CALL TO ORDER

The meeting was called to order by John Slater, Chairman at 2:20 p.m.

APPROVAL OF MINUTES

A motion (I) was made by Sandra Sparks, seconded by Liling Tien and unanimously carried by the members of the Board of Examiners of Landscape Architects to approve the minutes of the January 30, 2003 meeting.

APPLICATIONS FOR EXAMINATION

A motion (II) was made by Sandra Sparks, seconded by Charles Bailey and unanimously carried that the following applications be approved to sit for the June, 2003 examinations:

A motion (II) was made by Charles Bailey, seconded by Sandra Sparks and unanimously carried that the following applications be approved.

EXECUTIVE SESSION

Motion (IV) was made by Charles Bailey, seconded by Sandra Sparks and unanimously carried by the Board members in attendance to go into Executive Session at 2:45 p.m., 2nd Floor Conference Room, Baltimore, Maryland 21202. This meeting is permitted to be closed pursuant to State Government Article, § 10-508. The purpose of this meeting was

to consult with its Counsel. Upon completion of the Session, the Board convened the public meeting at 3:00 p.m.

APPLICATION DENIALS

One application for corporation registration was denied for incompleteness and two applications for reciprocity were denied for incompleteness.

CORRESPONDENCE

The Board received a memo from CLARB regarding Financial Report for the Year Ending September 30, 2003. The Board reviewed this memo and found it to be informational only.

HEARING REGULATIONS

Milena Trust explained to the Board that the Secretary has adopted regulations governing hearings conducted by the Boards within the Department. The Boards have the option of adopting the regulations as their own or modifying them within their regulation. Ms. Trust further stated that some of the Professional Boards have adopted them as is and some have adopted their own regulations relating to recalling of witnesses.

Motion (V) was made by Sandra Sparks, seconded by Charles Bailey and unanimously carried by the Board of Examiners of Landscape Architects to adopt the Department’s hearing regulations.

LEGISLATIVE UPDATE

Milena Trust reported to the Board that the Special Fund Bill passed the Senate and the House committee has heard this bill, but to date the bill has not moved out of the House Committee.

ANNUAL MEETING REPORT

John Slater reported to the Board on the CLARB Annual Meeting that he just attended in Texas. Some of the topics discussed were CLARB education crisis, outreach program that CLARB has, international mobility being a issue for future discussion as well as examination security being a major issue in the future. There was also discussion about computerization of the examinations, and that a Beta computer exam may be administered later this year. He reported that Connecticut has turned the administration of their examination over to CLARB. CLARB will be developing some rules on disciplinary action. CLARB is looking to prioritizing programs in regards to the examination.
