact them in Germany.

Small amount of money is left in the Huchenfeldkitty . Suggestion has been made to invite them to the Beer Festival. They are also keen to host some of the Councillors in Germany as well.

It would make sense to try and establish a new committee to discuss further the way forward with this, in order to alleviate some responsibilities away from the Community Council.

Parafest Event at the Air Field end of July – the need to discuss the entertainment licence and bar licence for this event. 3 nights, with bar and entertainment. Noted on licence application until 3.00 am.

A number of complaints have been received regarding this event. AH noted that it is vital that the persons that have complained, that they also lodge their complaints with the Licensee,the application would then be called in, and the Community Council representative will be asked to speak in the meeting.

AH and the CC are anxious about the noise levels and a number of other matters:-

Timing of closure of event 3.00 am – not acceptable

Anxious about the transport – busy time on the roads through Llanbedr at best this time of year – road safety is a must.

Safety – camping etc, and accessing land nearby – especially on Mochras.

CE noted that the event has already created an interest and people are already making inquiries for places to stay within the area.

Every Councillor supported the event and that such events are important to the economy BUT one needs to oppose the time of finishing the activities.

It was agreed to support the event but with a finishing time of 11.00 pm.

Also to include the other matters that were concerning the Council, although they have no apparent link to the licence.

New Access Road– an e mail was received from Richard Thomas, co-owner of Talwrn Bach regarding the proposed by pass and the flood risk issues arising from the development. Ed Bailey has also sent in en e mail regarding this issue.

This matter was raised and discussed at Council meeting, but also bearing in mind that these issues with flood risk are in the hands of experts in this field – Natural Resources Wales which are more experienced in dealing with these matters.

AH also noted that Dylan from YGC has also taken advice on these matters and is listening to all comments. They are working on these suggestions. The YGC and National Park Authority are working closely together to resolve matters.

  1. Financial help – application from Gŵyl Gerdd Dant Blaenau Ffestiniog.
  2. Local Democracy and Boundary Commission for Wales – draft proposal, need to reply .

2 proposals regarding Llanbedr – one to join DyffrynArdudwy as one Ward, or to join Harlech. The second choice makes better sense, as already working through Harlech Tourism. 2 County Councillors will still exist. Thus approve this. Will be called Harlech and Llanbedr Ward, including Talsarnau and Llanfair.
