MINUTES OF GEDNEY PARISH COUNCIL MEETING HELD AT GEDNEY DYKE VILLAGE HALL ON TUESDAY 12TH AUGUSTY 2008 COMENCING AT 7.45PM

Cllr Hutchison declared an interest in item 9 as her husband drives a Call Connect Bus.
Cllr Webb declared an interest in item16, as he is a churchwarden and item 19 as he is on Victory hall committee and a trustee of the hall.

ITEM No 4 – POLICE MATTERS

Cllr Sones informed the council that there had recently been a very good police presence in Gedney Drove End and Cllr Roscher told council that he had a police response from Boston.
ITEM No 5 – TO DISCUSS APPLICATIONS FOR CO- OPTION TO COUNCIL

ITEM No 6 – DISTRICT COUNCILORS REPORT
District Councillor was not present
ITEM 7 – CLERKS REPORT
The trees at Memorial Lane Gedney Dyke have been inspected by Nigel Sardeson (Planning & Conservation Officer) and found to be safe.
The trees at the entrance to Batemans Close have been inspected by Elmer Fisher (SHDC Parks and Grounds) and have been found to be unsafe and in urgent need for attention, a cost code is needed from housing and then trees will be seen to ASAP.
Contact lists for notice boards have been updated and distributed.
Faulty streetlight NO 0414 has been reported.
Letter has been sent to Rose Brown on behalf of the council accepting her resignation and arranging a handover of administration.
Letters have been sent to Parishioners with regards to the council’s findings on the Parish inspection.
Planning Enforcement has been contacted with regard to the Councils findings on the inspection.
Tender packs have been sent out for the 2009 Grass maintenance contract.
Notice boards have been ordered for Gedney and for Dawsmere cemetery.
Enquiries have been made to SHDC regarding the possibility of a further 21-year lease and the placing of play equipment at Batemans close.
Gedney are through to the final of The Best Kept Village competition (next round to be judged during August)
Lincolnshire & Nottinghamshire Air Ambulance have sent a thank you and Certificate for the councils donation
Christ Church Dawsmere has sent a thank you to the Council for their grant. As has St Mary Magdalene, Gedney.
Clement Keys, the external auditor has been in touch with a few matters for clarification, hopefully these have been dealt with. / 125/08

ITEM No 9- TO DISCUSS CHANGE IN COLLECTION POINTS FOR CALL CONNECT BUS
Following a discussion it was agreed that parishioners could still be collected form their homes and that councillors would inform them of this. Cllr Webb informed council that Gedney now have a new Voluntary Car Scheme driver, Mrs Jill Duffy.

ITEM No 11– HIGHWAYS AND FOOTWAYS

a)Clerk reported that reply had been received from Highways regarding the
request for warning signs on the A17 at the junction with Priestfield Drove.
Highways did not feel that this was warranted, council RESOLVED for the clerk to write requesting this as it was felt to be a VERY dangerous junction.
b)Lincolnshire Road Safety Partnership is doing Roundabout Local Safety Scheme Improvements to the roundabout at A17 and B1359.

ITEM No 13 – TO DISCUSS PLAY AREAS / 133/08
  1. Play areas and equipment for Gedney/Gedney Church End/Gedney Dyke:
Following a discussion sites for play equipment, it was RESOLVED to contact SHDC and make enquiries about renewing the lease on Batemans close, Gedney and their allowance of play equipment on this site, Council will await the outcome of this before anything further is done.
  1. Inspection of play areas/Training
It was RESOLVED for the clerk to supply Cllr Sones, Cllr Roscher and
Cllr J Piggins with tick box forms for them to fill in when checking the play areas at
Gedney Drove End on a weekly rotor.
  1. Age limit & NO Dog sign for play equipment at Gedney Drove End
Clerk to find out more information on age limits for equipment and report to next meeting. It was RESOLVED for Cllr H Piggins to purchase two 2x NO DOG” signs for the new play area. Cllr Roscher will put up all the plaques and signs.
  1. To discuss vandalism to football hut at Queen Mother Memorial Park
Council were informed that both doors on the football hut have been smashed in.
Council RESOLVED to find someone to remove the hut, to be finalised at next meeting.
ITEM N0 14 – TO DISCUSS CEMETERY MATTERS / 134/08
  1. Training Seminar for Clerk.
Council RESOLVED for the Clerk to attend a training seminar on Cemeteries.
  1. Hedge around garden of rest
Council RESOLVED for the clerk to obtain a quotation for the setting of a hedge and the removal of the bollards and chain. If this is acceptable free hedging will be ordered.
ITEM No 15 – CCTV FOR VILLAGE HALLS / 135/08
Cllr Soans showed Council a quotation for all three Village halls for CCTV. Cllr H Piggins explained that as the Council did not own any of the halls it was not their responsibility to provide this service. It was suggested that the Village Halls apply to the Windcluster Trust Fund for Grant funding.
ITEM N0 16 TO DISCUSS COMPLAINTS ABOUT GEDNEY CHURCHYARD
The clerk informed the council that a number of complaints had been received regarding the area at the back of Gedney Church yard being overgrown. The PCC have been made aware of this and are taking steps to rectify the matter. / 136/08
ITEM No 17 REPORT FROM CLLR PIGGINS ON OPENING OF NEW PLAY AREA
Cllr H Piggins gave the council a thorough report of the opening of the play area / 137/08

ITEM 19 TO DISCUSS GEDNEY VICTORY HALL
Following a lengthy discussion council RESOLVED for the clerk to send an amended version of her draft letter in reply to the Victory hall. / 138/08
