07/087 To receive and accept apologies for absence

None.

07/088 To receive declarations of interest in items on the agenda

Agenda item 099 (2) - Cllr Davies declared a personal interest as a member of Peters Green Village Hall Management Committee.

07/089 To approve as a correct record the Minutes of Kimpton Parish Council Meeting held on Wednesday 21st March 2007

Resolved that the Minutes of the Kimpton Parish Council meeting held on Wednesday 21st March 2007 be agreed as a true and accurate record of the proceedings and be duly signed by the Chairman. Unanimously agreed.

07/090 To receive reports on actions agreed at the Parish Council meeting on 21st March 2007

None.

07/091 To receive an update on the Recreation Ground Pavilion and agree expenditure

Kimpton Rovers Football Club is not in receipt of all the quotes for the interior works and therefore the cost to completion is unavailable. The Football Club has arranged a meeting with officers from the Football Foundation on Friday 4th May to discuss issues relating to the layout of the pavilion. Cllr Davies expressed concern that the Football Foundation has now highlighted problems with the layout as the Football Association has been consulted throughout the project and agreed to the layout prior to construction.

The outcome of the meeting will be presented to the Council at the next Parish Council meeting to be held on Wednesday 23rd May.

07/092 To receive petitions, comments and questions from the public

07/093 To receive reports to the Council from Councillors as Representatives on Outside Bodies and from representatives from local authorities and agencies

District Council elections will be held on Thursday 3rd May 2007.

Kimpton School Governing Board – Governors are still awaiting the outcome of the submission of the Kimpton Primary School Travel Plan but a new Road Crossing Patrol lady has recruited and started work this week which will improve the safety of the road crossing for the school children.

Cllr B Davies

Peters Green Village Hall has been approached by a pre-school group who are undertaking a feasibility study into new premises. For the village hall to be suitable they would install new boundary fencing and purchase new folding tables. This booking would provide significant funding to the village hall and assist in the ongoing maintenance and refurbishment work.

Chairman’s Report

Kimpton Memorial Hall Management Committee held their annual meeting when the present Chairman, Vice-Chairman and Treasurer stated that they are seeking replacement Trustees in the near future. They have commitments outside the village and therefore are unable to fulfill the requirements of the positions. The Management Committee continues to have financial concerns for the ongoing hall maintenance costs.

07/094 To consider Youth initiatives and agree further actions

Cllr Curry gave a summary of the Youth Initiatives meeting that took place on Thursday 22nd March. The meeting was well attended with 20 attendees including representatives from Kimpton Scouting Group, Kimpton May Festival, Kimpton Youth Club, Kimpton Cricket Club, Kimpton Parish Church, Kimpton Parish Council, SCOOTS Project and youth members. The discussion was lively and fully supported the initiative for a youth council or forum. The young people wanted to have a greater say in the provision of services for the age group 11-18 in the parish. Many of the attendees were very enthusiastic and put forward ideas on projects to be discussed, possibly within a working group. The Council supported the proposal to hold another meeting on Thursday 17th May with the objective of setting up a youth forum and to continue to support organizers with events for the youth.

Cllr O’Brien and Cllr Hills gave a report on their initiative to hold a Youth Fair on Sunday 8th July in Kimpton Memorial Hall from noon to 4.00pm. It will be an information day covering basic skills, CV applications, gap year experiences, pregnancy and drugs talks together with plenty of activities such as street dancing and SCOOTS. As the fair is also planned to be a fun event it was decided to provide a BBQ and refreshments to create an informal atmosphere to encourage the youths to socialize.

It was proposed by Cllr O’Brien, seconded by Cllr Reavell to make a donation of £250 maximum to cover the expenses of the Youth Fair. The Clerk will approach North Herts District Council for information on any financial assistance which may be available and to seek advice on further activities that could be included. Unanimously agreed, therefore resolved.

07/095 To consider planning applications

07/096 To consider adoption of the Countryside Management Service formal agreement for the Parish Paths Partnership

This item was deferred until the next Parish Council meeting to be held on Wednesday 23rd May. Cllr Baker will prepare a report outlining the benefits and responsibilities for the Parish Council of the Parish Paths Partnership.

07/097 To agree the Annual Accounts for the year ending 31st March 2007

See Appendix A. The total income was £142,273.17, total expenditure was £139,510.62 with year-end bank balances of £27,278.09. The main capital item of expenditure for the year was the replacement pavilion at the Recreation Ground, High Street.

Lubbock Fine has advised that the Annual Audit for Kimpton Parish Council is to take place on 27th June 2007.

Resolved to appoint Mr J Chapman to complete the year-end internal audit at a cost of £80.00. Unanimously agreed.

07/098 To agree payments and donations in accordance with the budget as listed in the attached report

Resolved that the Accounts as listed in Appendix B should be paid. Unanimously agreed.

Resolved that the Council would reduce the number of additional copies of LCR, the quarterly NALC publication from 8 to 1. The councillors would circulate one copy instead of receiving individual copies with the free copy to be held in the Parish Room. The Clerk will advise HAPTC and request a revised invoice. Unanimously agreed.

07/099 To consider and agree funding

1.  To consider funding for installation of additional festive lights 2007

This item was deferred until the next Parish Council meeting to enable further enquiries to be carried out.

2.  To consider funding for a bench to be located at Peters Green Village Hall

It was proposed by Cllr O’Brien, seconded by Cllr Hills and resolved to purchase a bench up to a maximum of £300.00. Unanimously agreed.

07/100 To review the arrangements for the Annual Parish meeting 2007 and 2008

The Annual Parish Meeting for 2007 will be held on Wednesday 23rd May after the Annual Meeting of the Parish Council. The Council agreed to hold the two meetings on separate dates in 2008 which will be agreed within the schedule of meeting dates 2007/8.

07/101 To discuss and consider community support and Kimpton Parish Council funding for a Police Community Support Officer

It was agreed that the Council should compose an A4 sheet of pros and against the proposal for circulation to the community. The statements will be written by Cllr Marsh and Cllr Reavell and presented to the Council at the next Parish Council meeting.

07/102 To receive the Clerk’s report on documentation sent to the Council

Correspondence received was distributed.

07/103 To suggest agenda items for the next Kimpton Parish Council meeting

The Annual Meeting of Kimpton Parish Council will take place on Wednesday 23rd May 2007 at 7.30 pm in Kimpton Memorial Hall. Cllr O’Brien and District Cllr Bishop have forwarded their apologies for this meeting.The agenda will include:

1.  To receive an update on the Kimpton Rovers Football Pavilion Project

2.  To consider Youth initiatives and agree further actions

3.  To consider funding for the installation of additional festive lights 2007

4.  To review arrangements for the inter parish network meeting

5.  To discuss and consider community support and Kimpton Parish Council funding for a Police Community Support Officer

Cllr Davies proposed a vote of thanks to Cllr C Baker for his 3 years as Chairman of Kimpton Parish Council. This was fully supported by the councillors and Parish Clerk.
