5867.DISCLOSURE OF MEMBERS INTERESTS

Councillor Hayes declared an interest in application CB/09/01036/FULL – 79 High Street – First floor side extension as he has a professional relationship with the applicant.

MATTERS ARISING

5868.Decision Notices (see minute 5862-03/06/09)

A letter has been sent to the Highways Agency regarding the stretch of the A1 from the Stotfold junction A1M/A507 towards Biggleswade and our concerns over the dangerous entrances and exists on and off this dangerous stretch of road, following receipt of application 09/00448/FULL Astwick Service Station, Great North Road – Redevelopment of filling station, and associated works.

5869.Planning Applications (see minute 5863-03/06/09)

A letter has been sent to the Central Beds Planning Officer regarding application 09/00895/FULL – 35 Prince Charles Avenue – two storey side/rear extension, further explaining our concerns over such extensions in this particular development.

5870.Central Bedfordshire Council – Town & Country Planning Act 1990

Central Beds has received a request to amend the application below:

CB/09/00227/DC3 School Site, Land South of Stotfold, Norton Road, Stotfold

Council 3: New 300 place Lower School and Pre-School facility

The plans show changes to the design of the school building and boundary treatment, in particular to the front of the school and have now provided a means of enclosure which is more in line with the Design Code for the site. The balconies remain on the plans, and the balcony walls will be the height of an adult.

Since producing the agenda for this meeting, a Planning Officer has now advised that as our previous comments on this application were made to the former Mid Beds District Council we will need to forward those comments again, if they still stand, together with any new comments on the suggested amendments. Comments are to be forwarded by 1st July 2009.

Resolved that the following comments are forwarded to Central Bedfordshire Planning Department regarding application CB/09/00227/DC3 – School Site, Land South of Stotfold, Norton Road, Stotfold – New 300 place Lower School and Pre-School facility:

No objections subject to concerns of health and safety and presentation of risk assessment covering all types of children to the external balcony areas. There are concerns that the designated disabled parking bays are too far from the entrance of the building. We would also suggest that the existence of the public transport as per the application’s supporting documentation is checked.

5871.Resident’s concern over apparent demolition of bungalow in Mill Lane

A resident has queried if there is an application to demolish a bungalow in Mill Lane as the front of the building has now gone and also the roof. The men working on site have advised that they will be building a five bedroom house. On checking through our records the only application for works to a bungalow in Mill Lane are for a first floor extension over the existing bungalow, single storey side and front extensions, new roof over garage and link to house to form covered parking area.

Resolved that the Central Bedfordshire Planning Department are asked to check the situation regarding the apparent demolition of the existing bungalow as a matter of urgency.

5872.TO CONSIDER SENDING A REPRESENTATIVE/S ON THE CPRE PLANNING TRAINING DAY BEING HELD ON MONDAY 28TH SEPTEMBER AT THE RUFUS CENTRE, FLITWICK

As this Council is a member of CPRE cost for attendance, including sandwich lunch and drinks will be £25 for the first delegate, and £35 for additional attendees.

Recommended that Councillor Mrs Wilding and Councillor Hayes attend the Planning Training Day, diary permitting. Funds from the Establishment Training budget.

Members were previously circulated the list of Planning Decision Notices recently received.

Resolved that the Planning Decision Notices as listed and forming part of these Minutes be noted.

5875.TO CONSIDER A REPRESENTATIVE OF THE PLANNING COMMITTEE ATTENDING THE DEVELOPMENT CONTROL MEETING AT CENTRAL BEDFORDSHIRE AUTHORITY RELATING TO ANY OF THE ABOVE QUOTED PLANNING APPLICATIONS

Resolved that Councillor Collier attends the Development Management Committee meeting at Central Bedfordshire relating to application CB/09/01018/FULL – 2 Hitchin Road, Stotfold – Erection of 4 No. one bedroom flats and 5 No. two bedroom flats, including 10 parking spaces.
