The minutes of the AGM held on 5th May 2010, having been previously circulated were confirmed as correct and signed by the Vice Chairman.

Report of Horton, Chalbury & Woodlands Annual Meeting held 30th April 2010
20 members of public in attendance.
The Chairman, Cllr Sue Maunder welcomed everyone to the meeting and especially to the new village hall and thanks were given to the management committee and all the supporters that it was now up and running although donations are always gratefully received.

The Chairman presented the Annual Report of the Parish Council.
The Chairman welcomed Cllr Spencer Flower who in his report included the expansion of Morrison’s in Verwood and the opening of Waitrose in Wimborne, the re-organisation of East Dorset District Council in partnership with Christchurch Borough Council to operate joint management so save money as there were going to be financial restraints in the future.
The Chairman welcomed Cllr Tim Palmer and congratulated him on his appointment as High Sherriff of Dorset. Cllr Palmers report included the Police Community Support Officers being re-introduced, QE School which is nearing completion, Social Care for the elderly which his increasing and therefore a financial load on the County Council, the joint Waste Authority and money savings from efficiencies of scale.
The problems with the Woodlands Footpath are on-going – directive about new stiles.
Cllr Morgan Antell of Woodlands gave an up date on the proposed building for changing rooms/toilet facilities on Woodlands Green and has sent a questionnaire to all residents near the Green and the response to date is very favourable. Discussions will continue with Shaftesbury Estate.
The Statement of the Parish Council Accounts for the year ending 31 March 09 were circulated – there were no questions.
Public Open Questions
The new bridge over the River Allen into Waitrose has been agreed.
Funding for refurbishing the play area at Woodlands has been agreed.
Planning permission for newly erected fencing around the DCC yard at Woodlands is being investigated.
Planning dispute regarding the Diary business at Woodlands – permitted development but being investigated.
Litter picking by people on community service – Cllr Tim Palmer agreed to suggest this to judges.
Permits for tipping rubbish from vans and trailers are available from DCC.
This proved a very interesting Annual Meeting and problem areas were brought to the attention of the Parish Council.

The Coalition Programme for Government –This is of course a very significant statement of the government's policy and legislative intentions. Under the section on "Communities and Local Government", there are commitments to "promote the radical devolution of power and greater financial autonomy to local government and community groups, which will also include a review of local government finance."
There are commitments to abolish Regional Spatial Strategies, the Infrastructure Planning Commission, the Government Office for London, and the Standards Board regime. The Coalition will consider the case for abolishing the remaining Government Offices, and also Regional Development Agencies. Instead the government will support the creation of Local Enterprise Partnerships, brought forward by local authorities themselves.)
There is a commitment to cut local government inspection and abolish the Comprehensive Area Assessment.
There is also a commitment to "freeze council tax in England for at least one year, and seek to freeze it for a further year, in partnership with local authorities". It is not yet clear whether this freeze will be supported by the Conservative policy, before the election, to make good from central funds the revenue that would have resulted from a 2.5% increase, or whether the freeze must be supported from local budgets.
The first tranche of measures to save the first £6 billion were announced recently.

- Advice from EDDC on new Dog Control Orders which came into force on 1st June 2010.
- Letter of thanks received from the Wimborne St Giles Village Hall committee following the council’s decision to make a donation toward the toilet refurbishment.

Proposal: Erection of agricultural building (retrospective) for use as potting shed, office and restroom.
Parish Council Comments: We support this application which is ‘in-keeping’, fit for purpose, complies with policy and is a sustainable agricultural business.
3/10/0355 FUL Firs View, Jubilee Hill, Woodlands.
Proposal: Erection of 3 stables.
Parish Council Comments: No objection.
3/10/0358 HOU Orchard Cottage, Tower Close, Chalbury.
Proposal: Rear conservatory.
Parish Council Comments: No objection.
3/10/0370 COU Deer Park Farm, Wimborne St Giles.
Proposal: Use of building for offices or research and development or light industry (B1).
Parish Council Comments: We support this application which provides opportunity for continued employment of people in a rural environment.
3/10/0386 HOU Hartfield, Verwood Road, Woodlands.
Proposal: Two storey extension to existing house and addition of conservatory.
Parish Council Comments: We support this modest improvement to a family property which is unobtrusive in the Green Belt and has no effect on the street scene. The Parish Council is aware of other permitted developments exceeding planning policy guidelines within Woodlands and allowing this application would be consistent with previous planning decisions.
3/10/0433 FUL The Oaks, Horton Hollow, Horton.
Proposal: use of basement and associated works for commercial purposes following its use being stopped by an enforcement notice.
Parish Council Comments: We support the continuation of this sustainable rural business which provides continued employment in this rural area. The proposal will also reduce the risk of noise pollution.
3/10/0373 CLU Drapers Farm, Chalbury.
Claimed Lawful Use: Incidental use of out buildings for domestic storage and parking in connection with a C3use and domestic amenity use of land.
Parish Council Comments: No evidence to submit, however councillors agreed that to their knowledge this land historically has been used and still is used for agricultural purposes.

Claimed Lawful Use/Development: Use of a gypsy site for 15 pitches.

- Appeal lodged by Mr & Mrs Tricksey of Horton Vale Nursery against the enforcement notice served by EDDC on the erection of a timber structure without planning permission.
- 3/10/0269 CLP Refusal of Certificate of Lawful use for proposed conservatory at Vines House, Horton.
- 3/10/0173 FUL Refusal of permission to retain an agricultural building at Horton Vale Nursery.
- 3/10/0348 FUL Permission granted for a single storey side extension at The Bull Inn, WSG.
- Enforcement Notice served on land adjacent to Nuts Landing, Horton Heath BH21 7JS for a material change of use of the landfor the purpose of outdoor storage.

- Highway Maintenance 2010/11 by DCC – due to financial restraints the County Council will have to curtail some of the less important highway maintenance duties. (note this relates more to town council’s)
- Councillors are concerned with the placing of stones on the verge at Remedy Gate. Clerk to forward DCC guidelines to property owner.
- Manhole covers very loose and noisy for local residents. Clerk to report to Highways.
- Rhododendron hedgerow needs cutting back at Woodlands from Xrds to Remedy Gate.Clerk to contact Shaftesbury Estate.

- Landowners responsibility and the law on access; Cllr Jerry Laker will draft a letter to Dorset County Rights of Way.
- Proposal for Building on Woodlands Green; Council agreed to proceed with discussions with Shaftesbury Estate, to establish prospective teams who would like to use the pitch, to look at a comparable building/pitch in order to present a Business Plan. Mr Davison of The Bailywick has written with a number of points for consideration by the Parish Council – Clerk to respond.
