4 Minutes of the previous meetings
Resolved that the minutes of the Ordinary Parish Meeting of 20 November 2017, proposed by Cllr Wright and seconded by Cllr Jones, agreed by all, be signed as a true record.
Resolved that the minutes of the Parish Finance Meeting of 19 December 2017, proposed by Cllr Wright and seconded by Cllr Trevaskis, agreed by all, be signed as a true record.
5 Co-option
There were 2 residents who expressed interest in being co-opted as a Parish Councillor.
Malcolm Spargo was proposed by Cllr Wright, seconded by Cllr Healy and agreed by all.
Peter Platt was proposed by Cllr Jones, seconded by Cllr Wright and agreed by all.
Acceptance of office and register of interest forms completed.
M Spargo and P Platt are duly coopted as Parish Councillors
6 Police report
Cllr Marnick submitted his report which will be online asap. PCSO’s attended in his place and summarised the report. Cllr Spargo asked about traffic monitoring. The police were thanked for assisting with the pancake walk.

10 Village Hall
a Invalifts service contract would be in the region of £1000 per year.
Classic lifts will charge £72. Cllr Platt said this will need a Lola certificate also at extra cost.
b bookings Cllr Wright – there are 16 Sat/Sun bookings to date. Initial issues with a booking but people not aware!Sorted promptly by w Stephens. He will cover for J Loughran, who is currently ill.
c Website Cllr Spargo has offered to take photos. The website is still not usable.

d Coat racks – Cllr Jones said none would be purchased yet.
e Pending bell, letter box, gate, broadband etc. Cllr Wright is prioritising these.
f Snagging list - puddle outside at the front is a hazard. Disabled toilet door has no lock. No keys to doors near tables. But remember emergency exits are front and back doors.

g Funds – realistically items will need to be purchased in the new finance year.
h Bar facilities Long term provision by the Village Hall would be good. Hire facility is available initially.
i Vandalism Cllr Ambrose has the CCTV equipment. Cllr Spargo said the monitors can be used.

11Development plans
Cllr Trevaskis is disappointed with the letter sent out by Cllr Wharton, accusing the PC of scaremongering. If
Cllr Wharton had sent his newsletter out sooner the PC would not have had to rush to respond to the late
notification by HBC which resulted in the need to respond quickly.
The day after the Consultation ended Liverpool Council entered an agreement with a company, DB Symmetry
regarding land near Ramsbrook Lane. They have not consulted the PC.
The PC leaflet was fully justified to draw attention to all areas under threat. Cllr Wharton only discusses some
of them. There are a number of areas to be potentially taken out of greenbelt.
Cllr Trevaskis asked HBC for assurances that no additional land would be on the next draft. They declined.
Note that the top of Ramsbrook Lane is in Halebank.Halebank have fought HBC before.From Ramsbrook
north there is possible commercial development and to the south residential development. Why are residents
last to be told? Cllr Wright said Cllr Wharton did not mention the impact of Halebank development on Hale.
Cllr Wharton is not communicating with the PC. Mrs Borlase said the PC are doing an excellent job.
Cllr Trevaskis said the house numbers are only approximate figures based on lower estimates.
Cllr Platt said there are 200 acres to be lost.
12Parish Issues
a Defibrillator various groups have approached the Freemen regarding defibrillator purchase. It would be
better to come from one group, maybe made up of representatives from each, including the PC. It is suggested
that the target will be 2 purchases.
b War memorial HBC are submitting grant applications for them across the borough.
c Leaflet Cllr Trevaskis will include a feedback section on the next newsletter.Hale ladies will deliver them,
which is appreciated.
13 Public Forum
a Pot holes – R Antrobus – on Halegate Road.
b Overgrown hedge – V Borlase - at the Post Office. J Ross also at the whites estate towards the Wellington.
c Pancake walk – J Ross – 25 children took part and some mums. Cllr Platt carried out a risk assessment and P
CSO’s attended.
d Traffic safety Cllr Platt observed Apparent workmen in the road with no signs etc. Unlikely to be HBC.
e Dog fouling in the park. Larger user friendly signs are needed. Previously fines have been issued. Note this
work can be subcontracted to companies. Professional dog walkers visit the park and just unload a number of
dogs not on leads. J Ross suggested issuing free poop bags monthly.
