MINUTES, HENDERSON CITY COUNCIL REGULAR MEETING, WEDNESDAY, FEBRUARY 17, 2016

Meeting called to order at 7:00 P.M. by Mayor Paul Menne at the community meeting room. Present were council members Randy Tiegs, Jeff Steinborn, Kelly Braun and James Brenno. Also present were Kris Janisch and Police Chief Shelbea Sadusky.

Motion Brenno, seconded Steinborn approve minutes from the January 20, 2016 meeting. Motion carried.

Written and verbal report from Interim Police Chief Shelbi Sandusky was presented and discussed. There was discussion on permanent police chief position and the city council made a job offer to Sadusky to be the full time Chief.

Motion Tiegs, seconded Steinborn to offer the Henderson Police Chief job to Shelbea Sadusky at an annual pay rate of $54,000. She has until April 15, 2016 to decide whether or not to take the position. Motion carried. She is authorized to attend the Minnesota Police Chief’s convention as well.

City Administrator reported on activity report, snowmobile and snowbird and snowmobiling on the levee ordinance revisions, updates to the comprehensive plan-final approval March 16, broadband resolution, liability insurance meeting, we fi project status and other items

Motion Steinborn, seconded Tiegs to approve the broadband resolution, 2016-02. Motion carried.

Mayor Menne reported that the Community Recreation meeting was cancelled; no meeting of Sibley County EDA but Region 9 approved 3 loans. He also reported on upcoming Greater MSP and MinnSTARC 19 meeting with ISG and MNDOT, slope presentation program April 12 at MNCS.

Tiegs and Steinborn reported on MRVPUC meeting with flow and billing questions as well as future needs. Motion Tiegs, seconded Braun to have special meeting Tuesday, March 15 allowing all council members to attend the MRVPUC meeting. Motion carried.

Braun and Tiegs reported delinquent utility bills are being taken care of and allowing for credit card and online payments is being worked on by staff.

Motion Tiegs, seconded Steinborn to approve the library agreement for staffing. Motion carried.

Motion Tiegs, seconded Steinborn to approve the ambulance agreement with the City of Le Sueur. Motion carried.

Henderson Fire District Recognition night February 27 and Local Board of Appeal and Equalization April 12.

Motion Braun, seconded Tiegs to approve the following bills with the motion carried.

Motion Tiegs, seconded Braun to approve the January monthly report. Motion carried.

Berberich discussed 2015 audit (presentation probably not going to be until April when Henderson Fire District and MRVPUC things have been completed and submitted) and resolution 2016-01.

Motion Brenno, seconded Tiegs to approve Resolution 2016-01 related to budget amendments and transfers. Motion carried.

Motion Steinborn, seconded Braun to approve issuance of pop licenses as submitted. Motion carried.

Motion Brenno, seconded Braun to approve waiver of liability for insurance. Motion carried.

Motion Tiegs, seconded Brenno to approve the revised meeting schedule; motion carried.

Mayor Menne adjourned the meeting at 8:45 P.M.
