A. Reading Of The Reconciliation Statement And Prayer

Judy Hogan, Civic Support Officer, read the following reconciliation statement:

We acknowledge that we are meeting on the traditional land of the Boonwurrung and Wurundjeri people and offer our respects to the elders past and present. We recognise and respect the cultural heritage of this land.

The meeting began with a prayer at 7.00pm.

The Mayor, Cr Ullin, introduced Councillors and the CEO, Warren Roberts. The CEO introduced Council Officers.

C. Adoption And Confirmation Of Minutes Of Previous Meeting(S) In Accordance With Section 63 Of The Act And Clause 423 Of General Local Law 2008 (No 1)

That the Council confirms the Minutes of the Council Meeting of the Stonnington City Council held on 11 April 2016 and Minutes of the Confidential Meeting of the Stonnington City Council held on 11 April 2016 and Minutes of the Special Council Meeting of the Stonnington City Council held on 18 April 2016 as an accurate record of the proceedings.

During Council’s previous Ordinary Meeting no set of questions to Council was received from members of the public.

For tonight’s Ordinary Meeting of Council no set of Questions to Council has been received for response.

F. Correspondence – (only if related to council business)

Cr McMorrow tabled the following correspondence:

·  Correspondence in relation to Item 3 - 1D Rose Street, Armadale:

Ø  An email (26.4.16) from a resident of Rose Street who lives opposite Café Amalia and opposes the extension of liquor licence trading hours on the grounds of: a history of noise and amenity impacts when the venue has been operating at night.

Ø  An email (25.4.16) opposing the application on the grounds of: the negative residential impact of patrons leaving the venue late at night; and the likelihood that nearby restaurants might seek similar concessions.

Ø  Two emails (23 & 24.4.16) from residents of Rose Street opposing the application on the grounds of: the impact of extended hours in a residential area; a history of noise and amenity impacts when the venue was operating at night; the past opposition of VCAT to such an extension of hours for this venue; and the venue operating on Anzac Day 2016 from 8am.

·  An email (22.4.16) from a trader in South Yarra Arcade objecting to Item 4 - 101-105 Toorak Road, South Yarra, on the grounds of: heritage considerations; creation of noise, dust and loss of sunlight; security considerations; and community opposition.

·  Correspondence in relation to the proposed redevelopment of Gardiner Park:

Ø  Three emails (22 & 24.4.16) from residents of Clarke Street, Glen Iris, expressing concerns about the redevelopment and requesting: no synthetic turf; siting of the pavilion back to the St Edmonds Grove side; no fence around the playing oval; compacted gravel, not concrete paths; no bunkers; no floodlights close to houses; upgrade of BBQ area and playground; and pavilion upgrade. The emails give reasons for these requests.

Ø  Two emails (26.4.16) from residents of Clarke Street, Glen Iris, expressing concerns about the redevelopment and making a range of requests and suggestions.

Ø  An email (26.4.16) from a resident of Clarke Street, Glen Iris, strongly objecting to the proposed redevelopment on grounds including: detriment to the local community and environment; loss of green environment; severe curtailing of casual use of the park; increased noise; close proximity of houses; night lighting impacting residential amenity; increased traffic and parking pressure; and inappropriate location.

Cr Davie tabled the following correspondence:

·  A letter (17.4.16) from a resident of South Yarra in relation to Item 6 - Amendment C222 - Heritage Protection For Interwar Houses - Consideration of Submissions, objecting to the inclusion of 17 Tintern Avenue on the grounds of: lack of visibility from the street; poor preservation, lack of occupancy and significant degradation; lack of compliance with Council’s requirements for housing; and factual errors in the Council report.

Cr Chandler tabled the following correspondence:

·  Correspondence in relation to Item 6 - Amendment C222 - Heritage Protection For Interwar Houses- Consideration of Submissions:

Ø  A letter already tabled in relation to Item 6.

Ø  A letter (9.3.16) from a resident of Heyington Place, Toorak, objecting to the inclusion of their home in this amendment on grounds including: lack of consultation; the cost of maintaining the house and the many discomforts when living in it; its isolation among contemporary houses; and the need for demolition as renovation is unrealistic.

·  A letter (4.3.16), with previous correspondence attached, from a resident of Fawkner Street, South Yarra, expressing serious concern about the impact of a street tree on sewer pipes, concrete and house structure. The letter asks that the tree be removed as soon as possible. Cr Chandler said he believed that the matter has been raised with Council Officers and that a report has come to Council.

Cr Tini Athanasopoulos tabled the following correspondence:

·  Two items of correspondence already tabled in relation to Item 3 - 1D Rose Street, Armadale.

