MINUTES FROM AN ORDINARY MEETING OF MID-WHARFEDALE PARISH COUNCIL HELD IN ASKWITH VILLAGE HALL ON 27th August 2015 AT 7.45 PM

Before the meeting started Vice Chairman Cllr Crossley welcomed new councilor Kathryn Chivers whom had been co-opted on to represent Nesfield/Langbar in replacement of Janet Sharpe who had retired after many years of service.

35/01APOLOGIES:

35/02DECLARATION ON INTERESTS

Cllr Dobson declared an interest in planning application ref 6.128.24.M.S106 at High Austby Farm Nesfield

35/03PUBLIC SESSION

J Sayer reported that the collapsed bridge at West Back had received no attention. The Clerk confirmed that this was covered in a letter received from HBC, but due to budget restraints it may be some time before this is attended to.

35/04MINUTES:

Minutes of the Annual and Ordinary Meeting held on 21st May 2015 having been circulated were approved as a correct record and signed by the Vice Chairman.

35/05MATTERS ARISING FROM THE PREVIOUS MEETING

4.1Askwith School and Highways. A speed survey had been under taken by 95 Alive and average speeds were less than 25mph, these are within the required limit, so no further action will be taken.

4.2Denton traffic issues. It was confirmed that the white lines around the triangle had now been repainted. The Clerk reported that Denton Hall Estates confirmed that they were the owners of the Triangle in Denton village. The meeting felt that this may not be the case and Cllr Stewart to investigate ownership via the Land Registry

4.3It was confirmed that Askwith seat had been painted and Cllr Pettie had applied for a Cold Calling Zone to be set up in Askwith.

4.4Village greens. The Clerk had started to investigate the registration of these. Form CA9 needs to be completed but further information is required on the ownership/history of these greens. Cllr Stewart to investigate via the Land Registry with Askwith and Weston Cllrs to make further local enquiries.

4.5Clerks appraisal had bed completed by Cllr White and Cllr Stewart and is available for inspection.

4.6The bank mandate to be updated with Janet Sharpe removed and Cllr Pettie added.

35/06CLERKS REPORT;

Duties since 14th May 2015 meeting, dealing with phone calls, receiving and distributing planning applications, receiving and dealing with correspondence,

receiving and sending emails, posting notices, article for Church magazine, writing minutes and forming agendas.

Following up items from the last meeting including letters to NYCC, Bradford Council, Denton Hall Estate and J Sharpe. Sorting the new requirements under the transparency code. Updating web site with the help of web master I Canavan including new sections for the Transparency and Consultation documents. Looking into and sorting paper work for registering Denton and Weston village greens. Dealing with paper work in relation to Nesfield/Langbar new Councillor. Sorting HMRC issues.

35/07DISCUSSION ITEMS

7.1Cllr Marston commented on the poor condition of Moorside Lane, Askwith. Cllr Stewart reported Japanese Knott weed is growing in a verge at Denton and the Concrete barriers near the Denton T junction on Denton Road are missing after a recent road accident. This means cars could quite easily go off the road and straight into the river. Clerk to report these issues.

7.1The annual insurance is due with Zurich Insurance. This had gone up by 49p to £278.49 and it was agreed to renew the insurance with Zurich.

7.3With the introduction of the Transparency Code and further Web site improvements, Web designer I Canavan has submitted an invoice for £50.00. It was agreed to pay this.

7.4Cllr Fort reported that some discussion was taking place on devolution in the surrounding areas, which may bring NYCC, Craven, Leeds, Selby and York under one authority. Proposals for this have to be submitted by 4th September.
