That Transportation and Public Works Committee recommend to City Council:

  1. That the City of Edmonton’s response to Alberta Transportation’s Discussion Paper “Public Highways Development/ City Transportation Acts” (Attachment 2 of the September 2, 2003, Transportation and Streets Department report) be approved.
  2. That the City Manager forward the City’s response to the Assistant Deputy Minister, Alberta Transportation.

G.3.b.Open Tenders $1,000,000 or Greater (Inclusive of GST) as at September 12, 2003 

That Administration award the tender projects listed in Attachment 1 of the September 12, 2003, Corporate Services Department report and enter into all relevant agreements, such tenders to be in accordance with Administration’s normal tendering guidelines. / Corporate Svcs.

D.1.a.Downtown City Market (M. Phair)

Last week it was announced that the downtown City Market lands were again available and that City Administration would be listing this property for sale. I would like the following information, before the property is listed for sale, to come to the October 28, 2003, Transportation and Public Works Committee meeting (verbal if necessary):
  1. What has changed and what has the City learned about this property through the latest attempt to sell (zoning, underground services in the alley, etc.)?
  2. What income does the City receive currently from the property through parking revenues?
  3. What kind of development would best suit this area of downtown?
  4. How can this site complement the development, and what has and is now taking place in this area?
  5. Should development of this site take place by itself or is it time to consider consolidation with a number of other properties?

G.2.a.2002 DATS Review (Eligibility Recommendations – Implementation Plan) 

W. Mandryk, Transportation and Streets Department, made a presentation. Copies of the presentation were distributed to Members of the Committee and a copy was filed with the Office of the City Clerk. R. Millican, General Manager, and D. Nowicki, Transportation and Streets Department; and A. B. Maurer, City Manager, answered the Committee's questions.

MOVED M. Phair:

  1. That the August 25, 2003, Transportation and Streets Department report be received for information.
  2. That a representative random sample of DATS participants be certified using the new eligibility process and information, including costs and projected costs, and be reported to Transportation and Public Works Committee before the new eligibility program goes forward in full.

Members of the Committee requested the motion be split for voting purposes.