Cr Jim Athanasopoulos tabled the following correspondence:

·  Correspondence in relation to the proposed redevelopment of Gardiner Park:

Ø  A letter already tabled in relation to this matter.

Ø  A letter from residents of Clarke Street, Glen Iris, thanking Cr McMorrow for his support and objecting to the proposed redevelopment of Gardiner Park on the grounds of: moving the pavilion from its current position; installing synthetic grass; and stronger lighting. The letter notes the high density of the area and the resulting severe impact of: removing trees; additional noise and lighting; and increased traffic.

·  A letter (21.4.16) from the Religious Minister, Greek Orthodox Parish of Malvern, thanking Council for its support and requesting: leniency with regard to parking restrictions during Greek Easter; and assistance for police and security.

Cr Koce tabled the following correspondence:

·  A copy of ‘History News’, April/May 2016 published by the Royal Historical Society of Victoria. The newsletter contains an article about the 26 year old Malvern Historical Society, acknowledging the great work of the MHS.

·  A copy of ‘Local History News’ April 2016, published by the Malvern Historical Society.

Cr Ullin tabled the following correspondence:

·  Correspondence in relation to Item 4 - 101-105 Toorak Road, South Yarra:

Ø  An email already tabled in relation to Item 4.

Ø  A multi-signatured letter from five business owners and landlords of South Yarra Arcade, drawing to Council’s attention their objections to the granting of a permit in a Commercial 1 Zone in the historic South Yarra Arcade on the grounds of: restriction of sunlight; neighbourhood character and heritage concerns; creation of a precedent for future development; noise, dust and building materials impacting clientele in the arcade; severe negative impacts on businesses; problems with existing infrastructure; security issues; and community opposition.

·  Correspondence in relation to Item 6 - Amendment C222 - Heritage Protection For Interwar Houses- Consideration of Submissions:

Ø  A letter already tabled in relation to Item 6.

Ø  An email (22.4.16) from a resident of Heyington Place thanking Crs Ullin and Klisaris for visiting the property and reiterating previous assertions that the property is not worthy of a heritage listing, as was decided previously by Council.

·  Two pieces of correspondence already tabled in relation to the proposed redevelopment of Gardiner Park.

·  Correspondence in relation to Item 3 - 1D Rose Street, Armadale:

Ø  Two emails already tabled in relation to Item 3.

Ø  An email (10.4.16) from residents of Rose Street, Armadale, objecting to the proposed planning application on the grounds of: its location within a residential area; ongoing frustration and angst from neighbouring residents; and a past VCAT decision.

·  Three emails (21 & 23.3 and 25.4.16) in relation to Bowen Street, Prahran, noting: excessive speed of cars in the street; damage to cars parked in Bowen Street due to the narrowness of the street and the difficulty of parallel parking; and the need for a lower speed limit. Emails from Council staff are also included noting Council’s intention to conduct traffic surveys in the street.

G. Questions to Council Officers from Councillors

A / Request from young residents of Toorak for a skate park
Cr John Chandler said that at the previous Council Meeting he had tabled a request from young residents of Toorak for a skate park. These residents have since rung him. He asked when a report would come back to Council.
The General Manager Community and Culture, Karen Watson, said that a skate park was not currently listed on Councils’ Recreation Strategy, but that a report would be brought to Council in the next couple of weeks.
B / Toilets in Orrong Reserve near the tennis courts in City Street
Cr John Chandler said he had received phone calls complaining about the toilets in Orrong Reserve near the tennis courts in City Street. He has spoken to Council Officers. Apparently the toilets are in a disgusting condition and are frequented by undesirable people. He asked if Council Officers had had an opportunity to look into this matter and if any special cleaning regime was required.
The General Manager Assets and Services, Simon Thomas, said that on the day the complaint was received one toilet was blocked. That toilet was blocked off and attended to the next day. There has been a second complaint via Cr Sehr about undesirable activity. This has been reported to Victoria Police who has had complaints from residents and has undertaken to patrol the area.
C / Undesirable activity and increased rubbish at Woodlands Park, Malvern East
Cr Erin Davie said she had received a report from a resident about undesirable activity and increased rubbish at Woodlands Park, Malvern East, including litter, graffiti and cigarette butts. She asked that Council Officers review lighting, and graffiti and rubbish management at the site.
The General Manager Assets and Services, Simon Thomas, took the question on notice.

Cr Koce reported on a meeting of the Sustainability and Advisory Committee on 18 April 2016:

·  Environment Update: Matters discussed included: solar panels and overshadowing by developments; lack of notification to neighbours who are impacted; plastic waste in the ocean; Apartment Blocks Composting Trial Update; street lighting upgrade to LED; Stages 4 & 5 of the Yarra River Upgrade.
