L.BYLAWS

Mayor B. Smith asked if there was any objection to Bylaw 13296 and Bylaw 13297 being read together. No one objected.

L.1.a.Bylaw 13296 - To amend Bylaw 8730, as amended, being the Meadows Area Structure Plan through an amendment to Bylaw 10818, as amended, being the Silver Berry Neighbourhood Structure Plan.

PURPOSE

To amend the land use designation for 1.44 ha of land in the northwest portion of the Silver Berry Neighbourhood Structure Plan from Medium Residential to Commercial.

L.1.b.Bylaw 13297 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (CNC) Neighbourhood Convenience Commercial Zone, located on the south east corner of 34 Street and Silver Berry Road, Silver Berry.

PURPOSE

To allow for low intensity convenience commercial and personal service uses.

W. Candler, LUP Consultants, was in attendance to answer questions in favour of the passing of Bylaws 13296 and 13297.

L.1.c.Bylaw 13301 – To amend the Zoning Bylaw from (RR) Rural Residential Zone to (RF1) Single Detached Residential Zone, located at 45 Avenue east of 183 A Street, Donsdale.

PURPOSE

To allow for the development of single detached residential use.

There were no persons present to speak to the passing of Bylaw 13301.

Mayor B. Smith asked if there was any objection to Bylaw 13302, Bylaw 13303, item E.1.a., Bylaw 13304 and Bylaw 13305 being read together. No one objected.

L.1.d.Bylaw 13302 – To amend Bylaw 11777, as amended, being the Edmonton Municipal Development Plan.

PURPOSE

To extend the “North Saskatchewan River Valley and Ravine System” designation to Mill Creek north of Roper Road.

L.1.e.Bylaw 13303 - To amend Bylaw 7188, as amended, being the North Saskatchewan River Valley Area Redevelopment Plan.

PURPOSE

To amend mapping associated with the ARP to extend the boundary of the ARP to incorporate Mill Creek north and south of Roper Road.

E.REPORTS RELATED TO EXECUTIVE COMMITTEE MATTERS

E.1.a.ADOPTION OF AN AMENDMENT TO SOUTH EAST INDUSTRIAL AREA OUTLINE PLAN.

L.BYLAWS

L.1.f.Bylaw 13304 – To amend the Zoning Bylaw and Appendix I, Section 811, the North Saskatchewan River Valley and Ravine System Protection Overlay from (IH) Heavy Industrial Zone, (IB) Industrial Business Zone, (AGI) Industrial Reserve Zone, (PU) Public Utility Zone, (AP) Public Parks Zone and (A) Metropolitan Recreation Zone to (A) Metropolitan Recreation Zone, (AP) Public Parks Zone and (IH) Heavy Industrial Zone, located north of Roper Road, east and west of Mill Creek, Roper Industrial.

PURPOSE

To protect Mill Creek north of Roper Road, accommodate an indoor soccer centre and associated playing fields and to facilitate the transfer of a portion of Mill Creek to the City of Edmonton.

L.1.g.Bylaw 13305 - To authorize alternative uses of Environmental Reserve.

PURPOSE

To authorize alternative uses of Environmental Reserve to allow Environmental Reserve lands along Mill Creek north of Roper Road to be used for stormwater management in the form of created wetlands.

There were no persons present to speak to the passing of Bylaw 13302, Bylaw 13303, item E.1.a., Bylaw 13304 and Bylaw 13305.

Mayor B. Smith asked if there was any objection to item E.1.b. and Bylaw 13307 being read together. No one objected.

E.REPORTS RELATED TO EXECUTIVE COMMITTEE MATTERS

E.1.b.Adoption of an Amendment to the Central and East Neighbourhoods – The Hermitage Neighbourhood Outline Plan; located south of Hermitage Road and north of the Canadian National Railway right-of-way. 

L.BYLAWS

L.1.h.Bylaw 13307 – To amend the Zoning Bylaw from (RF5) Row Housing Zone to (RSL) Residential Small Lot Zone and (RPL) Planned Lot Residential Zone, Canon Ridge. 

PURPOSE

To allow for single detached residential housing development.

B. Blais, Maclab Enterprises, was in attendance to answer questions in favour of the passing of item E.1.d. and Bylaw 13307.

L.1.i.Bylaw 13306 – To amend the Zoning Bylaw from (AGI) Industrial Reserve Zone to (IM) Medium Industrial Zone and (IB) Business Industrial Zone; located west of 184 Street and south of 105 Avenue, Sunwapta Industrial. 

PURPOSE

To allow for a range of medium and light industrial uses.

G. White and G. Wilson, Princeton Developments Ltd.; and K. Mackenzie, Mackenzie & Associates Consulting Group Limited, were in attendance to answer questions in favour of the passing of Bylaw 13306.

L.1.j.Bylaw 13287 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RF5) Row Housing Zone, (RSL) Residential Small Lot Zone, (RPL) Planned Lot Residential Zone and (PU) Public Utility Zone; located west of Manning Drive and north of 153 Avenue, Brintnell. 

PURPOSE

The proposed use is low and medium density residential development and a storm water management facility.

There were no persons present to speak to the passing of Bylaw 13287.

L.1.k.Bylaw 13298 – To amend Bylaw 11749, as amended, being The Grange Area Structure Plan. 

PURPOSE

To redesignate a low density residential area to medium density residential.

L.1.l.Bylaw 13299 – A Bylaw to amend Bylaw 11749, as amended, being The Grange Area Structure Plan through an amendment to The Hamptons Neighbourhood Structure Plan. 

PURPOSE

The purpose of this Bylaw is to amend The Hamptons Neighbourhood Structure Plan (NSP). The proposed amendment will designate land for “Medium Density Residential” from “Low Density Residential”.

L.1.m.Bylaw 13300 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RF5) Row Housing Zone and (RA7) Low Rise Apartment Zone; located north of 45 Avenue and east of 199 Street, The Hamptons. 

PURPOSE

The proposed use is row housing and low rise apartment development.

L.1.n.Bylaw 13278 – To adopt the CN Intermodal Facility and Area Area Redevelopment Plan. 

PURPOSE

To guide and co-ordinate the future redevelopment of the former CN Intermodal facility and adjacent lands.

L.1.l.Bylaw 13299 – A Bylaw to amend Bylaw 11749, as amended, being The Grange Area Structure Plan through an amendment to The Hamptons Neighbourhood Structure Plan. 

L.1.m.Bylaw 13300 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RF5) Row Housing Zone and (RA7) Low Rise Apartment Zone; located north of 45 Avenue and east of 199 Street, The Hamptons. 
