Minutes of the Annual Meeting of Milford Haven Town Council
held at the Council Chamber, Town Hall, Milford Haven
on Monday, 16th May, 2016 at 7:00 pm

Prayers were led by the Mayor’s Chaplain, Mrs. N. Joseph.
1. APOLOGIES:
Apologies for absence were received from Councillors A. E. Byrne, A. W. Eden, Mrs. J. Hawkins, M. J. Norman, D. R. Sinnett and Mrs. C. T. Williams.
2. MAYOR’S REMARKS:
The Mayor, Councillor S. G. Joseph, said that prior to the formal proceedings, and as his final duty as Mayor, he wished to make two Mayor’s Awards.
He then presented Councillors C. A. Sharp and G. Woodham MBA (Open) LL.B (Hons) with a joint Mayor’s Award for their “Christmas Together” initiative. The Mayor said that he had attended the last “Christmas Together” and had witnessed the importance of this event in combating loneliness over the festive period.
The Mayor advised that he was also making a Mayor’s Award to the pianist, Mr. P. Griffiths, who he observed over the Christmas period working tirelessly to help local organisations.
3. ELECTION OF MAYOR:
Councillor G. Woodham MBA (Open), LL.B (Hons) proposed and Councillor M. P. Rickard seconded, that Councillor W. D. Elliott BA QTS be elected Mayor of Milford Haven for the ensuing year.
RESOLVED THAT Councillor W. D. Elliott
BA QTS be and is hereby elected Mayor
of Milford Haven for the ensuing year.
Councillor W. D. Elliott BA QTS was invested with the Chain of Office by the retiring Mayor, Councillor S. G. Joseph.
The Mayor then signed the Declaration of Acceptance of Office and took the Chair for the remainder of the Meeting.
The Mayor, Councillor W. D. Elliott BA QTS appointed Mr. L. Jones as his Consort.
Mr. L. Jones was invested with the Chain of Office by the retiring Mayoress, Mrs. N. Joseph.
The Consort then presented a gift to the retiring Mayoress.
The Mayor, Councillor W. D. Elliott BA QTS thanked Members for the honour of electing him as Mayor, and said that it was an immense privilege to become the town’s youngest Mayor and he would serve Milford Haven to the best of his ability and for the benefit and improvement of the Town.
The Mayor said that his main charities this year would be the Milford Haven Sea and Royal Marines Cadet Unit and the Milford Haven Junior Town Band.
The Mayor urged Members to attend Council Meetings and Civic events.
4. RETIRING MAYOR:
The Mayor, Councillor W. D. Elliott BA QTS, thanked the retiring Mayor, Councillor S. G. Joseph, for the able manner in which he had carried out his duties and responsibilities during his year of Office.
The Mayor, Councillor W. D. Elliott BA QTS then presented a gift to the retiring Mayor on behalf of the Milford Haven Town Council.
Councillor S. G. Joseph paid tribute to his Mayoress and Chaplain, Mrs. N. Joseph, for her support during his year of Office.
He concluded by thanking the Clerk and Secretary for their assistance and presented them with gifts.
5. ELECTION OF DEPUTY MAYOR:
Councillor Mrs. C. Stevens proposed and Councillor R. D. Evans seconded, that Councillor C. A. Sharp be elected Deputy Mayor and Mayor Elect for the ensuing year.
RESOLVED THAT Councillor C. A. Sharp
be elected as Deputy Mayor and Mayor Elect
for the ensuing year.
6. REPRESENTATION ON OUTSIDE BODIES:
RESOLVED THAT the following details of Councillors’
Representation on Outside Bodies be accepted:
A. E. Byrne - Haverfordwest Citizens’ Advice Bureau Management Committee; One Voice Wales Pembrokeshire Area Committee; Advisory Committee of the Hakin and Hubberston Community Centre.

7. CALENDAR OF MEETINGS FOR 2016-2017:
Members considered a draft Calendar of Committee and Council Meetings for the Municipal Year 2016-2017.
RESOLVED THAT the Calendar of Meetings,
as presented for the year 2016-2017, be
approved.
8. APPOINTMENT OF MAYOR’S CHAPLAIN:
The Mayor, Councillor W. D. Elliott BA QTS, advised Members that Father Harri Williams, who was on holiday and not able to be present this evening, had accepted his invitation to be his Chaplain during his year of Office.
9. APPOINTMENT OF MAYOR’S CADET:
The Mayor said that he was appointing the Mayor’s Cadet this evening in order that his Cadet have a full year in office alongside the Mayor.
The Mayor then appointed Lance Corporal Niall Hooper as his Mayor’s Cadet.
10. CIVIC SERVICE:
The Mayor advised that his Civic Service at St. Katharine and St. Peter’s Church on Saturday, 18th June.
The Mayor, Councillor W. D. Elliott BA QTS, formally closed the Meeting and asked the former Mayor’s Chaplain, Mrs. N. Joseph to give the blessing.
