060/17 GUEST SPEAKER JANE TAYOR COPELAND CONSERVATION AREA DESIGN: Jane Taylor from Copeland Borough Council gave a short presentation on the Conservation Area Design Guide. It was noted that any responses are required by 18thAugust.

063/17 MATTERS ARISING:036/17 One Way System Cllr Kelly was keen that this is acted upon urgently, Cllr McGrath stated that Cllr D Wilson as a Cumbria County Councillor has embarked on a traffic management plan. It was agreed a letter to be sent to Cumbria County Council regarding the one way system proposal. Action: Cllr R Kelly to draft letter and send to clerk

025/17 Park Pavilion – It was noted that a Town Centre Regeneration Scheme pack has been received for the pavilion, which will go to the A&R Committee first Action: To add on to next A&R Agenda

065/17 CUMBRIA COUNTY COUNCIL REPORT: No County Councillors present

066/17 COPELAND BOROUGH COUNCIL REPORT: No updates.

067/17 AMENITIES AND RECREATION UPDATE: The minutes were noted Cllr R Kelly proposed and Cllr J Brown 2nd.

068/17 YOUTH COUNCILLOR:YC Ross Bawden read out his results from the survey carried out at Millom School, results as follows:

“On the 3 questions on the survey, the majority of students replied that Millom needed improved recreation facilities, improved youth clubs and improved sporting areas.

The most popular choice across all ages was that Millom needed free Wi-Fi areas or hotspots.

In year 7, ages 11-12, the most popular choices aside from Wi-Fi were a new swimming pool, improvements to the park and a skate park/ recreational area

In year 8 ages 12-13, the most popular choices were again a swimming pool, park improvements and a new skate park/ bike area

In year 9 ages 13-14, once again a swimming pool, park improvements and new recreation area are the most popular choices.

Other choices gained some support, such as a 3g football pitch, a café, more social events, improved public toilets and a small cinema.

Overall the survey has provided some key information that we can move off from.”

YC Ross was thanked for doing this and it has given the council something to work off and could be possibly used for funding.

069/17MILLOM TOWN COUNCIL ACTION PLAN: Cllr Brown was thanked for her work in getting the road resurfaced and it was agreed a good job had been done, Cllr Brown also stated that the part time toilet attendee was doing a good job tidying round the car park area after the surfacing was completed.

Buses – it was discussed about the possible volunteer scheme, and to advertise the scheme on the councils Facebook page to see what response we get, and we would also need a co-ordinator for the scheme, also the possibility of using the CCC nursery bus.

AD – stated the backboards on the MUGA needed taking down so that we can order some new ones, and quotes were needed for the fence.

AD also mentioned that the bus shelter in the square should be removed as it is an eyesore. Jane Taylor – Copeland Conservation Officer to be asked if any help available in replacing it.

070/17COPELAND TOWN REGENERATION GRANT SCHEME:Cllrs attended a meeting on 21st July 2017 to launch the scheme and it was up and running from Monday 24th July. At present there are 10 registered interested parties in Millom.

071/17 PUBLIC CONSULTATION – COPELAND BOROUGH COUNCIL DRAFT CONSERVATION AREA DESIGN GUIDE: It was agreed that the Council should respond to this. Closing date for responses is 18th August 2017. Action Clerk to draft response.

072/17VISION FOR MILLOM PARK: The A&R Committee have drawn up a Vision of Millom Park, AD stated that the Big Lottery have introduced a Heritage Park grant and there is £130 million available for qualifying parks.

It was also agreed that this be formally adopted as a council policy.

073/17 BOUNDARY COMMISSION REVIEW: Cllr R Kelly gave a report back from the meeting saying that not many were attending these meetings, it is been discussed about how many councillors Copeland need and they are looking to reduce these by a third, possibly half. The wards will then be divided. The Council need to attend these meetings so that we may have a say in how our wards are divided. Currently we have 6 Copeland Councillors (1 Haverigg, 2 Holborn Hill and 3 Newtown) the next meetings are set for 9th August and 16th August.

074/17 HAVERIGG INSHORE RESCUE STORAGE CONTAINER: Letter received at office on 20th July 2017 how do we respond? JB believes that they have put in retrospective planning;the council believe they had plenty of time to apply for planning, as it’s our land we still have the right to ask them to remove it and object to the planning when it is received at office. A number of complaints have been received regarding the container and siting. They have till the 8th August to remove it as per our letter 13th July.

075/17 PLANNING: 4/17/2225 – Erection of detached two storey dwelling land adjacent to Calderfield, Castle View, Millom for DM Ross Ltd – it was agreed to request a site visit, due to the part built property in that area. Action Clerk to write to H Morrison requesting site visit.

076/17 ACCOUNTS: RESOLVED that the accounts presented be passed for payment AGREED.

077/17 ANY URGENT BUSINESS: It was asked that letter of thanks go to the local community volunteers that have helped tidy up local footways recently.
