81. / Reports:
81.1 Police. When sending his apologies, PCSO Kingdon advised there had been one crime reported: theft from a vending machine. Information was given on the new system to deal with lost and found property:
New system to deal with lost and found property
Devon & Cornwall Police now have a free, quick and easy way to report lost property. Simply go on to the Devon & Cornwall Police website and click on the link for Report my loss and complete the online form.
Your lost item will be added to a police-approved, national database that can be viewed by police nationally.
Once you have completed the form (which you can update or edit at any time), you will receive a lost property reference number which can be used for your insurance claim, should you choose to make one.
You can report almost anything via this system, within the UK, with these exceptions:
If you have lost your passport please complete a Form LS01, which can be obtained from your local Post Office or online at the gov.uk site lost my passport or by contacting HM Passport Office on 0300 222 0000.
What to do with found items
Most found property does NOT need to be passed to police.
Items can be handed to the premises owner or public transport operator where they were found.
To report found objects please complete the Found property form located on Report my loss.
The following items should be taken to your local police enquiry office at Barnstaple Police station: The office is open from 0900 to 1700 Monday to Friday (closed 1315-1400 lunch)
•  Mobile phones, laptops, cameras – anything with an internal memory
•  Personal ID - such as passport, driving licence, bank card, utility bills
•  Drugs, poison or any hazardous substance/liquid
•  Firearms, ammunition or explosives
•  Significant amounts of cash
What to do about stray animals:
If you find a stray dog and it has no address tag or telephone number on its collar, please contact your local authority dog warden, via your local council’s Environmental Health Department, who will be able to help you. For any other stray animals, please contact the RSPCA or your local vet for guidance.

81.2 County Councillor Mrs C Chugg advised it was likely the Police would not be attending as regularly as in the past and were looking to report every 3 months.
Braunton Library hopes to be one of the 10 pilot schemes in Devon, and it is to run as a Mutual Trust with extended opening hours, a swipe card machine and possibly even open all the time.
Youth Service. The first session was held in the Vivian Moon Community Centre and would be at another location in 2015.
Councillor Mrs Chugg had attended a HATOC (Highways and Traffic Orders) Meeting, attended by South West Highways. There was no definite information regarding the visit of Lengthsman to Parishes.
Finger posts. It was suggested these were replaced using her Locality Budget.
81.3 District Councillor Mrs A Davis. Not present. Apologies sent.
Planning enforcement had asked if there is any detail regarding the occupation of mobile homes; registration numbers of vehicles, number of the caravans being used? A file is open on the subject.
82. / Matters Arising:
82.1 Highways Issues. Councillor Holder had provided a map identifying the areas to receive attention which County Councillor Mrs Chugg would send to DCC Highways.
Trees in Mr J Arthur’s grounds are to be cut back before the digger can do the work and Mr Arthur to be requested to arrange for this to be done.
82.2 First Aid Training. Councillor Lawson advised that NHS First Responders had been informed of the location of the Ashford defibrillator and it would be checked on a regular basis.
The maintenance instruction book would be kept with Councillor Lawson who would also check the equipment on a regular basis.
As regards a First Aid training evening, Councillor Lawson to check with his colleague and send the Clerk some dates
82.3 Watery Lane. It was noted that Councillor Lawson had been advised of the problems at this site and it would appear that this is a landowner issue.
82.4 Website. It was noted this was fully up to date.
82.5 DCC Touch Choices Highways Consultation. It was decided that Councillors would respond individually. / Clerk

83. / Planning.
83.1 58359 – Variation of Condition 2 (approved plans) attached to Planning Permission 55101 to allow amended siting of dwelling at Higher Mainstone Equine Centre, Ashford.
It was resolved to recommend approval.
83.2 58422 – Variation of Condition 4 (occupancy restriction) attached to Planning Permission 58084 to allow holiday occupancy only at Tarka Holiday Park, Braunton Road, Barnstaple. This Application had been received on the day of the Meeting.

84. / Planning Correspondence:
84.1 The following ND Council Decision Notices were noted: APPROVALS FOR
- 58151/58152 – Approval of details in respect of discharge of Condition 4 (Historic Building Record) attached to Planning Permission 57623 at Ashford Gospel Hall, Ashford.
- 58084 – Change of use to allow siting of static caravans at Tarka Holiday Park, Braunton Road.
85. / Finance.
85.1 Balances. NatWest Current Account as at 10/11/14: £10.00
NatWest Business Reserve Account as at 10/11/14: £2,695.48
85.2 The following payments were approved and authorised:

85.3 Bank Mandate. The paperwork had once again been returned and confirmation was awaited that the Bank’s systems have been updated.
85.4 Half yearly audit of the accounts. The accounts had been prepared and delivered to Councillor Mrs Bosley for checking with Councillor Lawson. The Account Book was signed off at the Meeting.
85.5 Ashford PCC. Letter of thanks for the cheque for £150.00 in respect of hire of the Church Hall in 2014.
85.6 TAP (Town & Parish) Fund. The Clerk had ascertained there is £270.60 allocated to Ashford. A partner Parish is required to be able to draw down the funding and Councillors wanted this to go towards ditch work with either Heanton or Marwood Parishes.
85.7 National Joint Council for Local Government Services. Local Government Pay Consultation. Councillors have been circulated with the details.
Proposed by Councillor Rowe, seconded by Councillor Mrs Sampson and agreed that the Clerk’s salary is increased by 2.20%.
85.8 HMRC. It was noted that a VAT reclaim of £209.43 has been received on the morning of the Meeting for the period 1/4/13 – 31/3/14. / Clerk

86.1 The Local Government Boundary Commission for England. Details of the Electoral Review of Devon. Noted.

88.1 Financial Regulations. Councillors will be circulated with a copy of the current Regulations in force and those prepared by the National Association of Local Councils as a comparison. The email had not been received. / Clerk to re-send details
