MINUTES OF A MEETING OF SPROTBROUGH & CUSWORTH

PARISH COUNCIL HELD 20 DECEMBER, 2012 AT THE

GOLDSMITH CENTRE, SPROTBROUGH

Present: Cllrs: P. Haith (Chair), A. Weston, S. Gallacher, M. Wood, R. Bartlett,

J.Rodgers, K. Wood, M. Greenhalgh, S. Platt, R.A. Jones.

In attendance: 3 members of the public.

Apologies: Resolved: That apologies received from Cllrs. A. Smith, A. Green, T.

Ashman and J. Nightingale, with reasons for absence

approved, be accepted.

3170.  DECLARATION OF DISCLOSABLE PECUNIARY INTEREST

Cllrs. M. Wood and S. Platt declared an interest in item 13(f) of the agenda.

3171.  CONFIDENTIAL BUSINESS

Resolved: That page 5 of the Minutes of the meeting held 15.11.12

and items 8 & 11 of the agenda be discussed with press

and public excluded under the provisions of the Public

Bodies (Admission to Meetings) Act 1960.

3172.  SCHEDULE OF ACCOUNTS AND PAYMENTS DUE

Resolved: That items to be paid, as set out, be approved for immediate

payment in the sum of £13,677.52.

3173.  MATTERS RAISED BY THE PUBLIC

A report was given on the public meeting held to discuss an extension to the skate park and a request put forward that the Parish Council reconsider its decision not to pursue an extension.

It was pointed out that this matter could not be discussed further until September, 2013 at the earliest in line with the decision made by the Parish Council in 2010.

3174.  POLICE MATTERS

In view of the non attendance by the police the Clerk would ask if a written report could be submitted each month. DMBC would also be contacted and asked if they could monitor speeding on Cusworth Lane and the parking of cars on the kerb.

Resolved: That the Minutes of the above meeting be confirmed as a

true record subject to the following amendment:- Page 2,

Minute 3161 add ‘Cllr. R.A. Jones asked that the Police

Commissioner be invited to a future Parish Council

meeting’.

3176.  PLANNING MATTERS

New applications

12/2862/FUL : Burntwood Cottage,Spring Lane

12/2962/FUL : 92 Tennyson Avenue

12/2959/FUL : 170 Cadeby Road

12/2887/FUL : 229 Sprotbrough Road

12/2945/FUL : 79 St. Martins Avenue

12/3086/FUL : Land off Allendale Gardens

Resolved: That no observations be made in respect of the above

applications.

Planning correspondence

Cllr. A. Smith had attended the meeting of DMBC Planning Committee to

give the Parish Councils support to objections made to the proposed

Wind Turbine at Scabba Wood. It was noted that this application had

been refused due to an objection from Robin Hood airport on the grounds

that it would affect radar operation.

Neighbourhood Planning

A proposal had been submitted by Cllr. R. Bartlett to form a Working

Group of interested parties to consider if a Neighbourhood Plan was

appropriate and could be taken forward. Cllr. Bartlett and Cllr. Platt would

represent the Parish Council on this group.

This proposal was agreed.

A request from a resident that the Working Group look at the plan on a

long term basis was noted.

3177.  DISPLAY OF MEMBERS PHOTOGRAPHS

Members were asked if they had any objections to the displaying of their photographs in the parish newsletter and on the web site. There were no objections and the Clerk would contact those members not in attendance informing them of the decision and asking if they had any objections.

3178.  RECREATION & AMENITY MATTERS

Newsletter

The Christmas edition of the newsletter was currently being circulated.

New Lane

Nothing to report.

Newlands Park

Parishioners were still submitting their concerns.

A site meeting had taken place with DMBC Planning representative and it

had been established that a planning application would not be required. A

decision was still awaited from the Woodland Trust regarding the

provision of trees.

Anchorage Lane

Problems were currently being experienced with high levels of litter.

There had also been flooding of the play area and the adjacent football

pitch due to the adverse weather conditions. The Clerk would contact the

playgrounds officer for his views on the matter.

Goldsmith Centre

A new toilet in the ladies had been fitted.

3179.  MEETINGS/CONFERENCES ATTENDED

Y.L.C.A.

Cllr. R.A. Jones gave a verbal report on the Y.L.C.A. Policy & General Purposes meeting and a meeting of the Northern Group of Local Council Associations.

Marr Wind Farm Liaison Committee

The Clerk had not received any further response from DMBC Highways on the request for a footpath from Sprotbrough to High Melton and would follow this up along with a further request for a footpath from Marr cross roads to Melton Woods.

Sprotbrough/Scawthorpe libraries

A verbal report was given on the meeting held 13 December, 2012. The Clerk would write to the library asking for a list of their charges.

Other meetings attended

Cllr. M. Greenhalgh gave a verbal report on a training seminar at

Wakefield.
