Councillor B.Anderson called the meeting to order at 1:40 p.m.

Councillor B.Anderson explained the appeal hearing process and asked if anyone objected to any Member of the Quasi-Judicial Standing Committee hearing the appeals. No one objected.

DECISION BY THE QUASI-JUDICIAL STANDING COMMITTEE ON APPEAL NOTICE - Andrew Leung, 10713 - 153 Street, Edmonton – Order Issued Pursuant to Section 546(1)(c) of the Municipal Government Act

In dealing with this appeal, the Quasi-Judicial Standing Committee heard from J.Wilson, Planning and Development Department.

On behalf of the Committee, Councillor B. Nickel stated:

Today, the Quasi-Judicial Standing Committee has heard from Administration regarding the property located at 10713-153 Street. We have heard that the owner has brought the property into compliance as of today’s date. However, given the on-going concerns from property owners surrounding this property, we move to uphold the order that the property be maintained to prevent the reoccurrence of any unsightly condition detrimental to the surrounding area.

MOVED M. Nickel:

That the Order dated May 11, 2006, be upheld and that the property be maintained to prevent the reoccurrence of any unsightly condition detrimental to the surrounding area. / Planning & Dev.

Councillor B.Anderson explained the appeal hearing process.

J. R.Lakusta, Appellant, made a presentation and answered the Committee’s questions.

A set of photographs of the subject property taken by Administration on June 19, 2006, were provided to the Appellant, and a second set was circulated to Members of the Committee and then filed with the Office of the City Clerk.

J. Wilson, Planning and Development Department, made a presentation and answered the Committee’s questions.

Councillor B.Anderson asked if the Appellant would like to provide closing comments or respond to anything arising from the presentation.

J. R.Lakusta, Appellant, made a further presentation and answered the Committee’s questions.

Councillor B.Anderson asked if Administration would like to provide closing comments.

J. Wilson, Planning and Development Department, made a further presentation and answered the Committee’s questions.

DECISION BY THE QUASI-JUDICIAL STANDING COMMITTEE ON APPEAL NOTICE -J. R. Lakusta, 9020 – 143 Street, Edmonton – Order Issued Pursuant to Section 546(1)(c) of the Municipal Government Act

In dealing with this appeal, the Quasi-Judicial Standing Committee heard from J.R.Lakusta, Appellant; and J.Wilson, Planning and Development Department. Photographs of the subject property taken on June 19, 2006, were also reviewed.

On behalf of the Committee, Councillor M. Nickel stated:

Today, the Quasi-Judicial Standing Committee has heard from the Appellant, J. Lakusta;and J.Wilson from the Administration, and has viewed photographs taken this morning of the property located at 9020-143 Street. In considering the evidence, the Committee finds the property to be untidy and unsightly.

MOVED M. Nickel:

1.That the Order dated May 10, 2006, to remove all vehicles that are wrecked, dismantled, uninsured or unregistered from the property be upheld. You are also ordered to clean up and remove windows, doors, water heaters, appliances, cardboard boxes, pails, wood, unused lawnmowers, rakes and other debris on the property to the satisfaction of the bylaw enforcement officer. We vary the date by which you must comply to July 19, 2006.
2.That a bylaw enforcement officer meet with you to discuss what is required to bring the property into compliance.
3.That the property be maintained to prevent the reoccurrence of any unsightly condition detrimental to the surrounding area. / Planning & Dev.

Q.1.c.Appeal Notice – I.B.Gluckie, 11116 - 35 Street, Edmonton – Order Issued Pursuant to Section 546(1)(c) of the Municipal Government Act

J.Wilson, Planning and Development Department, advised the Committee that pursuant to an inspection conducted the morning of June 19, 2006, Administration has found that the Order against this property has been satisfied and therefore the appeal has been withdrawn.
