12/10 Minutes
The Minutes of the meeting held on January 26th 2010 were approved and signed as a true record. (prop Cllr Kinsey, sec Cllr Rhind -Tutt – all in favour).
13/10 To receive any Declarations of Interest in accordance with the Parish Councils (Model Code of Conduct) Order 2007.
None were declared.
14/10 Notification of Gifts or Hospitality in excess of £25 whilst in official capacity
Cllr Kinsey declared a gift of over £25 whilst in his official capacity as Mayor of Wilton from the Mayor of Malmesbury in the form of a ticket to the Mayoral Ball.
15/10 Matters arising from the Full Council meeting
Skate ramp at Dinton
This has been put up for sale with offers to be submitted as sealed bids which will be opened on 14th March. The ramp consists of three units each piece about 3 metres square. It is being put up for sale because: a. nobody uses it and, b. it failed a ROSPA inspection because it was not bolted to the ground properly. Members agreed that if Wilton Town Council was successful in buying the ramp, it should be sited in Castle Meadow. The skate ramp was bought by Dinton Parish Council about six years ago at a cost of £6,000. It was agreed that a bid of £520 was appropriate (prop Cllr Rhind-Tutt, sec Cllr Kinsey – all in favour)

No payments were required.
17/10 To review other ongoing matters
17.1 Pavilion – The Town Council needs to advertise for tenders in respect of the Sports Pavilion. This is in the interests of openness, honesty, transparency and fairness. It will also give the Council time to review the estimated specification, to ensure it contains exactly the Town Council’s requirements.
17.2 Notice boards at Cemetery and Castle Meadow – These have yet to be done and the project is awaiting better weather.
17.3 Replacement gates at Minster Street – These are now complete and will be installed in the first week of March.
17.4 Requirements at Bulbridge.
It was agreed to provisionally arrange a meeting at the school for Monday 15th March at 7.00pm. The Town Clerk will arrange appropriate publicity.
17.5 Revetment works at Minster Street – The Clerk is still working on this and obtaining alternative quotes.
17.6 Fencing at Wishford Road – this has now been installed. Quotes have been requested for an aerial slider and a camber swing, to be located either side of the play area. This will allow a set of goal post to be installed as well. In the Town Council’s winter newsletter, the Clerk has also asked the residents for their ideas.
17.7 Replacement for Sputnik play equipment at Minster Street – The Town Clerk produced quotes for a see saw. Members’ preferred choice was the ‘Dragonfly’ see saw which was priced at £1,332.
17.8 Quotes for double sided A2 boards – Not all quotes have yet been received.
18/10 To receive monthly reports on the Cemetery and Recreation Grounds, preceded by the Contractor’s Report
Contractor’s Report. – Surfaces at Minster Street and Bulbridge have been treated for moss but still require a second treatment. There is a small hole in the wet pour at Bulbridge. Work to combat the moles at Minster Street is proceeding.
The Cemetery – Cllr Abbott reported that it looked very well. He had asked for an estimate of the cost for a cast to be made of the Town’s crest at the cemetery since it was a particularly fine one. As to the future of the cemetery, pressure from Salisbury City to create a new cemetery at Fugglestone Red seems likely to succeed before any housing or other development takes place there. This presents the possibility of Wilton sharing the facility which would cost the Town Council less than the development of an extension to the existing cemetery.
Minster Street – Nothing to report
Bulbridge – Cllr Mrs Belk reported that there had been a recent spate of dog fouling. Local residents are on the lookout to try and identify the culprit(s).
Castle Meadow – The recent incident of a car driving over the field had not caused any permanent damage.
Flouse Hole – Nothing to report.
Old St Mary’s Churchyard. – The wall is in need of repair. The Town Clerk will try to establish which body is responsible for the wall.
Old Wishford Road – Nothing further to report.
The Council Offices – The recent cold weather will result in a higher than usual gas bill. This will be of the order of £800 for the past quarter.
19/10 Chairman’s Report
Cllr Matthews asked Members if the Town Council should go back to having just one Committee or not. After a brief discussion there was a narrow balance of opinion in favour of the status quo.
Cllr Matthews told the meeting that Wilton Estate would be sympathetic towards the construction of a footpath beside the A30 at Ugford provided Wiltshire Council paid for any works.
20/10 Town Clerk’s Report
· Wilts & Dorset – A meeting attended by a representative from Wilts & Dorset and a County Councillor was meeting this evening (23 February) at Quidhampton Village Hall. Cllr Mrs Blackman was attending the meeting.
· Sustrans Cycle route from Wilton to Alderbury – A meeting will take place on Tuesday 23rd March at Quidhampton Village Hall to discuss the progress of this project.
21/10 To confirm the date of the next CP&G Committee meeting
Tuesday 23rd March 2010 at 7.00pm at the Council Chamber.
22/10 There being no further business, the Chairman closed the meeting at 7.52pm.
