Approved with the following corrections:

Public forum – no members of the public present.

Sawtry Sports and Leisure Association – Cllrs Tuplin/Scott:
  • Received 100% rate relief
  • Some money still outstanding from hirers of the facilities
  • A fun day will be held on May 7th – subject to insurance
  • Fireworks – set for November 3rd subject to confirmation from firework company that they are available
  • Been approached by LoobyLoos nursery to consider siting portacabin at Greenfield.
The Parish Council would need to be consulted and planning permission would be needed.
Sawtry Show – Cllr Tuplin – nothing new to report
Sawtry Internal Drainage Board – Cllrs Riddle, Custance, Tuplin, Laxton – nothing new to report
District Council – Cllr Tysoe – not present
District Council – Cllr Tuplin:
  • The mayor elections are coming up, everyone encouraged to vote
County Council – Cllr Bywater:
  • The County Council are looking into the costs and implications of re-locating the library to the Community Centre. This is supported by Cllr Bywater. The committee will meet in May.
  • A member of the overview and scrutiny panel for the combined authority
  • Rumbles parking – the fire service will fund yellow zigzag lines across the front of the fire station and, following discussions with residents, white lines to show access to properties
  • The Parish Council were thanked by Cllr Bywater for their support over the last 4 years
Cllr Bywater left the meeting.

  • Attended the Carnival Queen selection evening
  • The Chairman’s Challenge Treasure Hunt is on Sunday (16th)
  • The car boot sale went well
The chairman asked all committee chairs to submit their annual reports to the Clerk

Amenities / No meeting
To note land identified by HDC in Sawtry for adoption for maintenance will now continue to be maintained by HDC. The Parish Council will not now be required to adopt the grassed area in Rockingham Road.

Cllr Alexander advised that the next wreath laying to commemorate the fallen of World War 1 would take place on April 30th at 10.30am, councillors encouraged to attend.

Community Centre Purchase Project – Cllr Scott
A working party set up – Cllrs Scott, Laxton, Mulcrone, Gadsby, and Tuplin. The first meeting to follow the Amenities committee on April 19th. Cllr Bywater to be invited to join the group.
Finance and General Purposes / No meeting
Review of fees and hire charges - List of fees after 2% increase attached – all noted and approved.
To consider extending the 10 min open forum at the start of meetings, and to remove the need to book in advance – Cllr Scott – deferred to a future meeting
To consider Parish Council run audio/video recording/broadcast of all meetings – Cllr Scott – deferred to next F & GP meeting

Recommend approval. It is in keeping with the area and the plot is large enough.
Cllr Riddle left the meeting.
5.2 17/00398/HHFUL – 1 Ashdale Close – install a 1.8 metre high fence along 12.2m of the rear boundary of the property, 2.3m of which is adjacent to the public highway (pavement) – the requirement for the works is due to the area to be fenced off being currently unfenced and consequently posing a weak point in boundary security:
Recommend approval. As long as the boundary of the property is correct can see no problems with the application. It is a reasonable thing to do to improve security.

Cllr Scott asked Cllr Tuplin to raise concerns with HDC that the developer of the land at St Andrews Way was not complying with the conditions of the planning approval.
